(Photo courtesy of Oklahoma Today/John Jernigan) BINGER Brenda Edwards understands the past. She has embraced history and she has a deep, heartfelt respect for her heritage. But Edwards knows that history alone won t help her as she tries to lead the 5,000 members of the Caddo Nation into the next decade. To do that, Edwards, the Caddo Nation s new chairwoman, must focus on the future. Straddling State Highway 281 between Weatherford and Anadarko, Binger, Okla., isn t known for its size or for the crops it produces. In fact, with a population of only about 700, Binger isn t known for much at all, except the fact that it s the hometown of baseball great Johnny Bench and the headquarters of the Caddo Nation. For Edwards, that s enough. Binger is our home, she said. We are here and there and everywhere. We have about 5,000 members and those members are nationwide, but Binger is our home. Smaller than the Chickasaws, the Choctaws or the Cherokees, what the Caddo Nation lacks in size, it makes up for in history; long before the other nations were here, the Caddo tribes had called Oklahoma home. Their artifacts dating back hundreds of years are scattered all across the bottom of Oklahoma. Their story is ancient and it s a story that Edwards holds dear. From princess to leader Raised by parents who believe in tradition, Brenda Shemayme Edwards Shemayme is her maiden name didn t set out to become the Caddos leader. She was more interested in sports and planned to raise a family. Being in tribal politics wasn t on her radar screen.

2 I was taught tradition, she said. School was important, but my parents believed in tradition. My grandmother was the same way. My mom didn t speak English until she was 6. But while her parents held their heritage and tradition close, it was her mother, Etta Whitebead, who pushed her to live in the present. My mother was strict, she said. She made it very clear that I was going to learn how to live in both worlds. She never accepted the fact that I couldn t do anything because I was Indian. At first I thought it was really harsh, but later I realized she was preparing me for the future. Edwards father, Roscoe Shemayme, was very traditional. He believed in songs, culture and our church. He was really traditional, she said. The combination of those efforts produced a confident, articulate woman, well-schooled in the heritage and culture of her ancestors. In 1978, she was the tribe s princess. In 2009, she became its leader. Her uncles used to give her a nickel to sing her native hymns. She grew up in a sports-loving household with a father who was so good at baseball and basketball that his teammates nicknamed him Witch. She was an All-American softball player who graduated from high school in But, beyond the sports and the history, Edwards biggest goal was simply to have a family. When I was born my parents were older, she said. And I wanted my children to have the chance to know their grandparents. I wanted them to be able to learn from them. So my goal was to have children by the time I was 23. She got there, but it wasn t easy. After her first marriage ended, Edwards experienced life as a single mom. She surrounded herself with work and family. She moved to Weatherford, where she spent 23 years working for the 3M plant. And it was there she saw her career change and she met her husband. I did just about everything at 3M, she said. I ve worked as a trainer, and later wrote policy and procedures for the company. She also met her husband, Jim. I didn t like him at first, she said. I thought he was kind of arrogant. He was in charge of keeping the equipment repaired and when my machine broke, I d sit there and be down for more than an hour rather than call him. Eventually, though, Jim convinced her he wasn t so bad. He would try to ask me out and I would go hide from him because I didn t want to go, she said. Finally he asked me to lunch and I didn t have any reason not to go but I told him I wasn t much of a dater. This year, the couple celebrated their 25th anniversary. It took an accident at work and the death of her parents to push Brenda Edwards in a different direction. Content with her life, away from home, she relied on her mother for her connection to her Caddo roots. My mother always kept me abreast of the issues and what was important and what was going on, she said. She was my connection.

3 When her mother died in 2005, she thought that connection had been lost. Previously, she d suffered an injury to her leg at work, which forced her to leave the job she d held for more than two decades. My priorities were my family, she said. I had a good-paying job, good insurance and I couldn t afford to come and work for the tribe. But her desire to stay connected, to keep in touch with the world of the Caddo Nation and its people, changed her mind. I realized that, with my mom gone, I didn t have my connection to home; my parents were always that connection for me and I realized that I was going to have to be that for my children and my grandchildren. And with that, Brenda Edwards took a deep breath and in July of 2005 ran for a position on the Caddo tribal council. She won; then, just two years into her four-year term, she was appointed vice chairwoman of the Caddo Nation. In 2009 she was elected its chairwoman. Working toward a goal It s no secret the Caddo Nation doesn t have the same resources as many of the state s larger tribes. Smaller in size and located deep in rural Oklahoma, the tribe has not seen the same economic development advantages of its neighbors, the Choctaw or the Cherokee tribes. Brenda Edwards doesn t see that as a problem; instead, she sees a challenge. We haven t been as diversified as the others, she said. There s not a great deal of economic development being done yet. It s always been something we ve talked about, but it hasn t been established yet. We re trying to change that. We re moving forward with our economic development efforts, that s a priority. But there are other issues, too. Heath care, quality education and jobs for her people are all problems that keep her at the Caddo headquarters until late in the evening. Here, there are so many issues, that I can t put one before the other, she said. This is a rural area and that gives us all kinds of challenges. Jobs are not available. Housing isn t available. There are many lower-income families who are struggling. Education is an issue. We have a lot of people who want to go to school, to go to college, but they can t afford it. And, health care is a huge issue. We don t have enough funding from the Indian Health Service to provide for all our needs. And grants alone, she said, won t solve her problems. We definitely need financial assistance, she said. We re still dependent. But we know that the businesses who want to come here need the infrastructure and that s what we re working on. The goal is to not be dependent. The goal is self-sufficiency. I m very grateful for the resources we ve received, but we need to be able to do this on our own. We need to be self-sufficient. And to achieve that goal, Edwards said the Caddo Nation, like others, would embrace gaming. If we all had our choice, we wouldn t do gaming at all, she said. But right now, gaming is a way to bring resources to the tribe. So we are concentrating on bringing gaming and bringing jobs. With two gaming projects in the works, Edwards said, the Caddos are close to seeing their efforts pay off.

4 Hopefully, both of those projects will work out to our liking, she said. We re also trying to do a travel plaza. We have a potential site on Interstate 40 that we re working on. Increase the revenue, she said, and the tribe can increase its resources. Policies, not politics While the existing power structure in Oklahoma is centered on state government and the business and industry leaders who drive the state s economic engine, a different structure is developing. Power bases are shifting and new, previously unknown leaders have emerged. Instead of a ruling white class, the state s power base has expanded to include its first citizens the Native Americans. Today, tribal leaders function as CEOs of multibillion-dollar enterprises and, across the state, Native Americans are flexing their political, social and economic muscles. Brenda Edwards see that change as positive. We re not here to divide, she said. We want to work together. We seek to work with others. I want to make sure the Caddo Nation is well-rounded in its tradition and culture, but we also know that we have to work and progress in the day we re in. To do that, the Caddo Nation has watched, reviewed and learned from the state s other Native American tribes. We are all Native Americans, she said. We are all one in the same. We don t see tribal designations; we re just all Native American. With her tribe growing, new economic development efforts under way and the opportunity to make the lives of her people stronger and better, Brenda Edwards is more focused on responsibility than rhetoric. Politics doesn t interest her; instead policies do. I didn t run and get elected for the title, she said. I wanted to be of service to the tribe. I don t see myself as the tribal chair, but as a tribal representative. In my position, I ll go and do and talk to whoever I need to. I do whatever I need to do to help my people. But I have a deep sense of responsibility and a deep respect for my tribe and for the people who have been here before me. I would never disrespect our traditions or our heritage. My goal is to help my tribe. It s that simple. A future that Brenda Shemayme Edwards finds only by looking at the past. Generations, past, present and future To the governor, she s the elected chair of the Caddo Nation. To her husband, Jim, she s Brenda. But to small children, she s Grandma. While Brenda Edwards takes her role as the leader of the Caddo Nation seriously, it s the role of grandmother that she prefers. When people ask me what I do for fun, I tell them I play with my grandchildren, she said. Take that literally. After a hard day of tribal politics, Edwards can often be found at her home playing basketball with her grandchildren. I can t be away from my grandkids very long, she said. I love to play with them. We play football or basketball and once in a while we play firemen. And, on occasion, you ll find Edwards with her raven hair covered by a University of Oklahoma football helmet or dressed like a firemen.

5 I dress the part. I get down and play with them. I love it, she said. But she s not a pushover. My grandson told me the other day he thought I was old, she said. I told him I m not old, I can beat you in basketball. Brenda and the child played and she won. He said, OK, you re not that old, Edwards said. Basketball aside, Edwards can still sing the ancient tribal hymns taught to her by her family. But, just as often, she likes the music of Jackson Brown. I think he s the only man I d ever leave my husband for, she jokes. I have every album he ever made. While her husband can rest easy that Brenda won t be changing addresses any time soon, she does admit that she s attended at least four Jackson Brown concerts. I go, but my husband doesn t take me, she said. I go with girlfriends. But her biggest pleasure, she says, is her family. When I was growing up I didn t know how good I had it, she said. My mother was a seamstress. If I saw some clothes I wanted at the store, she could go home and make them without a pattern. I didn t realize how lucky I was that she was at home. I always had three homemade meals. I had no idea how good I had it then. And those times when it was just Brenda and her family are, for her, some of the best times of her life. I would give anything, give anything, to have an evening like we used to have when I was a kid. We d have dinner with my parents and my uncles and their family and then after the dishes were cleaned up, we d sit around in the evening and play cards or dominoes. I m so glad I got to do that. I m so glad I took the time to enjoy my family then. And even though the world has changed, Brenda Edwards says she ll just wait and see what happens. I don t know what s in store for me. Basically I ve been guided to this place. Whatever happens next, well, I guess I ll wait and see what comes. M. Scott Carter
