1 School Committee Business Meeting 1675 Flat River Road Coventry, RI Meeting Minutes March 22, 2016 The meeting convened at 7:01 p.m. Present: Chairperson Katherine Patenaude, Vice-Chairperson David Florio, Member Ann Dickson, Member Donna Kalunian, Member James Pierson, School Committee Attorney Katherine Duncanson, Assistant Superintendent Craig Levis and Superintendent Michael L. Convery. Recording Secretary: Jennifer Carlos CONSENT AGENDA Chairperson Patenaude led the Committee in the pledge of allegiance, followed by a moment of silence for the victims of the Belgium attacks. Mr. Convery notified the public of the emergency exits followed by reading the Mission Statement. Approval of Meeting Minutes Motion No by Vice-Chairperson Florio, seconded by, to approve the Open Meetings on 2/6/2016. PERSONNEL Certified Layoffs Motion No by Vice-Chairperson Florio, seconded by, to affirm the recommendation of the Superintendent that the following personnel be laid-off at the conclusion of the school year be confirmed due to factors identified in individual reference letters, which include but are not limited to: enrollment reductions, teachers returning from leaves of absence or returning from job shares, possible loss of grant funds, fiscal constraints and program changes: P a g e 1 of 5

CHS Girls Basketball Final Four Mr. Convery recognized the Coventry High School s Girls Basketball team for making it to the Final Four. He congratulated the team members that were present during the meeting at well as Mrs. Beaudoin. Mrs. Beaudoin thanked Mr. Convery and the Committee for acknowledging the team and stated she was very proud of the team. Mr. Levis added he attended the last game and was very proud and could see the connection they all had amongst themselves and the coach. School Calendars End of year date change (snow days) Discussion & Vote Date changes Discussion & Vote Overall calendar - Discussion Motion No by Vice-Chairperson Florio, seconded by, to approve the revised School Calendar as presented. 3 Motion No by Vice-Chairperson Florio, seconded by, to approve the revised School Calendar as presented. Motion passes 4/1. NAY asked Mr. Convery for clarification on why during the week of Thanksgiving the children are only in school one full day. Mr. Convery stated it is due to quarter and trimester end dates and report cards. Charlene Wheeler, 9 White Oak Court, and her husband, Donald, expressed their concern about not having any kind of break with her children. She added she has a problem that the smallest state cannot have the 39 superintendents come together and have a plan. Chairperson Patenaude stated the Committee will consider the Superintendents calendar as what they recommend is what is adopted by most communities. Course Approval Criminal Justice Mr. Convery began by stating this is going to be a program, a series of courses that is going to be a career and technical education program. He asked for approval from the Committee to develop the program for full approval to implement in 17/18 school year. There is one course ready to implement; however, there are certification issues that would require the hiring of a new teacher and that is not in the budget. The original plan was to have an existing social studies teacher teach Criminal Justice, but that is not possible due to certification issues. Motion No by Vice-Chairperson Florio, seconded by, to approve the Coventry High School Program of Studies Amendment Proposal for the Criminal Justice Program approved for development. Sub-Committee Policy stated a sub-committee has been formed to audit the policy manual and they would be reporting back on the results to the committee as to what they find. Bullying Policy Procedures and Documents Mr. Levis provided the Committee two documents that focus on investigations regarding Bullying and the Bullying policy. He stated he took the recommendations of best practice from the Department of Education and created forms to be used by Coventry. There is a Report Form and an Investigation Response Form. He also added that Attorney Jon Anderson will be doing a training with the administrators to ensure they are clear about what the policy is, how to address bullying, they will have the opportunity to discuss any questions they may have, and will learn how to utilize these documents. 4 Assistant Superintendent Search Mr. Convery stated the Assistant Superintendent position has been posted and stated he will help in any way prior to his leaving. He also added the upcoming Superintendent needs to be the primary person in the interview process. Mr. Levis stated the posting was posted as being opened indefinitely and his intent is to have April 1 as the closing date as it has been up for approximately two and-a-half weeks. He stated he wanted to pull together a screening committee right after the closing date and identify and interview candidates Chairperson s Report The Chairperson did not have anything to report. Superintendent s Report Mr. Convery states he has received the Loss Prevention Leadership Award from the Trust for 2015 adding that Jason Martin and Andi Rioles provided training and awareness in the attempt to lower workers compensation claims. Mr. Convery recognized the drama club for winning the five best state acting awards stating that the Committee will be providing the students certificates on April 11. Mr. Convery congratulated the high school s Boys Hockey for making it into the finals stating they had a tremendous season. Mr. Convery stated there will be a join Town Council/School Committee Budget meeting on March 28. Citizens Comments Chairperson Patenaude congratulated Attorney Duncanson stating she has been with the District for three years, has done an awesome job and will be sorely missed. She wished Mrs. Duncanson the best of luck and good health to her and her family. Mrs. Duncanson expresses her gratitude in having the opportunity to work with such wonderful people in the District. Chairperson Patenaude introduced Jon Anderson as legal counsel. Mr. Anderson stated he is delighted to be working with everyone. He stated he is stepping into big shoes and is very excited and looks forward to working with the Committee. Ken Jackson, 2799 Harkney Hill Road, stated to the Committee to not be so confident in the comment made the prior evening at the Town Council meeting stating there will be changes identified which will be significant. Vice-Chairperson responded to Mr. Jackson s comment stating that he feels Mr. Jackson makes the citizens very anxious. Mr. Jackson stated that was fine with him and the taxpayers are looking at even more of tax rise from the committee over there and there are things that have to be looked at very deeply. Scheduling of the Next Meeting Motion No by Vice-Chairperson Florio, supported by, that the next meeting of the School Committee be scheduled for Tuesday, April 12 th, 2016, at 6:00 p.m. at.
