Call to Order At 6:00 p.m., Chairman Cox called the Board of Education meeting to order. Dr. Cartner gave the invocation and led the pledge. Recognition of Guests Dr. Cartner welcomed guests and thanked them for attending the meeting. Public Comments Keith Gore spoke in support of resurfacing the track at South Stokes High School. Iris Mudd spoke in support of resurfacing the track at South Stokes High School. Greg Bennett spoke in support of resurfacing the track at South Stokes High School.
2 Page 2 April 30, 2007 Peggy Smith requested that the Board approve a bus stop at a nonprofit day care located at Chestnut Grove United Methodist Church. This bus stop would be outside of the students school attendance zone. Gerald Jones addressed the Board in support of Teacher Coaches. Pam Gibson requested that the Board approve a bus stop at a nonprofit day care located at Chestnut Grove United Methodist Church. This bus stop would be outside of the students school attendance zone. Greg Ottaway spoke in support of Teacher Coaches. Shannon Boles spoke in support of the Teacher Coaches. Rusty Hall spoke in support of Teacher Coaches. Dan Wolber addressed the Board with concerns over the high schools exam schedule. Approval of Agenda Mr. Hart made a motion to approve the agenda as presented. Motion passed 5-0. Consent Agenda Mrs. Rutledge made a motion to approve the public hearing/regular session minutes of April 16, 2007 and the regular/joint session minutes of April 19, 2007; a fund raiser request; a field trip request; calendar revision requests from Pine Hall Elementary, Pinnacle Elementary, Meadowbrook School, North Stokes High, South Stokes High, and West Stokes High. Motion passed 5-0. The following fund raiser request was approved: School Date Activity Southeastern Middle May 3, 2007 Bowl-a-thon to raise money for New York trip The following field trip request was approved: School and Sponsor Trip Location/Date/Cost # Students/Transportation Pine Hall Elementary Sandra James 4 chaperones Virginia Museum of Natural History May 21, 2007 $10 per student 23 students Activity Bus
3 Page 3 April 30, 2007 Calendar revision requests for Pine Hall Elementary and Pinnacle Elementary were approved. These two revisions designated May 10 as a half day for students. A calendar revision request from Meadowbrook School was approved. This revision designated May 31, June 1, June 4, June 5, and June 6 as early dismissal days for Meadowbrook School. Meadowbrook will dismiss at 1:15 on these days. A calendar revision request from the three high schools to have early dismissal on May 18, May 21, May 22, and May 23 was approved. Proposed dismissal times are: North Stokes: 12:55; South Stokes: 1:15; and West Stokes: 1:30. Current Expense Amendment #4 Action Agenda Ms. Boles made a motion to approve Current Expense Amendment #4. Motion passed 5-0. Proposed Twelve Month School Calendar Mr. Shelton made a motion to approve the proposed Twelve Month School Calendar. Motion passed 5-0. Discussion Agenda Revision to Board Policy 4157: Enrollment Mrs. Alice Connolly presented a proposed revision to Board Policy 4157: Enrollment. This proposed revision was developed and approved by the High School Curriculum and Instruction Council and was approved by the high school principals. This proposed revision recognizes that to increase high school rigor, students need to take more courses than the minimum requirements. This revision would mean most students will be required to take 32 credits during their high school careers. Stokes College Academy and Tech Prep Grant Update Mrs. Alice Connolly provided the Board of Education with an update on the Stokes College Academy and the 2007 Tech Prep Grant. Beginning next fall, students can choose from College Transfer, Medical Office Administration, Computer Information Technology and Global Logistics Technology, if there is enough interest for all program areas.
4 Page 4 April 30, 2007 Stokes County Schools Tech Prep grant requires us to work with an outside evaluator each year. Board members were informed that the evaluator is working with Forsyth Tech and with Stokes County Schools to develop and administer a survey to students, teachers and parents about their awareness of the Stokes College Academy. The major focus of our Tech Prep Grant is marketing Stokes College Academy and upgrading our Distance Learning Labs. A short DVD about Stokes College Academy that will be used by Forsyth Tech and by Stokes County Schools counselors to market the program will be created in early May. Nancy Reynolds Elementary School Trust Fund Fred Johnson shared that Wachovia Bank has requested to amend the Kate B. Reynolds trust for maintenance of the grounds at Nancy Reynolds Elementary School. After discussion, the Board of Education stated they would like to meet with a Wachovia Bank representative and with interested parties from Nancy Reynolds Elementary School. Review of Local Budget Proposal Board members reviewed and discussed the local budget proposal. Questions and Comments School Calendar: There were no Questions and Comments. 5 Page 5 April 30, 2007 Meeting Schedule: NCSBA 2007 Summer Law Conference July 27-28, 2007 Sheraton Atlantic Beach Meeting Dates The Board of Education scheduled their next regular board meetings for Monday, May 7, 2007, at 6:00 p.m., at the Administrative Office in Danbury; Monday, May 21, 2007, at 6:00 p.m., at the Administrative Office in Danbury; and Monday, June 4, 2007, at 4:00 p.m., at Chestnut Grove Middle School. On a motion by Mr. Shelton, the Board entered closed session at 8:47 p.m. to hear a student appeal, to discuss personnel and a possible land acquisition, and to approve closed session minutes of April 16, 2007 and April 19, 2007, under NC General Statute (a)(1)(3)(5)(6). Motion passed 5-0. [Closed Session] At 10:16 p.m., on a motion by Mr. Shelton, the Board returned to open session. On a motion by Mr. Hart, the personnel report was approved (5-0). Mrs. Merritt reviewed the required federal processes to determine how funds will be used. Mr. Hart inquired if the pre-k locations could change every year based on need. Mrs. Merritt responded that this is accurate students with the greatest needs must be served first by these federal dollars. Mrs. Cox inquired about current Title I pre-k sites. They are Pine Hall, Pinnacle, and one class at Walnut Cove.
7 Page 7 April 30, 2007 At 10:20 p.m., on a motion by Mrs. Rutledge, the Board returned to closed session under NC General Statute (a)(1)(6). Dr. Cartner and Mrs. Merritt left the meeting at this time.
