2 \ Population and Survey Analysts (PASA) has recently completed a Demographic Update for Klein I.S.D., and the findings are summarized below. The Demographic Update included the study of current student locations, potential growth based on new housing, trends occurring in student relocation patterns throughout the District, and economic factors relevant to both the District and the nation. PASA projects student data for a school district by using forward looking techniques, and does not rely on past rates of change. 3 THREE SCENARIOS OF GROWTH PASA takes a conservative approach to projecting growth, and develops a Low, Moderate, and High scenario of growth for each of the years in the projection period. The weighted average of students per home throughout the District is In multi family apartment complexes, the ratios of students per unit ranged from 0.05 to 1.50 in specific complexes, and the weighted average throughout the District was 0.37 students per apartment unit.

8 Economic and Housing Considerations Recent Trends in Employment and Unemployment The next chart and graph show recent trends in employment and unemployment in the Houston area. Employment growth has been slow over the last year, with only a.02% increase between August, 2015 and February, 2016, but this has increased slightly in the last 6 months, putting the annual Houston area employment change at just under 1% growth. Employment growth is expected to be flat in the Houston area over the coming year and perhaps beyond, while the U.S. overall is seeing good increases in jobs. While an increase in medical services have defrayed the impact of Houston area energy jobs lost, the growth of these health/medical services may have peaked in the summer, 2016, and growth in this area may now slow. The next chart in the chapter shows several unemployment, housing, and student characteristics. Population, housing, enrollment, and employment have all tracked closely together in the last several years. The unemployment rate for K.I.S.D., and for the City of Houston, peaked in , with a steady decline since then. Employment by Sector At this time in Klein I.S.D., the employment generators are predominately educational and medical services (17%), professional, scientific, and management (15%), retail (12%) and manufacturing (11%). Energy Sector: Two years ago, much of the new office space in and near the District was geared to the energy sector. The acceleration of jobs in the energy office complexes were impacting The Woodlands and Conroe I.S.D., along with Spring I.S.D. Klein I.S.D. was providing key residential locations for these added jobs. Each added job brings with it a multiplier effect, in that for each new energy sector employee, about 2.5 additional service jobs should be needed in the area. As a result, a very high number of potential added jobs emerged for K.I.S.D. and the surrounding area. Over the past two years, however, the expected growth in nearby energy has halted. ExxonMobil s multi nucleated complex, along with workers in Anadarco s nearby office towers, and those in the new Southwestern Energy complex are all cutting their work forces. Southwestern announced a 1,000 job layoff, including 300 at its new headquarters. All these losses impact Klein I.S.D., as is seen in the annualized 43% downturn in K.I.S.D. s new single family housing (through June, 2016) that is discussed in Chapter 2. Also of great importance is that for the Houston area as a whole the energy sector lost ~17,000 jobs in 2015 alone, and over 50,000 over the past two years.

9 In 2016, the energy jobs may be even flatter than was the case for Deloitte Consulting stated that a sample survey of energy executives showed the majority believe that oil prices will be rising by the end of 2016, possibly up to $60 per barrel. They are also seeing a more positive outcome in 2017 as well. But, the Texas Workforce Commission foresees perhaps the potential for some hiring in the near term, but an overall bleak future for oil company employees through 2022 and beyond (Houston Chronicle, October 4, 2016). In Klein, nonetheless, a significant proportion of the ~8,000 local ExxonMobil employees will continue to relocate slowly from the Greenspoint area and the Baytown area, to homes near their new offices. As noted above, housing relocation for these Houston area employees, and for the non local employees as well, will be slow, but the direct impact on K.I.S.D. s student population could help maintain the ~1,000 student annual growth pattern typical of the past five years. Medical Sector: In 2015, several Klein parcels were slated as medical/urgent care and nursing facilities, and the CHI St. Luke s Health Springwoods Village Hospital opened at the beginning of In the Houston area, there were ~12,000 added health care jobs in 2015, but this may not continue in The quick growth in medical services due to the Affordable Care Act helped retain employment, but there are now some job losses, starting in the Summer, 2016, especially in the newest outpatient clinics and ambulatory care centers. Port of Houston and Klein Area Jobs: As of 2014, ~49.8% of the total Klein I.S.D. population was in the work force. There were 126,357 workers out of ~253,796 residents. At noted earlier, manufacturing jobs provide ~11% of the employment in Klein I.S.D. Helping to keep Houston area manufacturing active during the oil price slump is the export boom from the Port of Houston, and the potential export expansions from the Port of Freeport. Historically high numbers of exports are leaving Houston, and these goods are moving faster through the second, wider canal in Panama. These two characteristics allow Houston to be the nation s leader in exports of advanced manufacturing products. Last year, a local Port of Houston report suggested that up to 15% will be added to Houston area manufacturing via the widened Panama Canal. In sum, the number of manufacturing layoffs due to the oil price plunge will be being partially abrogated by increases in the manufacturing and service jobs that are unrelated to oil prices. New Startups Due to Energy Expertise Applied to Small Businesses: An ultimate, slow increase in jobs in the energy sector may or may not occur in 2017 and Within Klein I.S.D., there are startups arising, partially due to the energy downturn. According to the Small Business Administration, in 2015 there was a 20% increase in small business loans, and a 23% increase in the overall amount of these loans. Both of these measures were from the SBA s South Central region, which encompasses a much larger arena than Houston. But, there are indications that these large numbers of new startups in Klein I.S.D. are due to energy industry expertise being applied to new ventures. New Commercial Epicenters in Klein: The Market at Springwoods Village, which has Kroger as the anchor, is virtually all leased. The developing Grand Parkway Marketplace I, which is at the corner of Spring Stuebner Road and the Grand Pkwy., has signed Target Stores as the anchor. Adjacent to Grand Parkway Marketplace I, at the corner of Spring Stuebner Road and Kuykendahl Road, is Grand Parkway Marketplace II. Marketplace II is also being developed by KIMCO, and will

10 complement the Target site with additional, smaller, retailers. Many of these centers will be adding 300 or more jobs, thus aiding overall employment stability in Klein I.S.D. Existing Homes In big cities nationwide, particularly in Austin and Dallas, the prices of homes have leapt upward. Based on HAR data, Houston area single family home sales were down 8.8 percent between July, 2015 and July, Through July, 2016, total property sales were also down, along with total dollar volume. But, median home prices rose by 4.1 percent in July, 2016 from a year earlier. Apart from conventional single family homes, sales of townhomes and condos throughout the Houston area fell by 7.4%. Their average prices declined 2.5%, but their median price climbed 4.5%. Leases of single family homes are up by 2.3%, and rents of these homes were up slightly, at $1,879. RECENT HOUSING MARKET Housing and Other Permits: Yearly building permits of all types are down 8.6%, as of a Sept., 2016 City of Houston report. For a 12 month period, single family permits dropped 23 percent in value, and apartment values fell 87% in overall value of construction. Conversely, values for nonresidential permits increased by 40%. Multi Family Market: The large number of planned and currently under construction apartments in Klein I.S.D. would indicate that there is continued apartment demand that is pent up from previous years. Approximately 14 are being occupied or will soon be completed, and a few other new complexes are still adding a few renters. Approximately ~4,185 units will be newly occupied over the short term (within 1 to 4 years). In sum, as of the Fall, 2016, it appears that K.I.S.D. is relatively insulated from serious downturns in apartment construction. But, throughout the Houston area, while about 20,000 total units in 102 facilities are under construction, the job situation (as well as the multi family permits described above) indicate a major downturn after this big wave of developments are completed. Single Family Housing Starts: Relative to the 2 nd quarters of 2014 and 2015, new home starts are down for the 2 nd quarter 2016 in Klein I.S.D. The 2 nd quarter of 2014 had 533 starts, while the 2 nd quarter of 2015 had 455 starts. Based on MetroStudy data, the 2 nd quarter 2016 had 318 starts in Klein I.S.D., which is a decrease of 43% from As a base of comparison, Klein I.S.D. now ranks 7 th in housing starts for the second quarter of 2016 (unchanged from 2013, 2014, and 2015) among the 62 Houston Consolidated Metro Area school districts. Klein I.S.D. is behind Fort Bend, Katy, Lamar, Cy Fair, Conroe, and Houston in that order and ahead of Humble, Alvin, and Tomball school districts. Katy has dropped from its recent rankings of first to a ranking of second in housing starts, due to the oil price plunge.

11 New Home Closings: New home closings are fairly strong in K.I.S.D. Klein I.S.D. also ranked 7 th in the Consolidated Metro Area in closings of new homes being sold, based on MetroStudy data for the second quarter of The District had more new home closings than new home starts for the 12 months ending in the 2 nd quarter of 2016, with 1,325 starts and 1,468 closings in the 12 month period. Vacant Developed Lot Inventory: The inventory of developed lots has recently trended upward slightly, increasing from 2,200 vacant lots in in 2Q of 2015, to 2,267 in 2Q of This 3% increase is negligible, but can be expected to continue to grow this coming year. Out of all school districts within the Consolidated Metro Area, Klein has ~5% of all new housing starts that are within platted subdivisions (as per MetroStudy). Mobile Home Parks Disappearing Parcels along Kuykendahl and Gosling are in demand, and there are currently MHP s located on some of these parcels. Parts of Timbercrest Village MHP has been replaced with commercial and residential land uses. Walmart is currently under construction in the northwest corner of Timbercrest. Other retail developments and Haven at Augusta Woods multi family complex are also under construction. Rather than displace current MHP residents, TImbercrest is relocating mobile homes to available pad sites within back portions of the mobile home park. More pad sites are available, and it is likely that, as Augusta Woods Village expands, the mobile homes will continue to relocate within the park. PASA estimates displacement of mobile homes to begin in 2018 when available pad sites are no longer available. Likewise, Goodwin Trailer Park and Five Oaks off Gosling may also be replaced during this Demographic Update s projection time frame. These manufactured homes have housed a large number of students per unit, and may evolve as (roughly) half commercial land uses and half multi family units.

12 Population and Survey Analysts (PASA) has recently completed a Demographic Update for Klein I.S.D. by studying student residential locations, potential growth, housing trends, and economic factors inherent to the District. PASA studied the expected long term trends for the District, and created a dataset to use in planning for the next ten years. The findings of this report are detailed in the following document. Demographic study overview PASA projects student data for a school district by using forward looking techniques, and does not rely on past rates of change. The resulting data that PASA generates is more rigorous and more usable by school districts than data created by State or Local entities because PASA assesses the actual development occurring. The steps in the gathering of this data are outlined below and organized by chapter. Chapter 1 Introductory Materials PASA uses this data to understand the competitive advantage the District has over other nearby districts or schools, and also to understand recent enrollment trends by grade and grade group. 1. Introductory materials comparing the District to surrounding districts 2. Economic data 3. Recent enrollment trends by grade 4. Private school data Chapter 2 Housing Projections PASA employees assess the 10 year development potential for each major parcel of land in the District. Data is gathered for every subdivision, apartment complex, and condo and then aggregated into Planning Units, with the Planning Units being derived from the Census defined block groups for the area. Projected housing occupancies are based on interviews with up to 100 real estate experts, commercial brokers, city and county officials, and others, who are familiar with development expected in the area. 1. Maps containing aerial imagery and data on parcels, subdivisions, and multi family complexes Chapter 3 Ratios of Students per Household PASA must understand how many new students each new house will yield. The common assumption is that each home contains an average of two students, but in reality, the ratios of students enrolled in the District at any given time is much lower than that. 1. Current ratios of students per household for both single and multi family housing units 2. Maps and spreadsheets of this ratio data Chapter 4 Districtwide Student Projections Where the current students live is the basis of all of PASA s student projections, and maps in this chapter show these geo coded students and their attendance zones of residence. PASA develops three scenarios of growth, in an attempt to bracket in all future growth patterns. The Moderate Scenario of Growth is used as the basis of long range planning in this report, but the Low and High Growth Scenarios must also be considered as feasible possibilities when planning for future facility utilization. 1. Maps and charts detailing the projected student population compared to the capacity of each facility Regional growth trends Maps showing the official Fall, 2015 enrollment for the Houston region s districts are included in this report. Klein has continued to see significant growth, with a 2.41% growth rate between PEIMS 2014 and PEIMS This placed the gain of students at 1,192 for the year. This continued growth translated into an 11.66% increase in student population between PEIMS 2010 and PEIMS 2015, or a 5,284 student gain. Only Katy, Houston, Cypress Fairbanks, Aldine, and Conroe gained more students than did Klein I.S.D. during this 5 year time period. Klein I.S.D. had the 13 th highest percentage increase of all districts in the State of Texas with more than 20,000 students between PEIMS 2010 and PEIMS Klein was also 8 th in the State for overall student growth. Frisco I.S.D. gained 3,656 students between Fall, 2014 and Fall, 2015, and Katy gained 2,622. All other school districts gained fewer than 2,000 students, with only Conroe, Northside, Lamar, Alvin, and Prosper (along with Katy and Population and Survey Analysts - October, 2016 Klein I.S.D. - 2

14 Frisco) having gained more students than Klein. Private and charter school enrollment The next chart in this chapter summarizes the survey of area private schools conducted by PASA this year. Schools included in this survey were both those located within K.I.S.D. boundaries, as well as those located near major employment centers that could potentially enroll students living in K.I.S.D. Based on these interviews with headmasters and enrollment coordinators at each private school, there are an estimated 2,336 students in KN 12 th grades who live within K.I.S.D. that attend these private schools. In other words, approximately 4.33% of the population attends private schools. This is a small percent of the total student aged population within the District, implying that the perception of public schools in Klein I.S.D. is very positive. Based on the schools plans for expansion of facilities and enrollment goals, the private schools in the area could draw an additional 548 students from the K.I.S.D. public school system over the next five years, but due to the expected growth in Klein I.S.D., the proportion of student population in enrolled in private schools would only increase slightly, to 4.83%. Likewise, if a continued downturn in economic conditions were to occur, then this will discourage families from financing private school educations. Thus, K.I.S.D. could receive some of these projected 2,884 students into the public school system. Recent growth of students in early grades PASA must measure and understand the trends occurring in grade levels throughout the District, paying particular attention to any changes in enrollment at the earliest grade levels. Changes in the Kindergarten and 1 st grade enrollment counts can mean trends and patterns are developing or changing, and these patterns can have very large, future impacts for the District. An increase or decrease in the rate of Kindergarten growth can mark the beginning of a pattern of growth or decline in the District. The Kindergarten enrollment declined by 3.5% for the Fall, 2014, and grew by less than 1% in the Fall, These recent years of low growth have led to a conservative projection of Kindergarten enrollment over the next decade. An analysis of the past decade of enrollment trends (refer to Historical Growth Trends chart) shows the expected fluctuation in class sizes from year to year, and the proportion in each grade group has remainder fairly stable over the last decade. Just over 46% of the student population is enrolled in elementary school grades, and this has been the case since the Fall, Population and Survey Analysts - October, 2016 Klein I.S.D. - 3

15 The next two maps in the chapter show the percent change in the Kindergarten class, compared to the overall percent change in student population. As mentioned above, in the last year, the KN class size decreased in K.I.S.D. by almost 4%, while the overall student population grew at 2.41%. Over the last 5 years, the KN class grew at 8.2%, while the overall student population grew at 11.66%. These small Kindergarten class increases could mean lower future growth for K.I.S.D. as these small class sizes matriculate through the District. Similar trends can be seen when comparing the 1 st through 5 th grade, where the K.I.S.D. 5th grade outpaces the 1st grade by 8%. Statewide, the 1 st grade is larger than the 5 th grade by 4%. An analysis by attendance zone shows that 10 of the 31 elementary schools have larger 1 st than 5 th grade classes, and 21 of the elementary schools have 5 th grades larger than 1 st grades. The next chart compares the births by zip code of the birth mother to the Kindergarten enrollment in the District (adjusted 5 years). By making this comparison, it is possible to project Kindergarten trends for the next 6 years in very general terms. This chart shows that over the past 15 years, the number of children born to mothers living within K.I.S.D. has slowly and steadily increased, with a projected continued trend that turns slightly upward. Socioeconomic characteristics of student population Quality of Life Factors: Many non specific quality of life opinions held by the public can be studied empirically using two factors from school district data. First, the percentage of students who qualify for the free/reduced price lunch program is tightly correlated with median household income and median housing value. Therefore, analysis of the free/reduced lunch population offers an annually updated assessment of this quality of life indicator. K.I.S.D. has 40.71% of enrolled students who are eligible for the free/reduced price lunch program, compared to 58.93% of all students in Texas who participate in this program for economically disadvantaged families. This ranks Klein I.S.D. 18 th in the State out of all 62 Districts with 20,000 or more students. This proportion has been steadily increasing in recent years, but declined slightly since the Fall, In the Fall, 2006, this percentage was 33.92%. Another quality of life indicator commonly being used is performance on the state mandated STAAR test. While most Districts focus on small subsets of the population and scores on specific tests, a more global analysis provides a good comparison of overall performance between districts. Therefore, PASA summarizes the percentage of students in all grades who passed all subjects of the STAAR test. The 2016 STAAR results have not been released, due to testing and reporting issues, so the 2015 results are summarized here. Overall, the passage rate in the State of Texas was 71.83%. Comparatively, Klein I.S.D. had an overall passage rate of 78.94% in the Spring, 2015, which is similar to past passage rates. Other socioeconomic characteristics are summarized for the District in the next chart, where Klein I.S.D. is compared to other similar districts, and also to the greater Houston Metro Area. 16 median income is in line with similar districts in the area, being $84,521, and is much higher than the median for the Houston metro area, which is $61,465. The K.I.S.D. population is more educated (34% has a Bachelor s degree or higher compared to 32% in the greater Houston area,) and is slightly less oriented to school aged children than the rest of Houston, as a whole. The median age of the resident population of Klein I.S.D. is 36.5 years, compared to the median age in greater Houston of 34. Interestingly, Klein has a small percent of population which is the upper age of the millennials compared to other suburban districts in the Houston Metro area. Just a 2% increase in Klein I.S.D. could add another ~1,400 students. Even though the American Community Survey, from which this data is taken, is only a small, 1.37% sample, this data base yields powerful, rigorously obtained data that shows trends that matter for the District. For example, since 2008, the proportion of millennials has risen from 11% to 13% going up a small amount each year. At the same time, the median age has also gone up from 34 to the present 36.5, indicating a slightly older population over the past 8 years for K.I.S.D. The K.I.S.D. population spends slightly more time commuting to work each day than the average Houstonian, with an average travel time of 32.9 minutes each way, compared to 30.2 minutes across the Houston Sugar Land The Woodlands Consolidated Metro Area. Klein had identical average work travel time to that of Cy Fair, and shorter travel times than Humble or Katy. Oneway time spent driving to work is a key factor in the selection of a home, and thus a school district, in which to reside. Economic trends and employment by sector Recent Trends in Employment and Unemployment The next chart and graph show recent trends in employment and unemployment in the Houston area. Employment growth has been slow over the last year, with only a.02% increase between August, 2015 and February, 2016, but this has increased slightly in the last 6 months, putting the annual Houston area employment change at just under 1% growth. Employment growth is expected to be flat in the Houston area over the coming year and perhaps beyond, while the U.S. overall is seeing good increases in jobs. While an increase in medical services have defrayed the impact of Houston area energy jobs lost, the growth of these health/medical services may have peaked in the summer, 2016, and growth in this area may now slow. The next chart in the chapter shows several unemployment, housing, and student characteristics. Population, housing, enrollment, and employment have all tracked closely together in the last several years. The unemployment rate for K.I.S.D., and for the City of Houston, peaked in , with a steady decline since then. Population and Survey Analysts - October, 2016 Klein I.S.D. - 5

17 Employment by Sector At this time in Klein I.S.D., the employment generators are predominately educational and medical services (17%), professional, scientific, and management (15%), retail (12%) and manufacturing (11%). Energy Sector: Two years ago, much of the new office space in and near the District was geared to the energy sector. The acceleration of jobs in the energy office complexes were impacting The Woodlands and Conroe I.S.D., along with Spring I.S.D. Klein I.S.D. was providing key residential locations for these added jobs. Each added job brings with it a multiplier effect, in that for each new energy sector employee, about 2.5 additional service jobs should be needed in the area. As a result, a very high number of potential added jobs emerged for K.I.S.D. and the surrounding area. Over the past two years, however, the expected growth in nearby energy has halted. ExxonMobil s multi nucleated complex, along with workers in Anadarco s nearby office towers, and those in the new Southwestern Energy complex are all cutting their work forces. Southwestern announced a 1,000 job layoff, including 300 at its new headquarters. All these losses impact Klein I.S.D., as is seen in the annualized 43% downturn in K.I.S.D. s new single family housing (through June, 2016) that is discussed in Chapter 2. Also of great importance is that for the Houston area as a whole the energy sector lost ~17,000 jobs in 2015 alone, and over 50,000 over the past two years. In 2016, the energy jobs may be even flatter than was the case for Deloitte Consulting stated that a sample survey of energy executives showed the majority believe that oil prices will be rising by the end of 2016, possibly up to $60 per barrel. They are also seeing a more positive outcome in 2017 as well. But, the Texas Workforce Commission foresees perhaps the potential for some hiring in the near term, but an overall bleak future for oil company employees through 2022 and beyond (Houston Chronicle, October 4, 2016). In Klein, nonetheless, a significant proportion of the ~8,000 local ExxonMobil employees will continue to relocate slowly from the Greenspoint area and the Baytown area, to homes near their new offices. As noted above, housing relocation for these Houston area employees, and for the non local employees as well, will be slow, but the direct impact on K.I.S.D. s student population could help maintain the ~1,000 student annual growth pattern typical of the past five years. Medical Sector: In 2015, several Klein parcels were slated as medical/urgent care and nursing facilities, and the CHI St. Luke s Health Springwoods Village Hospital opened at the beginning of In the Houston area, there were ~12,000 added health care jobs in 2015, but this may not continue in The quick growth in medical services due to the Affordable Care Act helped retain employment, but there are now some job losses, starting in the Summer, 2016, especially in the newest outpatient clinics and ambulatory care centers. Port of Houston and Klein Area Jobs: As of 2014, ~49.8% of the total Klein I.S.D. population was in the work force. There were 126,357 workers out of ~253,796 residents. At noted earlier, Population and Survey Analysts - October, 2016 Klein I.S.D. - 6

18 manufacturing jobs provide ~11% of the employment in Klein I.S.D. Helping to keep Houston area manufacturing active during the oil price slump is the export boom from the Port of Houston, and the potential export expansions from the Port of Freeport. Historically high numbers of exports are leaving Houston, and these goods are moving faster through the second, wider canal in Panama. These two characteristics allow Houston to be the nation s leader in exports of advanced manufacturing products. Last year, a local Port of Houston report suggested that up to 15% will be added to Houston area manufacturing via the widened Panama Canal. In sum, the number of manufacturing layoffs due to the oil price plunge will be being partially abrogated by increases in the manufacturing and service jobs that are unrelated to oil prices. New Startups Due to Energy Expertise Applied to Small Businesses: An ultimate, slow increase in jobs in the energy sector may or may not occur in 2017 and Within Klein I.S.D., there are startups arising, partially due to the energy downturn. According to the Small Business Administration, in 2015 there was a 20% increase in small business loans, and a 23% increase in the overall amount of these loans. Both of these measures were from the SBA s South Central region, which encompasses a much larger arena than Houston. But, there are indications that these large numbers of new startups in Klein I.S.D. are due to energy industry expertise being applied to new ventures. New Commercial Epicenters in Klein: The Market at Springwoods Village, which has Kroger as the anchor, is virtually all leased. The developing Grand Parkway Marketplace I, which is at the corner of Spring Stuebner Road and the Grand Pkwy., has signed Target Stores as the anchor. Adjacent to Grand Parkway Marketplace I, at the corner of Spring Stuebner Road and Kuykendahl Road, is Grand Parkway Marketplace II. Marketplace II is also being developed by KIMCO, and will complement the Target site with additional, smaller, retailers.
