3 Executive Summary Florida has effectively and consistently pursued a strategy for post-secondary education. The majority of students, after graduation from high school, move on to community colleges before enrolling in a or degree at a university or college. For this reason, Florida has one of the largest and best community college systems in the country, enrolling around 800,000 students each year. Students proceed to associate degrees, followed by a third and fourth year of study for a bachelor degree at another institution. Florida s public universities are designed to primarily accept huge numbers of these traditional year-olds. The Department of Education research, however has detected a growing trend in Florida that makes Florida s 2+2 strategy less effective: Students are increasingly older. Students often are returning for post-secondary education after a first career. Students move slowly through their 13 th & 14 th levels of study while working. Students with a 2 year associate of science degrees have no next educational step. These factors in Florida mean there are huge numbers of non-traditional students who are older, working, raising families and place-bound while going to school. It also means that a huge number of successful students do not have a readily available next step after getting their AA or AS degree. Often, they do not fit the traditional, fulltime student profile usually served by Florida s public universities. colleges correctly see this as a huge opportunity to continue to serve their current students who have already chosen their school. Nearly every community college wants to broaden their appeal, expand their curriculum and fully utilize their campuses by offering an easy transition to bachelor degrees. Unfortunately, the cost of converting a community college to a fouryear, bachelor degree awarding institution is huge. Some community colleges are aggressively partnering with independent bachelor degree awarding institutions. Their concurrent-use agreements expand access at a low-cost to the State. It also provides a low-cost option for students to complete their bachelor degree. Ten ICUF institutions have partnering agreements to provide bachelor degree completion options on 18 community college campuses and are willing to create more. They are currently offering a total of 82 bachelor degree programs. This model is less-costly for the State and immediately provides high-quality, accredited bachelor degree programs to this population of students. ICUF has the only signed statewide articulation agreement in the nation between its institutions and all 28 community colleges. This agreement ensures a community college student will be accepted at an ICUF institution and all their course credits transfer toward their bachelor degree. With pressure on to produce more graduates, more quickly and at a reasonable cost, enabling students to stay put and finish up their degrees makes sense. Searching out a new school and moving elsewhere costs students and the state time and money and students cannot easily move.
