1 Urban Improvement Project A Sustainable Community Project

2 2 Hagerstown City Center Arts & Entertainment Complex Urban Education Campus A Sustainable Community Project Washington County in partnership with the City of Hagerstown, Washington County Board of Education, Maryland Theatre, and University System of Maryland at Hagerstown is supporting several key projects that tie into revitalization of the urban core. Those projects are as follows: Expansion and renovation of the Maryland Theatre in the downtown Arts & Entertainment District This project will reconstruct the four story addition in the front of the Theatre that burned down in The front of the Theatre is currently a courtyard pending funding for this project. This initiative will allow office and performance space for the Maryland Symphony, performance and dining areas for the general public and school system, office and classroom space for education partners, and a center for other arts related programs. These include display areas for The Washington County Museum of Fine Arts, Convention and Visitors Bureau, and adjacent Fire Service Museum displays. This project also increases needed space for concessions, back stage improvements for larger more notable shows and current users, and VIP areas for event viewing and engagement, all the while providing additional sustainable sources of income for the Theatre itself to continue self-sufficient operations. This then ties in with other program expansions/student housing/ business development projects proposed by the BOE, USMH, and Developers for other blighted buildings to be rehabilitated in that area fostering jobs, tax base, and foot traffic in the urban core. Estimated cost - $11 million dollars

3 Funding Theatre The County and City are anticipated to support design of the components addressed by the Theatre expansion. The City of Hagerstown has discussed $1.5 million dedicated to projects in the core that facilitate revitalization of City Center, the benefits of which have been shown by the City Center Plan which identified eight strategic projects to be accomplished. It is anticipated that $500,000 would come from these funds to match $500,000 in County funding and complete the architectural work on the project. Funding requested for the Theatre project is $5 million for completion of construction to leverage an estimated $4M - $5M in fundraising efforts. Design is anticipated to commence within 30 days. Debt service for completion of the project will then be discussed and is anticipated to be funded beginning in fiscal year 2019 given any deficits in funding.

4 4 Urban educational complex expansion This expansion is being completed in conjunction with the Maryland Theatre and USMH projects, and lies between the Theatre and existing Barbara Ingram School for the Arts. This complex will facilitate educational program expansion for the Board of Education incorporating specialized opportunities for students in Washington County. STEM programming will facilitate construction of wet labs at USMH that will also be used by the USMH for their curriculum expansion, reducing their project cost and providing funding for cooperative educational opportunities. The facilities will be tied through a secure walkway which also serves other functions such as movement of bus staging areas. The Maryland Theatre and USMH components will allow for office space, additional classroom/performance space, student dining areas and other training space for the educational project, reducing overall cost for the educational project itself. Estimated cost - $14 million dollars These two core projects then tie in with other program expansions/student housing projects proposed by the USMH in other blighted buildings to be rehabilitated in that area through private developer initiatives. Plaza Design will also include the rear of the project area (including rear of the County Office Building) to be reshaped into a multi-use Plaza that allows vehicular traffic as necessary during designated times, pedestrian movement, and group use for scheduling of events. This then gives a multi-faceted approach to the project area, expanding availability for revenue generating productions (wind down Fridays, Blues Fest, etc.) while encouraging additional business engagement. Also tied in with future student housing, this area can become an additional hub of City Center activity.

5 Urban Education Complex Funding Urban Educational Campus - BOE Component It is anticipated that the Urban Educational Campus is on target for completion along with the Theatre expansion to provide maximum impact to City Center by facilitating anchor institutions that provide a mechanism to increase the tax base with resulting return on investment to the taxpayer. Financing for this component will be from Developers, and from the County ($4M), BOE ($4M), and State through cash investments and grants. Funding requested for the BOE component of the UEC is $5 million to complement the funding already identified for completion of construction. Design is currently underway for this project. Plaza The Plaza will be completed in conjunction with developer participation during construction in the project area. Outdoor programming of space will be through the Theatre architectural design. Funding requested for the Plaza is $2 Million.

6 6 Urban Educational Campus - USMH Component USMH Hospitality/STEM Facility Renovations by developer and leaseback of space Full commercial kitchen for students BS-Hospitality Management and Tourism (UM- Eastern Shore) Articulation agreements under discussion with Hagerstown Community College & Frederick Community College Seating dining for 150 people, theatre style space for 200 people used for meetings, conferences, and Urban Academic Center lunch/activities Two adjoining general classrooms for teaching use Second floor will hold STEM wet labs for USMH/Urban Academic programs Potential for new STEM programs (Math, Biology, Engineering) to fill void in STEM programs in Western Maryland Lease of kitchen/dining facilities: $100,000/ year 2nd floor STEM facility: $97,500/year, with some offsets for Urban Academic Center lease ($30-$35,000/year) USMH Main Campus Additional space no longer occupied by leased Barbara Ingram School will open space for new programming. New baccalaureate programs offered by existing partner institutions. USMH Health Sciences Facility at former Walnut Street Clinic New lab space for new health programs Meets need for health occupations in Western Maryland MS-Physician Assistant Program (Frostburg State and UM-Baltimore Medical School) MS-Nurse Practitioner Program (Frostburg State) Leaseback of building for $1 a year from Meritus Medical Center Funds needed for renovations and upgrades: $800,000

7 Project Breakdown Barbara Ingram School for the Arts (Washington County Public Schools) Currently using classroom space at USMH and other buildings through classroom leases. New spaces designed with BISFA s needs in mind would resolve current space deficit at BISFA and create a better educational environment for students using the educational campus. Urban Educational Campus Redevelopment of vacant building between BISFA and Maryland Theatre via P3 Additional office, classroom, and lab space will be used by BISFA and Maryland Theatre. $5 Million State Contribution to supplement $9 Million local contribution Parking Deck 3 story parking deck for downtown business, theatre patrons, and school activities. $7-8 Million Maryland Theatre Reconstruct four story front addition/façade destroyed by fire in 1972 Improved office and backstage spaces for performances and front of house amenities for patrons. New space for local events, school programs, and tourist amenities; shared for maximum utilization. Plaza Multi-faceted approach Revenue generating Additional business engagement - $2 Million $5 Million State Contribution to supplement $6 Million local contribution
