3 Candidate for School Owner Commissioner Zone 4 (This is a three-year term, which begins January 2015) Thelma (Gina) Kinion Wentzville, MO Ms. Kinion was appointed to the NACCAS Board of Commissioners in August, 2010 to complete the vacated position of Commissioner Jim Goins. She was elected to the Board of Commissioners in Ms. Kinion is the owner of Elaine Steven Beauty College, St. Louis, Missouri and Advance Beauty College with locations in Wentzville and Hannibal, Missouri. Ms. Kinion began working in cosmetology education in She has held numerous positions at Elaine Steven Beauty College, which was owned by her parents. She became the owner of Elaine Steven Beauty College in Ms. Kinion is currently Second Vice-Chair of the Executive Committee for the National Accrediting Commission of Career Arts & Sciences, Inc. (NACCAS). She is the Chairwoman for the Constitution and Procedures Committee (C&P), a member of the Institutional Changes & Finance Committee (ICF), a member of the Educational Quality and Compliance Committee (EQCC), and a member of the File Review #3 team. Ms. Kinion is a past member of the Missouri Association of Cosmetology Schools and the Missouri State Board of Cosmetology and Barber Examiners. She was also a NACCAS School Owner Evaluator from March 2005 until her appointment in 2010.

5 Candidate for School Owner Commissioner At-Large (This is a three-year term, which begins January 2015) Mr. Kelley owns three National Accrediting Commission of Career Arts & Sciences, Inc. (NACCAS) accredited schools; the University of Aesthetics in Chicago, IL, the University of Aesthetics and Cosmetology in Downers Grove, IL and the Professional Cosmetology Education Center in El Dorado, AR. He oversees all NACCAS and the U.S. Department of Education (USDE) compliance activities as well as local and state regulatory activities. Mr. Kelley is a licensed aesthetician whose interest in education began in offering advanced aesthetics education to licensed instructors and professionals in Illinois over 18 years ago. That experience inspired his creating the first University of Aesthetics. Mr. Kelley is the President and owner of the professional-exclusive skin care brand Aesthe Skin Care (now in its 35th year) and its distributor, Kelley Beauty Group. He oversees brand management, product development, and all distribution activities. Mr. Kelley currently serves as an ICPE for NACCAS. Mr. Kelley is involved in his schools states through private, not-for-profit associations to increase teacher education opportunities and to represent schools in regulatory matters. Mr. Kelley s board experience includes being a current board member of the Illinois Association of Cosmetology Schools and the current President of the Arkansas Cosmetology School Owners Association. Mr. Kelley and his schools are involved in AACS. Mr. Kelley is also a Director of the Downtown Downers Grove Building Management board. Mr. Kelley has an extensive background in institutional asset management: specializing in derivatives and alternative investments, private equity, mergers & acquisitions, floor trading, and real estate investment and development. Previous board experience includes the Evening Associates of the Art Institute of Chicago and the Auxiliary Board of Directors of the Lincoln Park Zoo.

7 Candidate for School Owner/ Administrator Commissioner At-Large (This is a three-year term, which begins January 2015) Michael D. Bouman Orwigsburg, PA Mr. Bouman joined the Empire Education Group in November 1998 as the Director of Student Enrollment and Retention and was promoted to Vice President, Strategic Planning in In 2003, he was named Executive Vice President and in 2005, he was named President and Chief Operating Officer (COO). Empire has grown from 19 campuses in one state to 106 in twenty-two states and the student population has increased from 1,100 to over 23,000 annually. He has been associated with the cosmetology industry for more than 21 years. Mr. Bouman is currently serving as the Treasurer for the Executive Committee of the National Accrediting Commission of Career Arts & Science, Inc. (NACCAS). He is also the Chairman of the Institutional Changes & Finance Committee (ICF), a member of the Constitution and Procedures Committee (C&P), a member of the Advisory Council On Career Education Committee (ACCRED) and a member of the File Review #4 team. Mr. Bouman is a member of the American Association of Cosmetology Schools (AACS). He studied at the National College of Education in Chicago, Illinois. Bachelor of Science (B.S.) program in Behavioral Science, with thesis: Retention in Post Secondary Schools. He subsequently studied in the Executive MBA program at the University of Chicago. He also completed studies from DeVry Institute of Technology with an A.A. degree in Electronic Engineering Technology. In addition, he served a fouryear tour of duty in the U.S. Naval Submarine Service.

9 Candidate for Commissioner Representing the Public Interest (This is a three-year term, which begins January 2015) Mary Gail Lowery Gatlinburg, TN Ms. Lowery has served on the National Accrediting Commission of Career Arts & Sciences, Inc. Board of Commissioners (NACCAS) for three years. She is the Chairwoman for the File Review #4 team, a member of the Institutional Changes & Finance Committee (ICF), the Educational Quality and Compliance Committee (EQCC), and the Constitution and Procedures Committee (C&P). Ms. Lowery served as an Academic Evaluator for the National Accrediting Commission of Career Arts & Sciences, Inc. (NACCAS) prior to being elected to the NACCAS Board of Commissioners in Ms. Lowery retired as an Education Specialist with the State of Alabama Department of Education, Office of Career/Technical Education. She provided professional development activities and technical update seminars for improvement of instruction in Career/technical Education programs. She was an Adjunct instructor at Walters State Community College from Ms. Lowery received two Bachelor of Science degrees from the University of West Alabama in 1978 and Auburn University in She earned a Masters degree in Business Education from Troy State University in 1986 and her second Masters degree in Educational Leadership from Auburn University Montgomery in 1996.

10 Scott P. Bouranis Claremont, NH Mr. Bouranis is currently the Principal at Hanover Street School, Lebanon, New Hampshire. He is responsible for Pre K-4 primary school of approximately 350 children with 19 classrooms and two district wide intensive needs special education programs. This position occurred as a result of consolidation. He previously was responsible for two elementary schools one half mile apart in downtown Lebanon as Principal at School Street School and Sacred Heart Public School. The Lebanon School District is respected for its strong emphasis on inclusion, differentiated instruction, technology integration, as well as response to intervention and professional learning communities. Mr. Bouranis has spent over 27 years as a Principal for the State of New Hampshire, primarily in Lebanon, Bradford, and Claremont. He is noted for making frequent classroom visits, knowledge of each student in the building and involvement in community and parent groups. Mr. Bouranis spent 10 years teaching primary and elementary school age children in the State of North Dakota. Mr. Bouranis as a Doctoral student at the University of Massachusetts Lowell, ABD in the Leadership in Schooling program earned sixty credits between 1993 and He has a M. ED. Educational Administration from the University of North Dakota; his Bachelor of Science Degree is in Elementary Education from Salem State College. He also earned a Special Education Credential in the Gifted and Talented Area from Minot State College in Minot, North Dakota.

12 Candidate for Commissioner Representing the Academic Field (This is a three-year term, which begins January 2015) Chris Strawn Plumerville, AR Ms. Strawn is the Owner and Director of Arthur s Beauty College, Inc. with four locations in the State of Arkansas. She is a third generation school owner and has been the owner since Ms. Strawn is the Secretary of the Executive Committee for the National Accrediting Commission of Career Arts & Sciences, Inc. (NACCAS). She is currently the Chairwoman of the Appeal Review Panel Application Committee (ARPAC) and the File Review #1 Team; she is a member of the Standards and Policies Committee (S&P), and the Academic and Institutional Changes Committee (AICC). Ms. Strawn has been an instructor for 38 years. She successfully completed the Master Educator and Advanced Master Educator through Milady Career Institute. She is also a member of the American Association of Cosmetology Schools (AACS), Arkansas Cosmetology School Owners Association (ACSOA), Cosmetology Educators of America (CEA) and the Arkansas Beauticians Association (ABA).
