3 FORT WORDEN PARTNER DEFINITION (FROM 2008 WSP BUSINESS & OPERATING PLAN) Partners of Fort Worden are organizations that conduct business onsite at FW Lifelong Learning Center in accordance with all site and facility use guidelines and mission requirements for 180 days annually. Partner organizations are engaged in a formalized agreement with the managing entity of FW that details performance expectations, levels of investment, and fees associated with conducting business onsite. Partner organizations are required to participate and contribute to the shared economy and collaborative planning that support daily operations of the Fort Worden Lifelong Learning Center. 4 BENEFITS OF BEING A FORT WORDEN PARTNER Partner: An organization that shares the vision, advances the mission and supports the values of the Lifelong Learning Center. Benefits: 1. Opportunities to collaborate with diverse groups in the arts, humanities, education, leadership development, environmental marine sciences, historic preservation, and sustainable food programs in a place that is equipped to engage all age participants and cultures. 2. Being a part of, and in proximity to, a progressive and engaging Lifelong Learning Center that actively participates in the growth of our partners. Fort Worden takes pride in investing and advocating for its partner organizations, missions and goals. 3. Coordinating programs with Fort Worden and its partner organizations in collaborative marketing that intentionally focuses combined resources on emphasizing lifelong learning programs as a priority. 7 FORT WORDEN FOUNDING PARTNERS Includes: Commanding Officer s Quarters Museum, Copper Canyon Press, Corvidae Press, Friends of Fort Worden, Goddard College, Madrona MindBody Institute, Peninsula College, Port Townsend Marine Science Center, Port Townsend School of Woodworking, Puget Sound Coast Artillery Museum, Washington State Parks Requirements: Must have been established on-site prior to May 1, 2014 Dedicated to public benefit, audience diversity for the Fort, local programs, site preservation and interpretation Work to attract and serve visitors and to enhance the overall visitor experience at the Fort Invest in campus facilities and visitor services Complies with lease or operating/use agreement with the PDA; no subleases or partnership agreements with other organizations without PDA approval Benefits: Are eligible for founding partner meeting room day use rates May only receive founding residential programming partner rates for an event or program that guarantees 100 overnight bed nights and food and beverage services FORT WORDEN PUBLIC DEVELOPMENT AUTHORITY 7
8 FORT WORDEN FOUNDING RESIDENTIAL PROGRAM PARTNERS Due to their contributions as founding residential program partners, the above residential program partners receive first reservation priority after legacy programs have been booked. These residential program partners also receive preferential rates for meeting rooms and accommodations. FORT WORDEN PUBLIC DEVELOPMENT AUTHORITY 8
9 WHAT IT MEANS TO BE A RESIDENTIAL PROGRAM PARTNER Offers residential ( overnight ) programming at Fort Worden (more than 100 bed nights) Advances the mission and shares the values of the Fort Worden Lifelong Learning Center Generates ongoing revenues by growing existing residential programming: Grows demand for overnight accommodations Grows demand for meeting room rentals for programmatic uses Grows demand for food service revenues to program participants Possesses a strong Business Plan that demonstrates fiscal and managerial competence Promotes programs, activities, and uses in the shoulder season (October - May) Provides tenant improvements to exclusive leased spaces Cooperates in matters of publicity, space use, and interaction with other resident organizations and programs Sustains quality programming over the term of the lease Supports a balance of program diversity within the campus FORT WORDEN PUBLIC DEVELOPMENT AUTHORITY 9
10 LEGACY RESIDENTIAL PROGRAMS On-site: Centrum, Goddard College, Madrona Mind Body, Washington State Parks Off-site: Camp Bharat, Exceptional Choral, FW Knitters, INPRA, Quilters, Rainbow City Band, Royal Scottish Dancers, Swedish Residency, WW Scrappers Requirements: The above on-site and off-site groups have offered annual legacy residential programs during specific times of the year as allowed under the Master Use Facility Plan. These on-site and off-site groups are the only groups that offer legacy residential programs and whose dates are grandfathered. The residential programs receive first priority booking (see following list of specific legacy programs and dates). These groups must have offered the same program in the same month for at least ten years continuously; no new legacy programs will be considered in the future. Groups can lose legacy program status by missing one year. Legacy residential programs must generate at least 100 bed nights and associated food services Benefits: Receive first priority in reserving meeting spaces and accommodations up to three years in advance Off-site legacy residential programs pay discounted group rates On-site residential programming partners receive preferential rates for accommodations and meeting room rates FORT WORDEN PUBLIC DEVELOPMENT AUTHORITY 10

12 ANNUAL DATES FOR LEGACY PROGRAMS Legacy Programs: Longstanding residential programs that have offered the same program, in the same month, for at least ten consecutive years. No new legacy programs will be approved. Legacy programs receive *priority booking and are able to reserve accommodations three (3) years in advance.* If an legacy program is not held annually, it loses its legacy status. *In the event of a conflict, the program that projects to generate the most revenue receives booking priority. Dates that a program gains a legacy status, are the calendar dates the program would continue to use on a year-toyear basis. If a year is missed, legacy status lost. 13 NEW FORT WORDEN TENANT PARTNERS The above tenant partners were established after May 1, Tenant partners must have an annual lease or use agreement of one or more years These tenant partners receive discounted meeting room day use rates (but not founding partner rates) They are subject to the same performance standards as other founding or tenant partners Any new tenant partner would receive discounted meeting room day use rates FORT WORDEN PUBLIC DEVELOPMENT AUTHORITY 13
14 EXPECTATIONS OF ALL FORT WORDEN PARTNERS Offers educational or public programming or public services at Fort Worden Advances the mission and shares the values of the Fort Worden Lifelong Learning Center Possesses a current Business Plan that demonstrates fiscal and managerial competence and prepares and submits organizational surveys every 2 years Seeks to promote programs, activities, and uses in the shoulder season (October - May) Maintains and provides tenant improvements to exclusive leased spaces Cooperates in matters of publicity, space use, and interaction with other campus organizations and programs FORT WORDEN PUBLIC DEVELOPMENT AUTHORITY 14
15 COMMUNITY PARTNERSHIPS Community Partnerships: An off-site organization that seeks to rent space on campus for programs that contributes to the public purpose and financial stability of Fort Worden Examples: Chamber of Commerce, Key City Public Theatre, Olympic Music Festival, Port Townsend Film Festival, Rotary, etc. Community Partnerships must advance the goals and mission of the Lifelong Learning Center Community Partnerships must have a MOU or Use Agreement that documents how facilities are used, rates paid, sponsorships or other value exchanges Community Partnerships are eligible for a discounted rate from rack or group rates for lodging and meeting room rentals depending on event size and ability to increase revenues from accommodations or food services (determined on a case-by-case basis) Priority reservations are given to an event that guarantees overnight accommodation rentals and food services FORT WORDEN PUBLIC DEVELOPMENT AUTHORITY 15
16 PUBLIC PARTNERSHIPS Public Partnerships: examples include Port Townsend School District, City of Port Townsend, Jefferson County Must be a public entity local, state or federal agency; other public educational entities (e.g., public college or school). Public Partnerships must have a MOU or Use Agreement that documents how facilities are used, rates paid, sponsorships or other value exchanges Rental rates may be offered at below market rate, in exchange for public programming, public services and/or capital investments No priority reservation status; first come, first served after other users FORT WORDEN PUBLIC DEVELOPMENT AUTHORITY 16
17 FORT WORDEN RESERVATION PRIORITIES Booking Priority Organizations and Programs 1 Legacy Residential Programs (approved grandfathered programs) generating 100+ bed nights. These programs may be prioritized on the calendar up to three years in advance for campus facilities. These annual programs may request priority booking for the same or equivalent facilities and same time period each year 2 Founding Residential Program Partners generating 100+ bed nights. These programs receive second priority up to three years in advance. In case of a scheduling conflict, the largest group (i.e., revenues generated) receives priority booking. 3 Partners or Community and Public Partnerships generating 100+ bed nights. These programs receive third priority on the calendar up to three years in advance. In case of a scheduling conflict, the largest group (i.e., revenues generated) receives priority booking. 4 All other partners, outside groups, or public entities: on a first come, first booked basis.
