Other WVU departments that will play a role include Dining Services, Athletics, Roads and Grounds, Facilities Management, Transportation Services, and Parking Management. These departments will carry out the BMPs described in Table 6.1 such as writing operation and maintenance plans, participating in site inspections, and sweeping streets. 20.g. To develop and implement a program focused on proper facilities management and adequate employee training on facilities management procedures to prevent or reduce polluted runoff from WVU facilities. 20.i. Table 6.1 describes the actions WVU will carry out to implement its Pollution Prevention/Good Housekeeping Program. Successful implementation of these BMPs will prevent or reduce polluted runoff from WVU facilities where operations and stored materials could potentially discharge pollutants to the MS4. Measurable Goals and Milestones Create an operation and maintenance program for the facilities listed in Table 6.2 that have the highest potential to discharge contaminated runoff. Begin implementation of each operation and maintenance program within 3 months of its completion. Create an operation and maintenance program for all WVU facilities where there is strong potential to discharge contaminated runoff. Milestone - Prioritize WVU facilities that have the highest potential to discharge contaminated runoff. Milestone - Develop a standard template for all WVU departments to use when developing operations and maintenance programs. Milestone - Develop a schedule to complete operation and maintenance programs for the remaining WVU facilities. Create an operation and maintenance program for the three operations with the highest potential to discharge contaminated runoff, such as fertilizer application, landscape maintenance, trash management, building cleaning, and chemical storage. Begin implementation of each operation and maintenance program within three months of its completion. Create an operation and maintenance program for all WVU operations where there is strong potential to discharge contaminated runoff. Milestone - Prioritize WVU building and landscape maintenance operation that have the highest potential to discharge contaminated runoff. Have all WVU staff whose job functions have the potential to impact water quality participate in the education program on the topics listed in Table 1.2. 3 Priority Issues. Address known facilities and operations where stormwater runoff likely discharges pollutants to the MS4 (BMP 5-4). Sweeping. Sweep streets and parking lots to reduce pollutants flowing into the MS4 ( 6.b.vii). Milestone - Hold initial training sessions for all employees whose job functions have the potential to impact water quality. Create a schedule to address these facilities and operations. Create a schedule to address identified hot spots. Milestone - Develop a prioritized list of those facilities and operations where stormwater runoff likely discharges pollutants to the MS4. Milestone - Create a prioritized inventory that identifies the hot spots on campus that have a strong potential to discharge pollutants into the MS4. Sweep all streets and parking lots twice per year and document volume of material removed. The first sweeping should occur as soon as practicable after snow melt in the Spring. 4 MCM Components Part II.C.b.6 20.j. List the municipal facilities and their locations owned by your MS4. The combined Evansdale, Health Sciences, and Downtown Morgantown campuses combine to cover 1,036 acres. These three campuses contain hundreds of buildings and facilities, each with varying potential to discharge contaminated runoff into the MS4. In addition, WVU s MS4 permit covers eight other WVU tracts in the Morgantown area: three farms, a research park, the Motor Pool garage, an airport hangar, some offcampus apartments, the arboretum, and the General Woodworking site in Westover. The total acreage of WVU facilities covered by this permit is 2,817 acres (SRA 4.b). Table 6.2 lists the maintenance garages, grounds maintenance operations, and fleet operations that have a relatively high potential to discharge contaminated runoff. These locations are also presented in the map in Appendix A. BMP 6-1 describes the measurable goals WVU will pursue to develop an operations and management plan for each. Table 6.2. Tip: List municipally owned or operated facilities that would reasonably be expected to discharge contaminated runoff and are not covered under a NPDES permit. For example; vehicle maintenance garages, vehicle fueling centers, waste transfer operations, golf courses, recreation areas with fertilizer or herbicide storage, salt or other materials storage, municipal construction activities, waste water treatment plant, potable drinking water treatment plant or open landfills. WVU is aware of other facilities on campus that manage waste materials and conduct activities that have the potential to discharge pollutants in stormwater runoff into the MS4. These facilities can be organized into two groups: Residence halls, sport venues, arts centers, and dining areas where large volumes of solid waste and waste cooking oil are handled. Agricultural areas, athletic practice fields, and landscaped areas where irrigation occurs and herbicides and fertilizers are applied. WVU will develop operation and maintenance plans for each of these sites to manage the activities that could potentially discharge pollutants into the MS4 (BMP 6-1 and BMP 6-2). Part II.C.b.6.a 20.k. Briefly describe your operation and maintenance program for each municipal facility. Although WVU facilities follow appropriate measures to control pollutants from discharging from a site, formal written operation and maintenance programs do not exist for most WVU facilities. Facilities and activities that do have formal operation and maintenance programs include: Herbicide and pesticide application. WVU requires that those applying these materials maintain their certification through the WV Department of Agriculture. Agronomy, Animal Sciences, and Horticulture Farms. Conservation Plans exist for these three farms that detail the operation of conservation practices such as no-till seeding, erosion control practices, manure management, and pesticide use. 6 WVU will develop a schedule to create an operation and maintenance program for each facility or operation with pollutant discharge potential within 18 months of SWMP approval (BMP 6-1). WVU will develop an operation and maintenance program for each of the facilities listed in Table 6.2 by the permit expiration date. Part II.C.b.6.a 20.l. Does each site have a pollution prevention plan? Is there a spill response plan included in the pollution prevention plan? If not, provide a time frame for developing pollution prevention plans at all MS4 owned municipal facilities, including mid-point and full completion dates. WVU created a SPCC plan in 2001 identifying the location of oil based materials on campus with the potential to spill. WVU will review this document to begin the process of creating a spill response plan for inclusion in the operation and maintenance program for each location listed in Table 6.2. WVU will then prioritize other facilities and operations that have potential to discharge contaminated runoff within one year of SWMP approval. WVU will develop operation and maintenance programs for all remaining facilities by the permit expiration date (BMP 6-1 and BMP 6-2). Part II.C.b.6.b 20.m. Have you identified all the lands owned or operated by your MS4? (Such as parks, road right-ofways, maintenance yards, and water/sewer/stormwater infrastructure.) A map of all of the lands owned by WVU in the Morgantown area is included in Appendix A. WVU will update this map (see BMP 3-1) to determine specific responsibilities for infrastructure operation and maintenance between adjacent MS4 entities. Part II.C.b.6.b 20.n. Describe your overall pollution control approach policy and procedures for these lands. WVU staff performed a series of site visits of campus facilities in May and June 2010 to develop better awareness of current pollution control Plans of Action and procedures. Although not many facilities on campus had written pollution control programs, many had procedures in place to manage materials that could result in polluted runoff into the MS4. Examples of these pollution control procedures include controlled storage areas for herbicides and fertilizer, containment pads around fuel tanks, fuel tanks with drainage areas that flow to the sanitary sewer, and easily accessible clean up kits for spills. Implementation of the Pollution Prevention/Good Housekeeping Program will include the creation of a formalized operation and maintenance program for each facility on campus that has the potential to discharge polluted runoff into the MS4. WVU will develop operation and maintenance programs for each facility listed in Table 6.2 and others found through the campus facility inventory (BMP 6-1 and BMP 6-2). Tip: Your policy and procedures plan should address fertilizers, pesticides, and herbicides; sediment and erosion control; landscape maintenance and vegetation disposal; trash management; cleaning and maintenance of building exteriors; chemical and material storage; street sweeping & cleaning of inlets/catch basins. 7 Part II.C.b.6.c 20.o. Describe your training program including your target employees, and how often training occurs. WVU communicates with employees through e-newsletters, staff memos, and office bulletin boards. The Public Education and Outreach Program developed in MCM1 will be useful in informing WVU staff about general stormwater management concepts. WVU has a variety of tools to provide in-depth training to employees about tasks specifically related to their job function. These tools include online training modules and Toolbox safety meetings. As WVU develops its training program, all of these tools will be considered to provide training to staff on stormwater management for WVU facilities and operations. WVU will update this training annually (BMP 6-4). 20.p. For any industrial facilities owned or operated by your MS4, list each facilities registration number under the WV NPDES General Permit for Storm Water Discharges Associated with Industrial Activities or the individual WV NPDES permit number. If your industrial facilities are not covered under another NPDES permit, you must will prompted to provide additional information below. WVU maintains a Multi-Sector General Permit for Stormwater Associated with Industrial Activity for two sites that share a GP registration number (WVG61). 1. WVU Morgantown Personal Rapid Transit Main Maintenance Facility 2. WVU Morgantown Personal Rapid Transit Engineering Maintenance Facility WVU is in the process of determining the feasibility of adding the entire Personal Rapid Transit (PRT) line to this permit. Schedule Part II.C.b.6 20.q. Describe how and when you will implement each component of your program for this minimum control measure. Include mid-point and full implementation dates. See Table 6.1. Part II.C.b.6 20.r. Describe the inspection schedule for ensuring municipal facilities are in compliance with pollution prevention plans. See BMP 6-3. Measurable Goals Part IV.A 20.s. List and fully describe your measurable goals for this MCM. See Table 6.1. Tracking Part II.B.7 & Part II.C.b.6.a.iii 20.t. 8 Evaluation Part II.B.7 20.u. Explain how you plan to gauge the effectiveness of your good housekeeping/ municipal operations program efforts? WVU will appoint a stakeholder group administered by Environmental Health and Safety to review the Pollution Prevention/Good Housekeeping Program annually. The stakeholder group will meet periodically to review data on the Pollution Prevention/Good Housekeeping Program and compare results to the measurable goals listed in Table 6.1. The stakeholders will make recommendations for SWMP revisions in order to direct resources most effectively. Industrial Stormwater Coverage for Municipal Operations If your facility/s discharges stormwater from any industrial operation that is not covered under another NPDES permit, you must now obtain coverage for those discharges. 20.v. For each facility, provide the name and contact information of the operator if applicable. See Table w. For each outlet, list the latitude and longitude to the nearest second and the River Mile Point (if known). See Table x. List the Standard Industrial Classification (SIC) Code designated for your facility/s. See Table y. List the nature of activity at the industrial facility. See Table z. Is there a wet pond at your facility that collects runoff from areas on which industrial activities occur? If so, how many acres drain into it? Two wet ponds lie down slope from areas on which industrial activities occur. 1. Animal Science Farm (Map ID 1) 2. Campus Support Services (Map ID 2) As a newly permitted MS4, WVU has one year from SWMP approval to begin implementation of its MS4 mapping efforts. As part of that process (BMP 3-1), WVU will identify any other wet ponds that drain areas with industrial activities to the MS4 and map the drainage area. 20.aa. Is there a dry pond at your facility that collects runoff from areas on which industrial activities occur? If so, how many acres drain into it? No. 20.bb. Do any of your storm water outlets discharge through an oil water separator? If yes, provide the outlet numbers. Two oil separators exist on WVU s Morgantown area campuses: Physical Plant (Map ID 3) Transportation Services (Map ID 4). This separator drains to a sand filter listed under the DEP Car Wash NPDES General Permit for which WVU was issued the registration number WV West Virginia University 6-8
