1 SCHOOL DISTRICT BOARD OF EDUCATION MEETING John C. Birdlebough Library Media Center June 23, 2014 President, Earl Rudy, called the meeting to 7:00 p.m. Diana Cook Kevin Dix Danny Dunn Paul Gilchriest (7:04) Robert Southworth (7:02) Rick VanGorder Keith Watkins None Superintendent Belfield Administrative Team, led the Pledge of Allegiance and Rick VanGorder the Alma Matter. None Superintendent Judy Belfield asked Donna Blake from CNYSBA to come forward to honor for her work as a Board of Education Member. Debbie s term is ending June 30 th. Debbie was also a Board Member on the Central New York School Board representing the Oswego County BOCES. All BOCES have 3 representatives. Phoenix Board President Earl Rudy presented Debbie with a plaque honoring her for her outstanding service to the students and community of PCSD. Judy mentioned that she attended the 5 th and 6 th grade concert. The students did a great job and have come a long way since their first concert. She also attended the New Vision Graduation at Sheldon SUNY Oswego. Senior Paige Recore was the only graduate this year. Oswego County Clerk Mike Backus, a former New Visions Graduate, was the keynote speaker. The JCB Chorus concert was another wonderful concert that Judy attended. The group has a lot of talent. Kevin Dix and Judy attended the Exceptional Student Graduation at the Oswego County BOCES Fulton Campus. It was a very emotional ceremony. So many of those students overcome so many obstacles to get to graduation. Judy attended the Alumni Banquet at EJD on Saturday. The cafeteria was packed with the 50 and 60 year celebration. Judy was amazed at the number people in attendance. This year Mrs. Dillon, Mr. Dietz and Mr. Bulch had all passed away. This coming 7:00 p.m. is the Baccalaureate and Thursday at 8:00 a.m. is graduation practice and senior breakfast. On Saturday, June 29 th is the graduation ceremony. 2 It was moved by Kevin Dix, and seconded by Danny Dunn, that the minutes of the Board of Education meeting dated June 9, 2014 be approved as submitted. 8 Ayes 0 Nays 1 Abstentions Keith Watkins Director of Technology Ted Love shared the Technology Objectives and Plans for the District. The emphasis is on transforming learning through an increased focus on instructional techniques that are flipped or blended. Supporting all teachers through professional development is again a significant goal of this plan. Recognizing that computer technology is a significant part of our communication in today s society the District has established a goal to improve and simply our structures for connecting learners, teachers and parents. Three of the main objectives are transforming learning, maintaining a robust infrastructure and connecting learners, teachers, and parents. It was moved by Dan Dunn, seconded by Kevin Dix, that the Recommendations form the Committee on Special Education dated May 27, 2014 through June 12, 2014 be approved as submitted. It was moved by Rick VanGorder, seconded by Keith Watkins, that based on the Superintendent s recommendations the entire Personnel Appointments, Leaves and Resignations be accepted. 6 It was moved by Keith Watkins, seconded by Diana Cook, that the Superintendent be authorized to sign the Lease Purchase Contract as presented. There was some discussion over the lease of the equipment and the financial constraints of the District. Two board of education members voiced their concern of the perception of spending this amount of money on equipment. The renovation is part of the Safety & Energy Project and the equipment is part of the Physical Education budget. The equipment funds are budgeted in the Physical Education curriculum budget. Physical education classes will be able to use the new weight room for physical education classes. It was moved by Diana Cook, seconded by Kevin Dix, that the Board of Education ratify the tentative agreement between the Phoenix Central School District and the Phoenix Central School s Association for the duration of July 1, 2014 through June 30, 2015, and hereby authorize the Superintendent to sign the agreement on behalf of the District. 8 Ayes 1 Nays 0 Abstentions It was moved by Keith Watkins, seconded by Rick Van Gorder that the Board of Education ratify the tentative agreement between the Phoenix Central School District and the Phoenix Central School Administrative & Supervisory Association for the duration of July 1, 2014 through June 30, 2015, and hereby authorize the Superintendent to sign the agreement on behalf of the District. 8 Ayes 1 Nays 0 Abstentions It was moved by Keith Watkins, seconded by Kevin Dix that the Board of Education ratify the tentative agreement between the Phoenix Central School District and the Phoenix Central School Clerical Association for the duration of July 1, 2014 through June 30, 2015, and hereby authorize the Superintendent to sign the agreement on behalf of the District. 7 Ayes 1 Nays 1 Abstentions Earl Rudy It was moved by Diana Cook, seconded by Dan Dunn that the Board of Education ratify the tentative agreement between the Phoenix Central School District and the Phoenix Central School Civil Service Employees Association for the duration of July 1, 2014 through June 30, 2015, and hereby authorize the LEASE PURCHASE CONTRACT PCSD TEACHERS ASSOCIATION PCSD ADMINISTRATIVE PHOENIX CLERICAL ASSOCIATION
7 Superintendent to sign the agreement on behalf of the District. 8 Ayes 1 Nays 0 Abstentions It was moved by Dan Dunn, seconded by Kevin Dix, that the Agreement for Cooperative Purchasing with the Oswego County BOCES be approved as presented. Kevin Dix stated that BOCES held the Exceptional Student s Graduation. The steel has gone up on the new addition for the BOCES Capital Project and is going as planned.
