3 PROFESSOR ANTONIUS JOHANNES (TON) DIETZ Antonius Johannes (Ton) Dietz, popularly known as Ton Dietz, is a professor of Human Geography at the Department of Geography, Planning and International Development Studies at the University of Amsterdam, in the Netherlands (Holland). A consideration of only a handful of his activities in Kenya, more specifically, at Moi University, reveal that behind the jolly, intellectually stimulating, thus, highly resourceful individual some of us know Ton Dietz to be, is an international, self respecting, humble and great scholar; a great philanthropist, who has no resources of his own to distribute but whose networking skills for the benefit of those in need of education and socio-economic empowerment, are unrivalled in our time. Among the Pokot and Keiyo of the North Rift Valley of Kenya, with whom Ton Dietz has been associated since the 1970 s, he is referred to as ilat (lightning/thunder). From an inter-cultural perspective, lightning/thunder is bright, sharp, and no sooner than it arrives, it exists and yet, its impact is definite, awesome and sometimes, long lasting. In Kalenjin cosmology, lightning does not strike due to favorable weather conditions as physical scientists would wish to have us believe. It is a moral and social arbiter when natural law or human rights have been or are likely to be, contravened. One who invokes ilat therefore, appeals to the ultimate authority, the one who ensures that justice is done where human reason may appear to fail. Prof. Ton Dietz is therefore, a special person in Kenya in general, in the North Rift and more particularly, at Moi University. He was born on December 20, 1951 at The Hague, in the Netherlands and is married with two grown up children. His academic qualifications include the Bachelor s Degree (Kandidaats) in Human Geography from the Katholieke Universiteit Nijmegen (1972); a certificate (Dependencia) from CEDLA in Amsterdam (1974); the Masters Degree (Doktoraal) in Human Geography from the Katholieke Universiteit Nijmegen (1976); Teaching Degree, 1976; and Doctor of Philosophy Degree (Doctoraat) from the Faculty of Environmental Sciences, University of Amsterdam (1987). His professional progression included the following steps: - Junior Teaching Assistant, Department of Human Geography and Third World Centre in Nijmegen ( ); - Lecturer, Department of Human Geography, University of Amsterdam ( ); - Senior Lecturer, Department of Human Geography, University of Amsterdam ( ); - Associate Professor (U.H.D.), Department of Human Geography, University of Amsterdam ( ); - Professor of Rural Environmental Geography of Tropics and Sub-tropics ( ); - Director of The Amsterdam Research Institute For Global Issues and Development Studies (AGIDS) ( ) - Professor of Human Geography, Department of Geography and Planning ( later, Department of Geography, Planning and International Development Studies, University of Amsterdam (1998 to date). - The Scientific Director, Research School For Resource Studies For Development (CERES) and Professor, Faculty of Social Sciences at Utrecht University, the Netherlands ( ). 3

4 His association with Kenya dates back to 1975 through initial field research visits in 1975 and In 1982 together with his wife and colleague, Annemieke van Haastrecht, he was commissioned by the Netherlands Ministry for Development Co-operation and the Netherlands Embassy in Kenya, to carry out a baseline survey for the then newly established Arid and Semi-Arid Lands (ASAL) Programme in what is now West Pokot, Keiyo and Marakwet Districts. The Dutch Government funded ASAL Programme in Kenya targeted arid lands where agro-pastoralism is the mainstay of the economy. These districts required well-tailored programmes in raising the socio-economic standards of residents. This research programme resulted in District Atlases, Development Profiles and other publications. Notable among these was his PhD thesis, now a book entitled Pastoralists in Dire Straits, on West Pokot (Netherlands Geographical Studies, 1987). Between 1985 and 1992, he was involved in Dutch Government funded development support activities, which included monitoring and evaluation of ASAL programmes and the establishment of the ASAL programme in Kajiado District. It is during this period that he acquired the reputation of being similar to lightning (ilat). His occasional visits and their impact on the lives of ordinary people were vivid and visible as he made it difficult for Dutch Government funds from reaching those who would have misappropriated them. To date, his research interests in ASAL Districts of Kenya, have been sustained. This sustainability has been achieved through his continued research, the research of students from the Netherlands under his supervision and the students and staff of Moi University. In 2000 for example, he co-published a book with a member of staff of Moi University, Susan Chebet, entitled, Climbing the cliff: A history of the Keiyo (Moi University Press: 2000). Coincidentally, Susan Chebet, whose Doctor of Philosophy (D. Phil) research and thesis were co- supervised by Prof. Ton Dietz, is graduating today with a Doctor of Philosophy degree in Human Ecology from the School of Environmental Studies (MUSES), where a significant portion of the heart, mind and occasionally, the physical presence of Professor Ton Dietz, reside. His active association with Moi University started when the then Dean of the School of Environmental Studies, Prof. Charles O. Okidi, requested the University of Amsterdam in 1990 to participate in an initiative designed to strengthen the Moi University School of Environmental Studies. The School had been established in 1988 in order to train high level manpower in environmental issues in Kenya and in the East African Region. It was the first environmental post-graduate training center in the East African Region. The first Memorandum of Understanding between the two institutions covered the period under the sponsorship of the Programme for Inter-Institutional Co-operation (Programma, Samenwerkingsverbanden) (DGIS), which was later followed by the Co-financing Programme for Higher Education (MHO), which was to last until In total, the Dutch support for MUSES was more than 10million Dutch Guilders the equivalent of 5million Euros). The intention was to support staff development through field work oriented Doctor of Philosophy in the Netherlands and at Moi University; Masters Research Training Programmes at the School of Environmental Studies; Curriculum development and exchange of lecturers from the Netherlands to teach at Moi University; Funding of the fieldwork component of Master of Philosophy (M. Phil.) Programmes at MUSES; sponsorship for two M. Phil. female students and two students from ASAL Districts at MUSES every year; the establishment of an Information and Documentation Center on environmental issues; 4

5 purchase of books, journals and documents for the center; equipping of laboratories; purchase of vehicles and the establishment of several field research stations. Before winding up, the programme had recorded tremendous achievements including:- Four Doctor of Philosophy Fellowships, tenable at MUSES. Ten members of staff graduating with Ph.D. Degrees in the Netherlands. Thirty four M. Phil. fellowships (18 female and 16 from Arid and Semi Arid Lands (ASAL) at the School of Environmental Studies. Financial support for other M. Phil., and D. Phil. candidates at MUSES. The establishment of a documentation centre with 1,500 book volumes and 48 journal titles established. 11 vehicles purchased 5 laboratories-the Bio-chemical, biological, physical, GIS Laboratory and a planning studio equipped. Support for hardware and software computer training. Support for the annual Environmental Impact Assessment (EIA) course undertaken by MUSES and Amsterdam University students. Currently, it has expanded to include students from other schools at Moi University and people in relevant professions in Kenya especially, Environmental District Officers. 2 field research stations established at Malindi at the Coast and Homa Hills in Nyanza Province near Lake Victoria. 4 visiting Professors served at MUSES as Visiting Lecturers and Research and Thesis Supervisors. 2 offshoot D. Phil. training fellowships on the Netherlands Israel Research Programme (NIRP) involving Israeli and Kenyan Co-Supervisors trained - one student was trained in the Netherlands while the other studied Anthropology at Moi University. Two other Ph.D and two additional D. Phil. Fellowships acquired from other Dutch funding sources. Sponsored the publication of a Journal, two books on the Coast of Kenya, a book on Homa Hills and a book on Waste Management at MUSES. All technical staff members were also trained on the job. In 1994, Professor Ton Dietz successfully influenced the decision to have Moi University included among 12 universities worldwide set to receive major funding from the Dutch Ministry of Foreign Affairs through NUFFIC. This was possible due to the major successes Moi University had recorded at MUSES between 1991 and From 1994 therefore, a number of projects were initiated at Moi University under the successor MHO programme, in collaboration with a consortium of Universities in the Netherlands, including the University of Amsterdam, Delft, Maastricht, Wageningen/Larenstein and others. These projects included; Continued funding for the School of Environmental Studies. Construction and equipping of Professor L. Huisman Water Resources Engineering Laboratory at the Main Campus. Construction and equipping of the Resource Centre at the school of Health Sciences, Town Campus Construction and equipping of Crop Production and Seed Technology Laboratory at Chepkoilel Campus near Eldoret Municipality. 5

6 Funding for staff training in tourism. The construction and equipping of the University Garage at Main Campus. The establishment of a Management Information System for the university operations. The new package of projects ran from 1994 to 2004 on a budget of Ksh. 600 million per phase of 4 years each. The massive MHO programme had to be wound up prematurely in 2004 when Kenya ceased to be a priority Dutch Development Assistance recipient. It is notable however, that the empowerment of Kenyans through training, research and publications using funding from the Dutch Government and other Dutch Organizations such as NIRP, NWO and WOTRO among others, are largely attributable to the magnanimous and selfless efforts of Professor Ton Dietz and Annemieke van Haastrecht, who assisted him with project management on the Dutch side. It is also notable that Prof. Ton Dietz collaborated with every Dean that has ever served at the school of Environmental Studies since its establishment. Dr. Godfrey Anyumba now in South Africa, having been the first of 10 members of staff to obtain Ph. D qualification from the Netherlands; Prof. Charles O.Okidi (now at the Institute of Development Studies, University of Nairobi); Prof. Dismas Otieno (now in Botswana); Prof. Peter M. Tole (now heading the Department of Environmental Studies at Kenyatta University), and the current Dean, Prof. Wilson Yabann. Those who have closely followed the activities and intentions of Professor Ton Dietz at Moi University therefore, are aware that he has not only been a catalyst in research, training, networking and fundraising but he has also been an active team player, with a warm and rallying personality, that inspires hard work and accountability. He is the kind of person that keeps the work environment friendly, responsible, interesting and therefore, extremely productive. It is in recognition of his strategic positioning in the Netherlands and in Kenya, which enabled him to contribute immensely to Moi University, the people of Kenya, and humanity through networking, fundraising, research, publication, and educational and socio-economic empowerment, that Moi University has the privilege and honour to confer Professor Antonius Johannes (Ton) Dietz, the Doctor of Science (D. Sc.), Honoris Causa. 6
