4 SOUTHERN ILLINOIS UNIVERSITY EDWARDSVILLE INTRODUCTION SIUE has a log history of plaig, although it had ot previously adopted a formal strategic pla util At that time, SIUE joied the Academic Quality Improvemet Project (AQIP) of the Higher Learig Commissio of the North Cetral Associatio. Oe of SIUE s four AQIP actio projects was to develop a comprehesive strategic pla. SIUE bega the AQIP strategic plaig process i Sprig 2001, brigig together more tha 80 members of the SIUE commuity faculty, staff, studets, admiistrators, alumi, ad Foudatio Board members. The work of this group cotiued ito early 2002, reviewig ad revisig SIUE s statemets o values, visio, missio, diversity, ad its log-term goals. These revised statemets were shared with the larger commuity through ope hearigs i Alto, East St. Louis, ad Edwardsville. The SIU Board of Trustees approved revised missio statemets for SIUE at its February 2002 ad September 2013 meetigs. SIUE operates i the larger cotext of higher educatio i Illiois as reflected by the policies ad priorities of the Illiois Board of Higher Educatio (IBHE). Likewise, SIUE operates withi the cotext of SIU ad the policies, priorities, ad goals established by the Office of the Presidet ad the Board of Trustees. This documet combies compoets from the IBHE, SIU, ad SIUE to provide the cotext for a strategic pla for SIUE. A SIUE strategic pla, like ay other, is reexamied ad modified periodically. Accordigly, this pla icludes a timetable for periodic review. The pla assumes steady erollmet, that there will be ew state resources available over time, ad that there will be o radical missio shift. 1 l

5 2013/2014 STRATEGIC PLAN THE PLANNING CONTEXT SIU: A Syopsis Souther Illiois Uiversity is a multi-campus uiversity comprisig two istitutios, Souther Illiois Uiversity Carbodale (SIUC), with a School of Medicie at Sprigfield, ad Souther Illiois Uiversity Edwardsville (SIUE), with a School of Detal Medicie at Alto ad a Higher Educatio Ceter i East St. Louis which icludes a Head Start Program ad a Charter High School. The Uiversity, with a aual operatig budget of $897 millio i FY14, erolls more tha 32,000 studets i programs from two-year techical curricula to the Ph.D. ad professioal programs i a variety of fields icludig law, medicie, ad detal medicie. SIU was chartered i 1869 as Souther Illiois Normal Uiversity, a teachers college. I 1947, the ame was chaged to Souther Illiois Uiversity, reflectig the istitutio s academic expasio. The Uiversity also expaded geographically. I 1949, SIU bega offerig off-campus academic courses i the metropolita East St. Louis area, which led to the evetual developmet of a separate istitutio i Edwardsville. A moder ad comprehesive post-secodary educatioal istitutio, Souther Illiois Uiversity offers a broad rage of academic programs that lead to Associate, Baccalaureate, Master s, Specialist s, Doctoral, ad Professioal degrees. The istructioal, research, ad service missios of the two costituet istitutios reflect the eeds of the geographic areas i which they are located. The Uiversity also is committed to servig statewide eeds. This commitmet is reflected i educatioal activities located off the mai campuses i commuities throughout the state. It is realized also through research ad traiig exchages ad through world-wide studet exchage programs. A ie-member Board of Trustees govers Souther Illiois Uiversity ad sets policy that eables the Uiversity to carry out established missios ad goals. The Presidet of Souther Illiois Uiversity is its chief executive officer ad reports to the Board of Trustees. The Uiversity Chacellors report to the Presidet ad are resposible for the iteral operatios of SIUE ad SIUC. l 2

6 SOUTHERN ILLINOIS UNIVERSITY EDWARDSVILLE SIUE: A Syopsis Souther Illiois Uiversity Edwardsville traces its origi to a recommedatio i 1956 by the Southwest Illiois Coucil for Higher Educatio. The Coucil was coviced that higher educatio facilities were eeded i the Metro-East portio of the greater St. Louis area. Coucil members hired cosultats, whose reports documeted that eed, ad appealed to Souther Illiois Uiversity, 100 miles south, to establish satellite campuses. I 1957, SIU opeed residece ceters i Alto ad East St. Louis. The Uiversity expected to eroll 800 studets, but actual erollmet reached 1,776. By 1959, the umber of studets had more tha doubled to 3,800, greatly exceedig the physical facilities ad demadig services faster tha the Uiversity could develop ad supply them. A plaig team ivestigated sites i the Metro-East couties ad selected oe just south of Edwardsville. I 1960, the Illiois legislature authorized a bod issue for costructio of a ew state uiversity campus. Voter approval came i November After 2-1/2 years of plaig, Uiversity officials ad area residets atteded groudbreakig ceremoies for the first permaet buildigs. I the fall of 1965, Souther Illiois Uiversity Edwardsville moved oto its ew campus: 2,660 acres of rollig lad ad woods dotted with lakes. Much of the lad still retais its atural shape. The academic ceter was desiged by the iteratioally kow architectural firm of Hellmuth, Obata, ad Kassabaum of St. Louis. The brick, slate, ad graite of the moder buildigs complemet the terrai ad are softeed by a carefully desiged garde ladscape that attracts visitors by virtue of its physical beauty. The campus has received several awards i recogitio of the successful bled of the aesthetic ad the fuctioal i a settig that ehaces growth ad developmet ad is ow featured amog the top 150 Illiois Great Places by the America Istitute of Architects Illiois Coucil. Today, SIUE is a major public uiversity, offerig a broad choice of degrees ad programs ragig from career-orieted fields of study to the essetial, more traditioal, liberal arts. For the fourth-cosecutive year, Washigto Mothly raks SIUE amog the top 60 out of the 684 master s uiversities i the atio for cotributios to the public good i social mobility, research, ad service. Additioally, SIUE has bee amed for the fourth-cosecutive year to the aual Presidet s Higher Educatio Commuity Service Hoor Roll. The Uiversity s commitmet to excellece ad service cotiues to be recogized by leadig authorities withi higher educatio. While attedig the Uiversity, studets may choose to live o campus. Academic schedulig is desiged to accommodate idividual studet eeds through the availability of weekday, eveig, ad weeked classes. I every format, SIUE studets are assured quality istructio. At SIUE, educatio is more tha classroom learig. 8 SOUTHERN ILLINOIS UNIVERSITY EDWARDSVILLE The Illiois Public Ageda for College ad Career Success I Sprig 2007, the Geeral Assembly adopted House Joit Resolutio 69 that directed the Board of Higher Educatio to develop a Public Ageda for higher educatio. Followig a year of collaboratio with hudreds of stakeholders i higher educatio ad the state of Illiois, the Board uaimously edorsed the Public Ageda at its December 9, 2008, meetig. The Public Ageda is to serve as a plaig blueprit to guide state educatio policy ad resources. The Public Ageda is comprised of the followig goals ad recommedatios: GOAL 1 Icrease educatioal attaimet to match best-performig states. RECOMMENDATION 1 RECOMMENDATION 2 RECOMMENDATION 3 Icrease success of studets at each stage of the P-20 educatio pipelie to elimiate achievemet gaps by race, ethicity, socioecoomic status, geder, ad disability. 9 2013/2014 STRATEGIC PLAN IBHE Focus Statemet for SIUE I 1994, the Illiois Board of Higher Educatio (IBHE) adopted a Focus Statemet for each of the twelve public uiversities. These focus statemets express the missio of each istitutio from the perspective of the Board of Higher Educatio, the state policy-makig body for higher educatio. While developed prior to the Illiois Commitmet, the Focus Statemet remais the oly IBHE statemet specific to SIUE. Souther Illiois Uiversity Edwardsville serves traditioal college-aged udergraduate studets, with may commutig from the surroudig area, as well as adult ad part-time studets. SIUE offers a rich cultural eviromet that cotributes to the learig process ad fosters a appreciatio of the diversity foud withi the Uiversity commuity ad beyod. The campus offers a balace of istructio, research, ad public service programs cosoat with its role as the oly public uiversity i southwester Illiois. 15 2013/2014 STRATEGIC PLAN Measurig Progress toward Log-Term Goals A orgaizatio will oly kow the extet to which it is achievig its log-term goals if it has mechaisms to measure its progress. Accordigly, each log-term goal eeds measures for which data ca be gathered ad reviewed periodically. More tha oe measure is typically required, because the goals of ot-for-profit orgaizatios ted to be complex ad, therefore, difficult to capture with a sigle measure. Assessig Progress toward Log-Term Goals Sice each log-term goal has multiple measures, the orgaizatio must evaluate the data from those measures to assess curret status regardig each goal ad the extet to which it has made progress i achievig each goal. Settig Short-Term Goals Log-term goals, such as those adopted by SIUE, are achieved by meetig a series of well-defied short-term goals. Accordigly, a orgaizatio must develop clear short-term goals to be used as the meas to achieve the log-term goals. This pla describes the short-term goals developed by SIUE i pursuit of its log-term goals for the ext several years. Plas for the immediate future are more detailed tha those for more distat years. The short-term goals icluded i this pla describe ew activities or actios for SIUE ad, accordigly, are described agaist a backgroud of o-goig activities that are assumed to cotiue. This pla describes primarily uiversity level short-term goals. All uits will have their ow short-term goals to assist the Uiversity i achievig its log-term goals. Resources to Achieve Short-Term Goals Orgaizatios achieve their log-term goals by allocatig resources to meetig short-term goals ad projects liked to the log-term goals.
