1 CONTRACTS AND GRANTS DIVISION CONTRACTS AND GRANTS DEPARTMENT The Contracts and Grants Division is charged with responsibility for the fiscal administration of all contracts, grants and other sponsored agreements entered into by the University of Georgia for the conduct of Research, Instruction and Public Service. Summary of Major Accomplishments The University s Cost Accounting Disclosure Statement (DS2) was completed, approved and submitted to the responsible cognizant agency, Department of Health and Human Services (DHHS), Division of Cost Allocation. In order to comply with federal circular Office of Management and Budget (OMB) A-21, three working groups and a steering committee were formed in July These groups and committees consisted of representatives from both the University faculty and staff. The groups and committees were tasked with reviewing, revising and developing policy-related documents enabling the University to comply with federal policies. As a result, four existing policy and procedure documents were amended, and an additional six policy and procedure documents were created by committee members. Each group and committee sought to provide guidance to the campus community by way of policy and procedure documents to assist individual faculty and staff members in complying with federal policies, procedures and guidelines. The DS2 will be reviewed and audited by the Defense Contract Audit Agency (DCAA) during fiscal year During the first week of February 2005, the Contracts and Grants Division was relocated from the basement of the Business Services Building to the off-campus location of 475 North Lumpkin Street. The new location was renovated to accommodate the division of 18 staff members. The new location has greatly improved the staff s workspace and their morale. Physical location of the grant and contract files on the first floor remain the largest obstacle to the majority of the division employees whose offices are on the second floor. A committee has been formed and funds set aside to purchase a digital imaging, workflow and repository system. The implementation of this system in fiscal years 2006 and 2007 will eliminate the office s dependence on these physical paper files. Contracts and Grants staff continued training the campus community by offering courses through the University s Training and Development Department. Courses were presented on Reading Account Status Reports, Understanding Cost Accounting Standards, Principal Investigator Roles and Responsibilities, and University Restricted Account Budgeting and Cost-sharing. All slides and materials were developed and updated by Contracts and Grants personnel, and each of the presentations is available for download on the Contracts and Grants Web site in PowerPoint format. Training sessions continue to be offered once each semester and are currently under review for further modifications and enhancements. Contracts and Grants will continue to work with staff at Training and Development to assess the need for additional classes on other sponsored administration subjects. F-30

2 Summary of Fiscal Year Goals Updates and developments in policy and procedure documents created by the filing of the University Disclosure Statement will require additional training courses to be added to the current course offerings at Training and Development: intermediate training on University and departmental responsibilities of compliance with Cost Accounting Standards (CAS); a hands on course taught in conjunction with departmental administrative staff in implementing CAS compliance measures; and a course on the basics of grant administration. The offering of additional courses will assist both the entry-level and seasoned administrator with the complexities of grant administration and federal compliance. Following the submission of the University s Disclosure Statement (DS2) to the Division of Cost Allocation, the federal government will audit the document for adequacy and compliance. The Defense Contract Audit Agency (DCAA), Atlanta Office, will be performing this audit during the 2006 fiscal year. The Contracts and Grants Division and Controller s Division will assist in being the liaison between DCAA and University campus during the review process. Efforts were initiated during Fiscal Year 2005 to identify a suitable vendor solution to provide Contracts and Grants with an electronic workflow and repository system. A committee of individuals representing Contracts and Grants, Sponsored Programs and Research Services offices was formed and charged with drafting a Request For Proposal (RFP) identifying a vendor and selecting a software product. The goal for Fiscal Year 2006 will be for the committee to complete this work, engage in and near completion of the pilot program testing. Full implementation and conversion will enable the transfer of paper Contracts and Grants files to an electronic workflow and repository system. Beginning Fiscal Year 2006, A-133 audit services, previously provided by Deloitte and Touche, Inc. for University federal grants and contract expenditures, will now be provided by the Georgia State Department of Audits. Beginning with the next fiscal year, the University of Georgia s A-133 audit will be reviewed as part of the statewide A-133 audit document. It is anticipated that University staff will need to provide additional assistance to the state auditors during this transition year. However, there will be inherent benefits recognized from the same audit group performing both the A-133 and annual financial report audits. Recognized benefits include more timely audits and complete package submission to the Federal Clearinghouse. F-31

3 Statistical Information Extramural funded awards totaled $218,504,009 during FY This year s activity is supported by 2,690 funded proposals. Exhibit 1 following this narrative summarizes sponsored account activity from the standpoint of the number of active accounts awarded and administered by Contracts and Grants during FY Activity is classified initially by function and, secondly, within function, by school or college. The number of active restricted accounts totaled 4,454 during the past fiscal year, which represents a slight decrease of 19 accounts. The illustration below presents a comparison of sponsored project expenditure activity between the fiscal years ended June 30, 2005 and June 30, The difference in expenditures between the two fiscal periods represents a net decrease and is classified by function, major budgetary unit, and major funding source (Federal, State, etc.). Plant Fund expenditures represented the largest percentage growth during FY 2005, with a growth of 53.87% over previous year s expenses. Instruction and Research expenditure groups represented the second and third largest growth posting a combined $8,641, of additional expenditures over prior year s totals. F-32

4 The illustration presented below compares facilities and administrative cost recoveries for the current and prior fiscal years by function and by budgetary unit. The illustration indicates an increase in recovered facilities and administrative costs of $2,213,045. The Other Sponsored function category provided the largest percentage growth for the fiscal year, while the research function provided the majority of those new dollars. The following illustration summarizes Exhibit #2. The University of Georgia Research Foundation, Inc., in turn, recovers a portion of this amount from the University. In the illustration below, amounts recovered by the University of Georgia Research Foundation, Inc. increased by $479,739 during Fiscal Year The facilities and administrative costs recovered by the University of Georgia Research Foundation, Inc. since its inception as the research arm of the University in fiscal year 1980 are as follows: F-33

The direct and facilities and administrative cost ratios are listed by function. Based on total sponsored activity expenditures, the Research category accounted the largest share, which represented 60.03% of the total overall expenses. A further breakdown of the categorical expenditures reveals Research to comprise 56.22% of the total University direct cost expenses and 90.23% of the total University facilities and administrative cost expenses. Grantsmanship activity is presented in Exhibit 4, in summary, and in the supporting Exhibits 4A through 4Q, which view activity by department within functions. This series of exhibits makes no distinction between proposals submitted and awards received in the name of the University and the University of Georgia Research Foundation, Inc. As a general rule, all research proposals and awards are identified to the University of Georgia Research Foundation, Inc.; a small number name the University. Exhibits 4A through 4Q are largely self-explanatory. The following summary of exhibits 4D, H, K, N and Q for FY 2004 and FY 2005 provides an interesting comparison of the sources of funding for the total awards. Award funding increased in FY 2005 from State, Other State and Private/Foreign sponsors, while decreasing from Federal and City/County government sources. 6 The University s restricted cash flow position at the close of the fiscal year is shown in Exhibit 5. Cash receipts outpaced expenditures by approximately $586,821.38, resulting in a net increase in the ending cash balance shown at 06/30/2005. An aged analysis of sponsored accounts receivable at June 30, 2005 is presented in Exhibit 6. Receivables are identified by the major sponsoring agencies and are divided by University and University of Georgia Research Foundation, Inc. projects. The total receivable balance totaled $17,128, at fiscal year end.
