2 1. Utility Infrastructure Replacement (State Funded) The project, which involves infrastructure replacement and capital improvements at the Ocean Campus, does not impact ASF. The project addresses failing infrastructure systems at risk of catastrophic failure and addresses/corrects deficiencies that represent significant hazards to students, faculty, staff and the public. The scope of the project will repair, modify, replace and/or construct the following infrastructure systems: firefighting/fire suppression water systems; potable water; sanitary sewer; storm drainage; natural gas distribution; electrical distribution; data/emergency notification, video surveillance; lighting; boilers/central plant; steam distribution. 2. Seismic and Code Upgrade of Civic Center Campus (Alemany) (State Funded) The Alemany Campus is located within a seismic hazard zone that has probable ground acceleration in excess of the 1978 structural building codes and susceptible to liquefaction. The building was constructed in 1911 and was not designed to withstand the vertical or horizontal components of ground motion acceleration expected in a probable or credible seismic event located nearby. The 1906 San Francisco Earthquake was a magnitude 7.9 event that caused major damage in the area where the Alemany Campus is located. The 1989 Loma Prieta earthquake was a 6.9 that caused major damage in this area but was located quite some distance from the center. This project is to renovate and seismically strengthen the building. This 26,400 Gross Square Foot building (GSF) and is located at 750 Eddy Street in the Civic Center are of San Francisco. The building, over the last several years has undergone some improvements. However, much additional work is needed to bring this building up to an acceptable Facility Condition Index (FCI). Renovation improvements and code upgrades for this building include work identified in the August 2003 report titled Facility Condition Assessment Report. This report was prepared, in conjunction with a state wide effort by the California Community College Chancellors Office, to quantify facility deficiencies and needed renovations throughout the California community college system. A Facility Condition Index (FCI) score of 69% was found for the Alemany Campus Building, meaning the facility is in poor condition and approximately 69% of the replacement value of the building would need to be expended to bring the condition to acceptable levels. Renovation work includes: Mechanical & Plumbing Heating & ventilation system including boilers, piping, ducts, insulation, pumps, fans, controls and equipment to replace failing or out of service systems, increase energy efficiency and to facilitate seismic enhancements. Electrical and low voltage communication In addition to replacing failing or non-operational service and distribution systems, increasing energy efficiency and facilitating the construction of seismic enhancements, includes matching
3 load capacity with demand, load shedding and improvements to lighting and energy efficiency improvements. Low voltage cabling, cabinets and devices as required. Roofing, exterior walls, windows & doors Replace roofing. Repair and restore portions of the exterior walls, windows, exterior doors as required by code, Title 24 and to facilitate seismic enhancements. Interior finishes, doors and hardware Repair or replace interior finishes including ceiling finishes, flooring, interior doors, stairs, wall finishes and walls as required by code, Title 24 and to facilitate seismic enhancements. Cabinets, counters and other installed furnishings and equipment Repair or replace cabinets, counters, window blinds and other installed furnishings as required by code, Title 24 and to facilitate seismic enhancements. Building structural integrity: strengthen the building parapet structure, seismic retrofit work to strengthen the building, and compliance with current building codes. 3. Performing Arts Education Center (PAEC) (IPP) The proposed project will construct a new Performing Arts Education Center (PAEC) to house performing arts and music programs and provide meeting/auditorium space for the College and community. The existing 343 seat theatre at City College is over 40 years old and is too small for a campus of 30,000 plus students and no longer meeting the instructional needs of the College. The existing theater is located in an area that is difficult to find with no sense of presence for the general community who might otherwise attend performances and events. Major parking facilities are located substantial distances from the theatre. The existing theatre s design limits the lighting, sound and presentation functions. The stage floor is inappropriate to dance and the acoustics cannot support most music performances. The size of the stage and lack of wing space severely limits productions. The lobby cannot accommodate the audiences and creates egress issues before, during, and after performances. There are no rehearsal spaces to adequately accommodate acting classes or classrooms to support instruction in technical theatre and related technologies. City College s performing arts and music departments are currently housed in areas that are sub-standard and overcrowded. Existing buildings do not support the technology needed and cannot provide the space required for program and student needs. Rooms within the existing Creative Arts building and Creative Arts Extension building will be inactivated as secondary effects of this project. 4. Student Development Center (IPP) The Student Development Center will create a One-Stop Shop at the campus gateway. The goals of the project are to consolidate first-contact student services under one roof, and to provide create a welcoming main entrance at the important intersection of Ocean and Phelan Avenues.
4 Student services are currently dispersed in nine buildings throughout the Ocean Campus, requiring students to make multiple stops for registration, testing, counseling, financial aid, career development, and other support services. This Student Development Center s services will support and develop students in reaching their educational and career goals. The new facility will be approximately 47,959 ASF (73,783 GSF) and 3 stories tall. Conlan Hall #19 will be demolished to provide the new buildings site location. Spaces within multiple buildings on campus will also be inactivated as a secondary effect of this project, including rooms within Cloud Hall, Multi-Use Building, Science Hall, Smith/Statler, Student Union, and EOPS Bungalow. 5. Cloud Hall Reconstruction (IPP) This project will reconstruct Cloud Hall, which was originally constructed in 1954 and has had no major renovations to date. The building will be repurposed to house creative arts programs currently housed within the Creative Arts and Creative Arts Extension buildings. The project will also provide an opportunity for the College to reconfigure and repurpose instructional and support space for increased efficiency and utilization. The project will include structural enhancements to the building due to its proximity to a seismic hazard zone on campus, upgrade of building systems, and enhancements for accessibility/ada compliance. 6. STEM Complex (IPP) This project will construct a new Science Technology Engineering and Math (STEM) building to house related programs within a single instructional building on campus. Science instruction is currently housed in Science Hall #14. The building was designed in 1940 as the Academic Building to provide a home for general instruction. In 1972, the building was retrofitted with wet and dry labs, becoming Science Hall. Aging building systems and infrastructure no longer support the existing building from modern instructional delivery. The new STEM Center will be the anchor of the STEM neighborhood, clustered with Batmale Hall and the Environmental Horticulture & Floristry Complex on the north side of the campus. The existing Creative Arts, Creative Arts Extension, and B200 Bungalows ( , 212, 214, ) will be demolished to provide a building site. Additionally, 600 Bungalows (602, 604, 610, ) will be inactivated and moved into the new STEM Building. 7. Science Hall Reconstruction (IPP) Science Hall currently houses a mix of functions, including science programs, administrative uses, and student services. The building was last renovated in 1972 and no longer supports a logical distribution of programs and services. Science programs are planned to move into a future STEM Complex because the existing building infrastructure cannot support modern instructional delivery for specialized science laboratories. Student Services functions within the building will be moving into the future Student Development Center. The proposed project will renovate Science Hall to accommodate general classroom, interdisciplinary labs, and District administration. The project will include structural enhancements to the building due to its proximity to a seismic hazard zone on campus, upgrade of building systems, and enhancements for accessibility/ada compliance. The existing off-campus District Office (Gough) Building will be inactivated following occupancy of the proposed project.
5 8. Visual Arts Reconstruction (IPP) This project will reconstruct the Visual Arts Building which was constructed in 1970 and has not had any major renovation to date. The existing building houses visual arts classrooms, laboratories, faculty offices, and support space. The existing building is outdated and lacks modern technological capabilities. Most building systems and infrastructure is past its useful life cycle. This project will provide an opportunity for the College to reconstruct and reconfigure space to meet modern instructional needs as well as respond to structural deficiencies within the building. Scope of work will include structural enhancements to the building, upgrade of building systems, and enhancements for accessibility/ada compliance. 9. Batmale Hall Reconstruction (IPP) This project will reconstruct Batmale Hall to better meet the instructional need of the College. The existing building was constructed in 1978 and has not had a major renovation to date. The existing building currently houses general classrooms, laboratories, administrative and faculty offices, and student support services. Reconstruction of Batmale Hall will provide an opportunity to reconfigure and repurpose space to better meet the instructional needs of the College. The project will include structural enhancements to the building, upgrade of building systems, and enhancements for accessibility/ada compliance. 10. New Student Union (IPP) This project will construct a new Student Union building to house Student Activities, Instructional Support Services, Culinary/Hospitality instruction, Cafeteria, and Bookstore. The new building may be constructed on an undeveloped site location on campus and would replace the existing Student Union Building. The new building would also relocate student support services currently dispersed throughout campus, including space within the Smith/Statler building. The existing Student Union was constructed in 1970 and no longer meets the needs of students. This project provides an opportunity to consolidate student life functions and provide space for college community interaction. The existing Student Union would be demolished following occupancy of the new building. 11. Child Development Center (IPP) The proposed project would construct a new Child Development Center on campus located north of the Student Health Center. The existing Child Development Center on campus is offline and will be demolished to provide a project site. 12. Evans (John O'Connell) Center Replacement (IPP) The John O Connell Trade Tech Center is housed in the existing 74,283 ASF (90,000 GSF) Evans building containing offices, classrooms, and laboratory areas for a combination of trades, including Automotive Technology, Construction Technology, and Fashion. This project proposes to demolish the existing structure and replacing it with a new complex totaling 67,827 ASF and designed for operational efficiency, code compliance, and structural upgrades. 13. Downtown Center Reconstruction (IPP)
6 This project will reconstruct the San Francisco Downtown Center building, which was originally constructed in 1978, and has had no major renovations to date. The existing building houses classrooms, laboratories, offices and support space for a variety of programs, including, Business Management, Information Technology, and Culinary Arts/Hospitality. The project will provide an opportunity to reconstruct and reconfigure space to meet modern instructional needs as well as respond to structural deficiencies within the building. Scope of work will include structural enhancements to the building, upgrade of building systems, and enhancements for accessibility/ada compliance. 14. Campus Building (IPP) This project will provide a building to relocate the Chinatown/North Beach campus of City College of San Francisco. The campus is currently housed in a substandard leased grammar school that was built in 1911, lacks adequate instructional space, is significantly deteriorated and may present several health and safety problems. The goal is to construct a new building on a site purchased by the District in the Chinatown North Beach area of San Francisco, that meets the academic needs of the campus and to consolidate courses currently held in twelve different locations. The current enrolment at the present site is approximately 46,000 WSCH (9.000 of which is at the twelve remote sites. 15. Remodel John Adams (IPP) The John Adams main campus building was constructed in 1911 and is seriously approaching health, safety, and code compliance problems. This project will repair, remodel, and seismically upgrade the building for at least 40 more years of use. The major areas of work in this project include removing and rebuilding the brick on the south and west facades, securing all unreinforced masonry to the building structure, providing additional seismic walls, replacing all the windows, replacing all the floors, replacing the boiler and its entire distribution system, upgrading the electrical systems, repainting the entire building, and correcting ADA issues. 16. Mission Campus (IPP) This project will provide a building to permanently house the Mission campus of City College of San Francisco. The campus currently occupies a sub-standard leased school building that was built in 1939 and has significantly deteriorated, lacks adequate instructional space and may present several health and safety problems. The District has obtained a site in the heart of the Mission District and the goal is to construct a new building to meet the academic needs of the economically disadvantaged of this community and simplify the access to courses by consolidating course offerings that are currently being offered in multiple difficult to find locations. A schematic programming study has been completed and the needs assessments seeking input of students, faculty, staff and community has been completed. Total WSCH for was 34,336; projected WSCH in 2005 is expected to exceed 40,000 WSCH. 17. Joint Use Instructional Facility (IPP) The primary purpose of this project is to provide needed instructional space to fulfill program and enrollment requirements of the City College campus. The project also replaces 43,435 ASF of deteriorating portables. This project also establishes a facility intended for joint use by City
7 College of San Francisco and San Francisco State University. Traditionally, more students from City College transfer to SFSU than any other college in the state. This project establishes a new joint use facility where faculty from both institutions will be co-located; courses taught; and support services provided using a collaborative and instructional approach never before tried in the State of California. Students earning their Associate of Arts Degree, complete their General Education requirements, and then step-up into `upper division` enrollment leading to degree completion.
