1 Project Plan Review of Entry Level Accreditation Standards and Competency Standards for the Podiatry Profession February 2014

2 Executive Summary The Australian and New Zealand Podiatry Accreditation Council (ANZPAC) proposes to the Podiatry Board of Australia that a full review of current entry-level accreditation standards and competency standards for the podiatry profession be undertaken by ANZPAC in collaboration with the Podiatrists Board of New Zealand. The current accreditation standards for entry-level podiatry programs of study transitioned on 1 July 2010 under the National Law as approved accreditation standards for the purpose of general registration in the podiatry profession in Australia and New Zealand. There is a requirement under the Quality Framework for the Accreditation Function (AHPRA, 2011) for regular review of the accreditation standards and with both the accreditation standards and competency standards due for review by August 2014 and September 2014 respectively, it is timely for such a review to take place. Further, as an accreditation authority that accredits programs of study in both Australia and New Zealand, it is timely to review both the accreditation and competency standards to ensure that they continue to represent contemporary best practice in both countries and benchmark well against other health profession standards nationally and internationally.

3 Introduction Purpose of Scope of Document The purpose of this project is to review the entry-level accreditation standards and competency standards for the podiatry profession. ANZPAC is to undertake a review of current entry-level accreditation standards and competency standards for the podiatry profession and develop revised competency standards and entry-level accreditation standards. The revised accreditation standards will reflect competency standards and include standards relating to podiatric therapeutics for the purpose of an endorsement for scheduled medicines. The standards relating to podiatric therapeutics will continue to reflect the NPS prescribing competencies. The development of the accreditation standards will be based on international and national best practice and the requirements of the National Law and the Procedures for the development of accreditation standards developed by AHPRA under section 25 of the National Law. The revised accreditation standards and competency standards will be based on the available research and evidence base and meet Australian, New Zealand and international benchmarks. Intended Audience The intended audience for this document is the Podiatry Board of Australia, the Podiatrists Board of New Zealand and the Australasian podiatry profession. 4 Background The Australian and New Zealand Podiatry Accreditation Council (ANZPAC) was incorporated in South Australia on 16 April 2008 and transitioned to a company limited by guarantee in September ANZPAC is an independent body with membership currently comprising the Podiatrists Board of New Zealand and members of the Executive Committee. The Board of Directors comprises registered podiatrists, nominees from the Australasian professional associations (Australasian Podiatry Council and Podiatry New Zealand), nominees from educational institutions offering podiatric programs in both Australia and New Zealand and community representation. The purpose of ANZPAC is to assess and accredit podiatric education programs that aim to graduate persons who are eligible for registration as a podiatrist in both Australia and New Zealand. A recent expansion of our function will see ANZPAC undertaking the accreditation of those courses that aim to produce podiatric surgeons (specialist accreditation) and endorsement for scheduled medicines. A secondary purpose is to assess the qualifications and skills of overseas trained podiatrists for skilled migration to Australia or eligibility to practice in Australia and New Zealand. In consideration of the Trans Tasman Mutual Recognition Act (1997) (Clth) (TTMRA), the Constitution and processes of ANZPAC include stakeholder representation from New Zealand to encourage collaboration and uniformity. ANZPAC was initially assigned the role of accreditation authority for the podiatry profession by the Australian Health Workforce Ministerial Council prior to the commencement of the National Registration and Accreditation Scheme for a period of three years from 1 July In December 2012 the Podiatry Board of Australia decided to continue this assignment to ANZPAC for a period of five (5) years from 1 July In accordance with the Migration Regulations 1994 (Clth) regulation 2.26B, the Minister for Education has approved ANZPAC as the assessing authority to conduct skills assessments for prospective migrants in the occupation Podiatrist (ANZSCO ). Business Need There is a requirement under the Quality Framework for the Accreditation Function that: Standards meet relevant Australian, New Zealand and international benchmarks; Standards are based on the available research and evidence; Stakeholders are involved in the development and review of standards and there is wide ranging consultation; and The accreditation authority reviews the standards regularly. In reviewing the standards, ANZPAC must act in accordance with the Procedures for development of accreditation standards and the National Law as developed by AHPRA. These procedures prohibit ANZPAC from imposing standards that act as an unjust impediment to the increase of the health workforce.

5 The procedures also require ANZPAC to ensure that any proposed standard remains relevant and effective over time. It is in this context that the accreditation standards must be reviewed to take account of broader developments in the health sector and in the regulation and quality assurance of higher education. Some of these include: Tertiary Education Quality and Standards Agency (TEQSA) in its capacity as the national regulator for higher education in Australia New Zealand Qualification Authority (NZQA) and their quality assurance framework Qualification Standards imposed by TEQSA make compliance with Australian Qualifications Framework (AQF) compulsory for all higher education courses. Newly accredited courses or courses being re-accredited are expected to comply with the AQF and all courses must be compliant by 1 January 2015 Health Workforce Australia (HWA) projects designed to develop a skilled, flexible and innovative health workforce, including for example, the Health Practitioner Prescribing Project (HPPP) Service level agreements with AHPRA that stipulate the Board s expectation that ANZPAC will consider the following issues in its work, in addition to the objectives and guiding principles of the National Law: o Opportunities to increase cross-profession collaboration and innovation and address the guiding principle of the National Law that the scheme is to operate in a transparent, accountable, efficient, effective and fair way. For example, these opportunities could involve joint projects with other accreditation entities or the Forum o o Opportunities for ANZPAC to facilitate and support inter-professional learning Opportunities for ANZPAC to encourage use of simulated learning environments where appropriate Business Alignment The projects aligns with ANZPAC s business plan in the following: 1. Objects as articulated in the Constitution include inter alia: a. Develop accreditation standards for podiatry programs of study in Australia and New Zealand b. Advise and make recommendations in relation to matters concerning accreditation or accreditation standards for podiatry programs of study in Australia and New Zealand 2. The National Law Part 6 Div 1, 42 states: Accreditation function means a. Developing accreditation standards for approval by a National Board Div 3, 46 states: (2) In developing and accreditation standard for a health profession, an accreditation authority must undertake wide-ranging consultation about the content of the standard 3. The Quality Framework for the Accreditation Function states: The accreditation authority develops robust standards, which have been set on advance for the assessment of programs of study and education providers 4. AHPRA s Procedures for development of accreditation standards

6 Business Objective That ANZPAC will have contemporary, best practice competency and entry-level accreditation standards for the podiatry profession that are evidence based and outcomes focused, appropriate to the Australian and New Zealand context, and that have the endorsement of the Podiatry Board of Australia, the Podiatrists Board of New Zealand and health ministers. Strategic Requirements The following strategic requirements are: Project Consultant A project consultant will be identified via a call for expressions of interest from suitably qualified and experienced consultants. The successful incumbent will require: An extensive background in accreditation in the tertiary education environment A sound understanding and experience in the development of accreditation standards and their application An awareness of recent factors impacting on the education sector (including, but not limited to, simulation, inter-professional learning and cross-profession collaboration) Strong written and verbal communication skills As review of the standards requires wide-ranging consultation under Div 3, 46 of the National Law, the project consultant will also be required to conduct consultation fora as required. Project Management Committee A Project Management Committee will be formed to provide professional input to the project and to ensure the Project Consultant undertakes all aspects of the project brief including, a directed literature review, identification of stakeholders for wide ranging consultation, targeted benchmarking and mapping of relevant national and international health profession standards and incorporating the views of the profession as appropriate into the revised standards. The ANZPAC Accreditation Committee will act as the Project Management Committee. The Chairperson of the ANZPAC Accreditation Committee will also sit on the Australian Dental Council (ADC) Steering Committee to oversee their review of accreditation standards to facilitate cross-profession collaboration. ANZPAC Office The ANZPAC Executive Officer will provide support to the project and will responsible for coordination of the fora, liaison with stakeholders, secretariat to the Project Management Committee and other general roles as required.

7 Expected Benefits The program of work will realise a range of benefits across the organisation. These benefits include the following: A suite of entry-level accreditation standards and competency standards that have been internationally and nationally benchmarked Robust and credible podiatry programs producing highly educated and skilled graduates who have the requisite competencies and attributes when standards are applied ANZPAC practices and processes are demonstrably robust, defensible and fair Buy in and ownership by key stakeholders (for example, education providers through open and honest consultation by ANZPAC with all identified stakeholders) Assumptions and Risks Key assumptions The Podiatry Board of Australia will support the project as appropriate (for example, providing clear instructions to ANZPAC regarding the scope of the standards review and provide funding) Regular updates on project progress will be provided Competency standards will be revised first to then inform the revision of the accreditation standards Funding resources will be made available to the project ($41, 826 plus GST committed by the Podiatry Board of Australia) payable on achieving key milestones being $13,942 plus GST on project commencement, $13,942 plus GST on completion of second draft of accreditation standards and $13,942 plus GST on approval of the accreditation standards by the Podiatry Board of Australia An appropriate project consultant will be identified The ANZPAC Executive Officer will provide support to the project Persons to be consulted will make themselves available and stakeholders will take the opportunity to attend the fora or otherwise contribute to the consultation process Timelines may be amended only with the agreement of the Project Management Committee and in consultation with the Podiatry Board of Australia Risks Lack of engagement by stakeholders (for example, poor attendance at fora) Timelines not met for unforeseen (for example, some stakeholders request extended response time for comments on drafts) An unforeseen topic is frequently flagged that must be acknowledged/factored in during the consultation phases

8 Key Deliverables and Milestones 31 March 2014 Establish Project Governance Agree project plan Develop and distribute discussion paper to stakeholders that outlines rationale and poses consultation questions Engage project consultant (call for expressions of interest, interview and appoint) Initial meeting of Project Management Committee Develop website page to post discussion paper, invite comment, advertise fora and post consultation drafts and comments 30 April 2014 Literature Review Review and identify issues with the current accreditation and competency standards Undertake research, including a comprehensive review of entry level accreditation standards and competency standard nationally and internationally to identify best practice approach to development of accreditation and competency standards Identify contemporary and appropriate format for accreditation standards and competency standards Review relevant national and international health policy as it relates to competency in podiatry 31 July 2014 First Draft of Accreditation Standards Draft accreditation and competency standards developed Accreditation and competency standards considered and approved by Project Management Committee ANZPAC Board of Directors approves accreditation and competency standards for public comment 1 August 31 August September October 7 November 2014 Preliminary Consultation (Phase One) A preliminary, targeted consultation with identified stakeholders 1 will be undertaken to finalise the draft standards prior to public consultation Second Draft of Accreditation Standards Draft accreditation and competency standards revised in light of feedback received in preliminary consultation Revised accreditation and competency standards considered and approved by Project Management Committee ANZPAC Board of Directors approves accreditation and competency standards for public consultation Public Consultation Release of the draft accreditation and competency standards for public consultation 2 (six weeks) and draft transition plan

9 Public consultation workshops will be held in cities to be advised. Consideration will be given to hosting webinars for those stakeholders in other capital cities. Dates for the public consultation workshops and invitees are still to be determined. Consultant to analyse feedback received on draft accreditation and competency standards and prepares report for consideration by Project Management Committee 12 December February 2015 Approval of Final Draft Project Management Committee finalises accreditation and competency standards for approval by ANZPAC Board of Directors ANZPAC Board of Directors approves final draft of accreditation and competency standards at November 2014 face-to-face meeting Standards submitted to the Podiatry Board of Australia for approval Implementation of Revised Standards and Competencies Training of assessors in the application of new standards Revisions to documentation 1. Stakeholders include, but not limited to, the Podiatry Board of Australia, Podiatrists Board of New Zealand, Australasian Podiatry Council, Podiatry New Zealand and Heads of Podiatry Programs of Study in Australia and New Zealand 2. Includes stakeholders listed in point 1 plus members of the Health Professions Accreditation Councils Forum
