1 THÔNG BÁO BẦU CỬ GỬI CÁC CỬ TRI CƯ DÂN HỘI ĐỦ ĐIỀU KIỆN HỢP THỨC CỦA CƠ QUAN DỊCH VỤ TIỆN ÍCH PARKWAY: Theo đây xin thông báo một cuộc bầu cử trái phiếu công viên ("Cuộc Bầu Cử") sẽ được tổ chức cho và trong phạm vi Cơ Quan Dịch Vụ Tiện Ích Parkway ("Cơ Quan"), chiếu theo Lệnh của Ban Giám Đốc ("Ban Giám Đốc") Cơ Quan nói trên, được thông qua ngày 17 tháng Bảy, Lệnh nói trên được lưu tại văn phòng của Cơ Quan tại 2929 Allen Parkway, Suite 3450, Houston, Texas , và bất kỳ ai quan tâm đều có thể xem vì mọi mục đích. King Middle School 8530 C E King Parkway, Houston, Texas , và b) Phân Khu Bỏ Phiếu số 380 Quận Haris, Deussen Park Senior Center, Sonnier Center, Houston, Texas Đây là một địa điểm công cộng, và sẽ tuân theo tất cả quy định của Chương 49 và 54, Bộ Luật Thủy Cục Texas cũng như tất cả các quy định của Bộ Luật Bầu Cử Texas, trong phạm vi áp dụng. (4) Nếu được phê chuẩn, các Trái Phiếu sẽ được phép phát hành dựa trên các điều kiện thị trường hiện tại, ở mức lãi suất tối đa là sáu phần trăm (6%) của các khoản nợ phải trả đó, hoặc bất kỳ đợt phát hành của các khoản nợ phải trả đó.
2 (5) Ban Giám Đốc Cơ Quan và các chuyên gia cố vấn của Cơ Quan ước tính các chi phí dưới đây để mua, xây dựng, có được, sở hữu, điều hành, sửa chữa, cải tiến và mở rộng các cơ sở vật chất giải trí và công viên trong phạm vi Cơ Quan: Các chi phí xây dựng ước tính Số tiền A. Lệ Phí Pháp Lý (2.5%) $ 243, B. Lệ Phí Cố Vấn Tài Chánh (1.75%) $ 119, C. Giảm Giá Trái Phiếu (3%) $ 292, D. Lệ Phí Phát Hành Trái Phiếu TCEQ (0.25%) $ 24, E. Chi Phí Báo Cáo Xin Phát Hành Trái Phiếu $ 50, F. Chi Phí Phát Hành Trái Phiếu $ 30, G. Lệ phí Luật Sư Trưởng (0.1%) $ 9, TỔNG CHI PHÍ KHÔNG LIÊN QUAN TỚI XÂY DỰNG $ 770, (7.9% Yêu Cầu để Được Phát Hành Trái Phiếu) TỔNG YÊU CẦU PHÁT HÀNH TRÁI PHIẾU $9,750, Báo cáo giải trình đầy đủ các khoản chi phí liệt kê trên đây được lưu tại văn phòng của Cơ Quan và công khai để công chúng xem xét. Mức thuế giá trị tài sản để trả nợ hiện tại của Cơ Quan là $0.55 trên mỗi $ giá trị bất động sản chịu thuế. Tổng số tiền gốc còn nợ của Cơ Quan là $25,795,000 và tổng số lãi suất còn nợ là $9,285,127 đối với các nghĩa vụ nợ chưa trả tính đến thời điểm bắt đầu năm tài khóa hiện tại của Cơ Quan. (6) Các viên chức điều hành Cuộc Bầu Cử nói trên sẽ do Tòa Ủy Viên Quận Harris bổ nhiệm. 2
