2 ANNUAL CALIFORNIA CAMPUS SAFETY PLAN REPORT We want to take this opportunity to thank the campus community for helping keep the Dugoni School a safe campus. Please take the opportunity to read this year s annual California Campus Safety Plan report. The intent of the report is to offer you important information about campus security and how you can stay safe while here at the Dugoni School. The Dugoni School Department of Public Safety designed this report to comply with California State Education Code, Chapter 16, of the Donahue Higher Education Act, Section AB 1433 amended sections of the California Education Code found at Sections et seq. the student safety provisions. Any California higher educational institutions are mandated to collect reports of incidents and arrests for Part I crimes of willful homicide, rape, robbery, and aggravated assault as well as crimes occurring on campus that involve violence, hate violence, theft, destruction of property, illegal drugs, and alcohol intoxication committed on campus the previous calendar year. This report does not meet the requirements of the Annual Security Report (ASR) required under the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (the Clery Act) but is a separate report to fulfill the requirements of the California law. Keeping the university safe is a collective responsibility. Although the majority of the students, staff, faculty and visitors who visit the Dugoni School never experience being the victim of a crime, we have learned over time that the best protection is to be aware and If You See Something, Say Something. We hope the information that is provided in this report will assist you in staying safe. Department of Public Safety Authority and Jurisdiction Policy Statement Department of Public Safety officers at the San Francisco campus are licensed security guards employed by the University. Each public safety officer possesses a professional license issued by the California Department of Consumer Affairs and has completed the requisite training and certification required for licensure. Public Safety Officers are empowered with citizen s arrest authority pursuant to California Penal Code section 837 and are authorized to make arrests for any offense committed in his/her presence and for felony offenses not committed in his/her presence when there is reasonable cause for believing the person arrested committed the crime. San Francisco s Public Safety Officers are not sworn peace officers and they do not have the authority to pursue crime off campus. The jurisdiction of the San Francisco s Public Safety Officers is restricted to the facility located at th Street. San Francisco s Public Safety Officers are authorized to carry weapons while on duty. All crimes reported to the Department of Public Safety are documented and, where appropriate, reported to the local San Francisco Police Department precinct or other appropriate law enforcement agency. All students, faculty, and staff are strongly encouraged to make prompt and accurate reports of crimes to representatives from the Department of Public Safety and are reminded of this during Page 1 of 4

3 yearly orientation. Prompt and accurate reporting best equips Pacific to keep accurate records of criminal activity, determine whether there is a pattern of crime with regard to a particular location, method, or assailant, and alert the campus community to potential danger. Please visit our website at: Security and Access to Campus The Arthur A. Dugoni School of Dentistry is a private educational institution and access to its buildings and grounds are monitored by an access control system. The Dugoni School (located at 155 Fifth Street, San Francisco, CA 94103) uses an access control system activated by personal ID badges that are issued to each individual student and Pacific employee. All badges are worn on the outer garment, attached above the waist with the picture visible. This serves to identify members to each other and to our patients and visitors. The absence of an ID badge quickly identifies a patient or visitor, and expedites patient services. The Dugoni School provides general access to members of the University of the Pacific community and their guests and invitees between 6:30 a.m. and 11:00 p.m. during the academic week, 9:00 a.m. until 5:45 p.m. on Saturdays, 8:00 a.m. until 5:45 p.m. on Sundays, and on holidays. There are armed Department of Public Safety officers on duty at the School 24 hours a day. Security is further enhanced by extensive recorded camera coverage and alarm systems. Public Safety officers remain in the building after general access hours to ensure a continuing security and safety program. The Union City Dental Care Center is an off campus facility established to provide hands-on clinical training to the students. The facility is operated in the same way as a professional clinic business. Faculty, staff and students are identified by ID badge and the facility is protected during business hours by private security guards not affiliated with the Department of Public Safety. The Dugoni School strives for a safe campus along with security in our building. We can only do this with the help and cooperation of all faculty, staff and students. Below are actions that should be practiced daily to ensure everyone's safety: Do not prop exterior doors; this allows for easy access to unwanted strangers. Do not hold the door for strangers. Ask them to swipe in or call the person that they are visiting to come and let them in. If you see suspicious activity, notify Public Safety immediately. Page 2 of 4

4 Reporting of Crimes Whether it happens to you or you are a witness, you are strongly encouraged to report any crime in a timely manner. If a crime occurs on or around campus, report it immediately to the Dugoni School Department of Public Safety. Timely reporting of information helps us in deterring crime and protecting the campus community from ongoing threats. Please do not delay in calling. When calling to report a crime, please call Public Safety at (x56411 from a campus phone). Non-emergency reports can be made at Please include these telephone numbers into your phone contact for easy access. Criminal activity on and around campus may also be reported to the San Francisco Police Department by dialing 911 or from a cellular telephone. Crime Prevention Programs and Services Available Crime prevention and personal safety education are available to the Dugoni School Community from the Department of Public Safety, as well as the Dugoni School Wellness Center. Educational presentations by officers from the Department of Public Safety are available as is written material. Please contact the Department of Public Safety to schedule presentations or receive written materials. Actions taken in the last 18 months to increase safety The Dugoni School continually looks to improve the safety of the campus. The Public Safety Advisory Committee continually evaluates the security needs of the campus and identifies resources to resolve and security concerns. Over the past 18 months the university has completed the following to increase security on campus. Creation of the Public Safety Advisory Committee to advise the Dugoni School Department of Public Safety to help to identify and address security issues facing the Dugoni School Community. Installation of additional card readers in locations determined to be high security areas needing additional access control measures. Implementation of an online Incident Reporting module to make reporting more accessible. Creation of online Visitor Registration form to make intake of Dugoni School visitors more efficient. Member of group of Public Safety Directors from San Francisco colleges and universities that meets quarterly to discuss shared resources and to collaborate on important campus safety topics Actions planned for the next 24 months to increase safety Exploring areas of school that may require additional camera coverage. 5 Working with local Yerba Buena Community Benefits District to offer assistance programs to Dugoni School community members. Department of Public Safety plans to update and increase its educational outreach efforts related to recognizing, preventing and responding to acts of campus violence.
