2 Plicy Statement Language plays an imprtant part in supprting the schl s missin statement. Within the schl / barding cmmunity many languages exist side by side and pupils are encuraged t cmpare languages and the cultures that are assciated with them. Malvern Cllege is cmmitted t prviding a quality educatin in English fr pupils frm a variety f cultural backgrunds and t prviding supprt fr pupils weak in English. The schl recgnizes the imprtant rle that teachers play in develping language acquisitin and als acknwledges the imprtance f mther tngue develpment. Language lessns nt nly prvide a medium fr the acquisitin f language, they als prmte the develpment f the whle persn. This cmes abut as it is nt nly language that is prmted but als the recgnitin and understanding f the culture that accmpanies it. Thrughut their English language studies, pupils tackle issues that are relevant t yung peple and sciety at large, while develping an understanding f the effectiveness and use f English in all f their studies and scial interactins. As the schl makes welcme pupils with a variety f linguistic backgrunds, it is vitally imprtant that its EAL plicy is flexible, thereby allwing the schl t incrprate the needs f different learning styles and needs f pupils, while at the same time intrducing them t the pedaggical and educatinal methds and strategies implemented at Malvern. This ffers the individual the pprtunity, nt nly t acquire facility and fluency in the English language, whilst prviding recgnitin f mther tngue, but is als in-keeping with the schl s multicultural awareness and recgnitin f internatinalism. Gvernment Plicy which affects Malvern EAL Plicy Technical Guidance fr Schls in England prduced by the Equality and Human Rights Cmmissin in July Equality Act 2010 prvides that peple shuld nt be discriminated against in schl s prvisin n the basis f any f the prtected characteristics set ut in the Act when accessing the educatin and benefits prvided. This des nt necessarily mean that educatin prviders shuld treat everybdy in exactly the same way: in sme circumstances, an educatin prvider will need t deliver in a range f ways t meet the differing needs f peple s that all receive the same standard f educatin as thers as far as this is pssible.
3 The way in which the curriculum is delivered can be used t tackle steretyping and inequality. Teaching staff shuld be encuraged t think abut the way in which they deliver their teaching t ensure that they d nt inadvertently discriminate against pupils. By taking apprpriate and prprtinate psitive actin, schls are likely t imprve their educatin and services fr pupils, and t vercme barriers fr particular grups f pupils. The nly limit that the Equality Act places n psitive actin t meet different needs is that it must be a prprtinate means f achieving this aim. Thus additinal English language classes fr pupils whse first language is nt English, is making additinal prvisin specifically t meet particular needs. Teacher Standards EAL is mentined specifically in sectin 5. Adapt teaching t respnd t the strengths and needs f all pupils but there is relevance t teaching and learning fr EAL learners thrughut the standards. Teachers shuld:..have a clear understanding f the needs f all pupils, including thse with special educatinal needs; thse f high ability; thse with English as an additinal language; thse with disabilities; and be able t use and evaluate distinctive teaching appraches t engage and supprt them. DfE: Teachers Standards Guidance fr schl leaders, schl staff and gverning bdies July 2011(intrductin updated June 2013) EAL in the Natinal Curriculum Thrugh the Natinal Curriculum, the DfE expects effective teaching and learning fr EAL t take place within the curriculum: 4.5 Teachers must als take accunt f the needs f pupils whse first language is nt English. Mnitring f prgress shuld take accunt f the pupil s age, length f time in this cuntry, previus educatinal experience and ability in ther languages. 4.6 The ability f pupils fr whm English is an additinal language t take part in the natinal curriculum may be in advance f their cmmunicatin skills in English. Teachers shuld plan teaching pprtunities t help pupils develp their English and shuld aim t prvide the supprt pupils need t take part in all subjects.
4 Department fr Educatin (September 2013): The natinal curriculum in England Framewrk dcument: fr teaching 1 September 2014 t 31 August 2015 The Cntext f the Schl In the 2017/2018 academic year, EAL pupils at Malvern Cllege riginate frm thirty different language / natinality backgrunds between them. Apprximately 140 pupils are currently studying EAL r have studied EAL in the past and have cmpleted their IELTS examinatin. The Rle f the EAL Department The principal aim f the EAL Department is t give all students frm verseas whse first language is nt English the linguistic ability and cnfidence t deal with their studies, activities and scial interactins while they are at Malvern Cllege. Its aims are t: Imprve English language skills in rder t allw verseas pupils access t the general curriculum Prepare pupils fr the internatinally recgnised external IELTS examinatin Key Principles fr the EAL Department Language develps best when used in purpseful cntexts acrss the curriculum Effective use f language is crucial t the teaching and learning f every subject The language demands f learning tasks need t be identified and planned fr, with attentin bth t initial access and t extensin Access t learning requires attentin t wrds and meanings embdied in each curriculum area. Meanings and understandings cannt always be assumed but need t be explred Teachers have a crucial rle in mdeling uses f language All pupils have entitlement t the Natinal Curriculum The schl applies the three principles f inclusin as identified in the Natinal Curriculum Handbk which are: t set suitable learning challenges t respnd t pupils diverse learning needs t vercme ptential barriers t learning and assessment fr individuals and grups f pupils. A distinctin is made between EAL and Special Educatinal Needs Language is central t ur identity. Therefre, teachers need t be aware f the imprtance f pupils hme languages and t build n their existing knwledge and skills
5 Many cncepts and skills depend n and benefit frm well-develped hme language and literacy in hme language enhances subsequent acquisitin f EAL All languages, dialects, accents and cultures are equally valued EAL Prgramme Each pupil receives three fifty-five minute taught lessns per week and studies a curse tailred t their level f English and their learning needs Reading is strngly encuraged at all levels f study in rder t develp language skills in an autnmus fashin Writing skills are develped thrugh activities and tasks fcused n relevant writing styles and skills All pupils are encuraged t develp pinins and general knwledge n varius subjects with an emphasis n current affairs and t express these pinins clearly Extra 1 t 1 lessns are ffered t thse pupils deemed t be in need f further tuitin r thse wh request it, which fcus n the key areas f listening, reading, writing and speaking Each pupil is expsed t a variety f exercises t prmte his/her listening skills. Fundatin Year and Remve: Pupils in their first tw years at Malvern fllw the Language Leader Upper Intermediate and Advanced curses respectively. 100, P6 and Lwer Sixth Frm: Pupils wrk twards and are entered fr IELTS (Internatinal English Language Testing System), an internatinally recgnised qualificatin, in which a grade f 6.5 r abve is required fr University entrance in Britain. Pupils fllw the Ready fr IELTS cursebk. Strategies fr Cntinuus EAL Develpment These strategies shuld be implemented in bth the EAL classrm and all ther subjects: Cllabrative grup wrk Enhanced pprtunities fr speaking and listening Effective rle mdels f speaking, reading and writing Additinal verbal supprt-repetitin, alternative phrasing, peer supprt Additinal visual supprt, e.g. psters, bjects, nn-verbal clues, pictures, demnstratin, use f gesture, etc. Bilingual resurces, e.g. dictinaries, n-line supprt, bilingual staff/pupils, texts, key wrd lists Writing frames, directed activities related t texts Pupils receive regular feedback frm staff Opprtunities are taken t fcus n the cultural knwledge explicit r implicit in texts
6 Discussin is prvided befre and during reading and writing activities Planning, Mnitring and Evaluatin Infrmatin is cllated regarding the pupils linguistic backgrund, Malvern Cllege barding huse, and any previus English language schling and disseminated t teaching staff via the EAL Register every September. The pupils level f English is identified with reference t the Oxfrd Placement Test (OPT) n arrival at the schl in September. This infrmatin is made available t teaching staff as sn as pssible after the beginning f the Autumn term. Each pupil s EAL prgress is frmally tested n tw separate ccasins during the schl year. Any pupils wh arrive mid-schl year will be asked t sit the OPT assessment n entry prir t being given their EAL timetable. All pupils cming directly frm verseas are asked t take an entry test, prvided by Malvern Cllege, in their cuntry f rigin. This is subsequently returned t the schl, assessed by the Head f EAL wh ultimately reprts his findings t the Registry. Staff regularly bserve, assess and recrd infrmatin abut pupils develping use f language, thrugh mnitring f class wrk and wrk t be cmpleted in the pupils wn time. Whilst accunt is taken f EAL develpment, the schl takes int accunt IELTS results when pupils prgress frm the Lwer Schl (pupils in the 100 and P6) t the Sixth Frm. Special Educatinal Needs and Gifted and Talented Pupils Malvern recgnises that mst EAL pupils needing additinal supprt d nt have SEN needs. Hwever, shuld SEN needs be identified during assessment, EAL pupils will have equal access t schl SEN prvisin. Similarly, Malvern recgnises that there may be EAL pupils wh are gifted r talented even thugh they may nt be fully fluent in English. Assessment and Recrd Keeping Teaching staff have regular liaisn t discuss pupil prgress, needs and targets.
7 Internal assessment is utilized which is free f cultural bias and actin is taken t remve any bias that is identified. Resurces Resurces n which reading and writing activities may be based are mnitred fr grammatical, lexical and cultural accessibility. Displays and resurces reflect linguistic and cultural diversity. A range f resurces is used t supprt pupils linguistic develpment, e.g. published phtcpiable material, games, visual materials, differentiated wrksheets, key wrd lists, bilingual dictinaries, recrded materials, etc. Assessment materials use images and texts which are apprpriate fr all pupils. Staff Develpment The schl will enable all staff t undertake prfessinal develpment t ensure that prvisin fr EAL pupils is apprpriately delivered and c-rdinated thrugh wrkshps The Schl Develpment Plan will incrprate actin plans and reviews relating t raising the achievement f EAL pupils. Review and Evaluatin f Plicy This will include needs, level f English, supprt, achievement and prgress enabling the schl t mnitr targets. The evaluatin prcess will serve the basis fr planning prgrammes f actin and targeting time, supprt and resurces. Extra Infrmatin Tuitin fees are charged fr 1 t 1 lessns, dependent n the hurs taught. Parental cnsent is always required befre a pupil undertakes a prgramme f 1 t 1 tuitin. Pupils are expected t pay fr the recmmended pupil wrkbk.
