2 BACKGROUND Community Survey Results Over the past year, the District has been working closely with the City of Horicon, the Horicon Chamber of Commerce and other local businesses to determine how we can better position our community for the future. One of the priorities identified through this partnership was the need to update our school facilities. Portions of Van Brunt Elementary are nearly 100 years old and the Junior/Senior High School has sections that are over 50 years old. As such, many of the major building systems are beyond their service life, resulting in inefficiencies and ongoing costly repairs. To help develop a plan, an Athletic Facilities Committee was formed followed by a Citizens Advisory Committee. (Between community members) The Committee, made up of business leaders, parents, district staff and community members, met numerous times to develop options to present to the community and School Board. 3 BACKGROUND Community Survey Results Survey School Facility District-wide Survey Initial Joint Community Survey Spring 2017 (School District, City, John Deere, Horicon Bank and Chamber of Commerce) Total number of responses: 1,249 School District Facilities Survey - Conducted in November/December Total number of responses: % of all respondents stated they would advise the School Board to pursue a referendum to update our schools 77% of all respondents supported the District in exploring options to update or replace Van Brunt Elementary School 60% of respondents stated they would support the option to build a elementary school at the Junior / Senior High School campus. 55% of respondents ranked updating the Junior / Senior High School s building infrastructure as a high priority HORICON SCHOOL DISTRICT FACILITIES REFERENDUM VOTE APRIL 3 RD

4 BACKGROUND Horicon School Board Recommendation Upon careful evaluation of the Comprehensive Facility Review conducted by Bray Architects, the two community surveys, and the Citizens Advisory Committee recommendation, the School Board approved the placing of two questions on the April 3 rd ballot: NO renovations for Van Brunt Elementary Building are included in any of our Referendum Questions or Plans Question 1: Elementary School Addition to Jr/Sr High School $22,920,000 Construction of new Elementary School at Junior/Senior High school creating One Campus Add a new Cafeteria to service both schools Add Secure Entrance to new campus Renovate Door and Security Camera Systems Purchase all fixtures, furnishings and equipment necessary for the new school Question 2: Jr/Sr High School Infrastructure Updates - $3,600,000 Replace 3 oldest roof sections Upgrade plumbing, valves and remodel existing Bathrooms and Locker Rooms Upgrade Heating & Cooling (HVAC) systems and HVAC Management System Replace original Main Electrical Service, Electrical Panel boards, Emergency Generator and Clock Systems Replace existing Hallway Ceiling Tiles, Flooring and Lighting Fixtures This only funds renovations at Jr / Sr High School. 5 Van Brunt Elementary School THE NEED

6 THE NEED Van Brunt Elementary A Comprehensive Facility Review of Van Brunt Elementary was completed by Bray Architects and CD Smith. The review identified a list of safety and security, infrastructure and building system needs, as well as educational and site deficiencies. Key findings included: Major building systems are past their service life including the plumbing, heating/ventilation and electrical, and need to be replaced. Air supply to most rooms does not meet current code, and sections of the building are poorly insulated. To meet Americans with Disabilities Act (ADA) code compliance the school requires significant updates. Structural remodeling options are significantly limited by the building s construction. Building is larger than what is needed to serve current and projected student enrollment. o Approximately 50% of the space is not being utilized effectively. The school is more expensive to heat and operate due to its age. The school lacks flexible learning and collaboration spaces consistent with current educational needs. The District shares staff between schools. This requires staff to travel back and forth between schools, sometimes multiple times in one day, which reduces the amount of time spent working with students. 24 Jr/Sr High School Concerns Electrical Services The current electrical service to the High School is the original 1964 equipment. Our Backup Electrical Generator is also from 1964 and in need of replacement to supply emergency power to the school.

27 Jr/Sr High School Concerns Heating & Cooling (HVAC) The majority of the Jr./Sr. High School HVAC system is vintage 1964 with many replacement parts not readily available The HVAC Control System is out of date and unable to Zone areas between used or unused to save utility costs

28 Jr/Sr High School Concerns Replace Ceiling Tiles & update Lighting Damaged and Mismatched Ceiling Tiles from water damage and repairs in years past need to be replaced. Updated LED Lighting to replace the Florescent Lighting will save energy and utility costs.

33 THE COST Financial Background In 2018, the District will pay off a large portion of the debt that funded past building projects As a result, the debt portion of the school tax levy will drop. Using a homeowner s analogy, we are about to pay off our home mortgage. This reduction of loan payments will reduce the tax impact of any new referendum-approved spending. Because of our healthy financial situation and historically low interest rates, the School Board believes this is a good time to consider investing in our schools The District cannot afford to pay for major building projects out of the annual operating budget.
