1 PAGE: 1 of 15 Policy The Board believes that schools may charge fees to help offset the costs of providing educational resources and services to students pursuant to Section 60 of the School Act and the Regulations. In accordance with Bill 1, fees will not be charged for: textbooks; workbooks; photocopying and printing; paper; and any common fees charged to an entire student body or grade cohort. Guidelines 1. Schools may charge school fees as identified in Appendix A for the purposes of: Providing students with instructional supplies or materials for elective courses; Providing school field trips and extracurricular activities; Students enrolling in an alternative program; Providing copies of student records; and To offset non-funded transportation costs. 2. It is required that before a School can set, increase, or decrease any fee or cost as categorized in Guideline 1, that the Board approve it and only do so after consulting with parents. 3. The forum and place for this consulting may be at School Council meetings prior to the Board and District setting the school fees for the coming year. The consulting process will be documented and must include an explanation of why a change in any fees or costs was required. As a minimum, the fees must be posted and highlighted on the website of the school jurisdiction. 4. The circumstances for which any fee or cost can be waived or refunded and the process for eligibility shall be communicated and documented in an Administrative Procedure (AP 503) to ensure the staff and parents of students enrolled in the schools are aware of this requirement. 5. Any disputes arising from the determination of eligibility for fee waived or refunded will be first dealt at the principal level. If resolution is not obtained then final decision will be made by the Superintendent or designate. 6. Schools shall ensure that fees listed in Appendix A are only used for the purpose for which they are collected and should be directly related to the cost of the resource provided to the student. 7. Standardized financial records shall be maintained at the school and District level of the fees collected and disbursed. The records must align with the accounting framework established by the jurisdiction. 8. Fees for services provided over time shall be assessed and refunded on a prorated basis.
2 PAGE: 2 of The school fee schedule shall be reviewed on an annual basis by the School Board as part of the year-end review process. The jurisdiction will review the remaining school generated funds as at August 31, by category, to monitor that fees do not exceed the expense of the service provided. 10. A fee schedule shall be established and approved by the School Board as part of the budget process completed in May for the following school year. 11. The jurisdiction is responsible to establish an Administrative Procedure for informing and collecting of unpaid fees.
