4 ELL Screener Home Language Survey and ELL Screener are used to determine: - Home Language - Native Language The relationship between Home and Native Language - For a student that is LEP (LEP = Yes) Then Native Language cannot be English And Home Language must be Native Language - For a student that is not LEP (LEP = No) And Native Language is English Then Home Language can be any language - For a student that is not LEP (LEP = No) And Native Language is not English Then Home Language cannot be English (ISBE understands that English may be spoken at home) 4

5 ELL Screener ELL screener data collection began August 1 st of school year Online - Batch Screener data will be collected for LEP and non-lep students Student must be enrolled in your district to provide the Screener data in SIS; student can take the screening test prior to start of school School districts receiving a transfer student will be able to review the Screener data prior to enrollment This will include the W-APT, MODEL, PRE-LAS, ELPTS Pre-IPT, Other Test, Other Process, Interview, Observation, Checklist, and Erroneous Past W-APT data will be migrated to the new ELL Screener data collection 5

15 English Language Learners (ELL) General instructions for the entry of ELL data - All mandatory ELL data for a LEP student must be provided before his/her Enrollment record is exited - Once a student s Enrollment record is exited, his/her ELL record can be viewed but not updated - Online Summary and Detail ELL Reports are available to review ELL data 15

19 English Language Learners (ELL) ELL Validations - If a student is identified as LEP = Yes when enrolled, an ELL record will be created in SIS - An ELL record may be updated: By a Home District If the Date ELL Services Ended is Null If the student has an active current School Year enrollment - If a student is identified as having Limited English Proficiency, and the parents refuse ELL services: The student s LEP Indicator remains Yes ELL Placement-Entry Status = Parents Refused Date Entered/ Re-entered to Receive ELL Services = Enrollment Date Date and Reason ELL Services Ended = Null (remain blank) 19

20 English Language Learners (ELL) ELL Validations - The Date and Reason ELL Services Ended are only entered: If the parents withdraw the student while receiving ELL Services (not the same as Parents Refused services) An erroneous record was created and there is no previous year ACCESS score - Students will be transitioned out of ELL Services by ISBE if they have a previous year ACCESS score that has an Overall proficiency level of 4.8 or higher AND Literacy proficiency level of 4.2 or higher Note: The Year Since Exited TBE/TPI Program will be tracked on the student s Assessment Pre-ID/Correction record. Note 2: Only students who are identified as LEP and whose LEP Indicator is Yes should take the ACCESS test. (Grades K-12 only) 20

29 English Language Learners (ELL) - Validations LEP Validations - If a student is identified as LEP (LEP = Yes upon enrollment), an ELL record is created in SIS - An ELL record may be updated by a Home District if: Student has an active current School Year enrollment Reason for Ending ELL services is not Parents Withdrawal - If a student is identified as having Limited English Proficiency and the parents refuse ELL services: Student s LEP Indicator remains Yes ELL Placement-Entry Status = Parents Refused Date Entered/ Re-entered to Receive ELL Services = Enrollment Date Date and Reason ELL Services Ended = Null (remain blank) 29

43 Planned Additional Uses of the ELL Data By pulling this updated data from SIS, we anticipate that districts will have much less data to enter on their ELL - Enrollment Summary and Ceiling Calculator in egms through IWAS. We anticipate that the school level data will be pre-populated for FY12. This in turn will feed into the ELL - TBE/TPI and Title III Application system, and we are continuing to discuss revisions to this system to ease the burden of data entry regarding staff. Immigrant Education Program Report - Transitional Bilingual Education rules Section state that every school district shall update its individual student records in the Student Information System no later than the first day in March of each year 43
