3 What Does ELAC stand For? ELAC stands for English Learners Advisory Committee ELL stands for English Language Learner. CELDT stands for California English Language Development Test

4 What Does ELAC DO? Our responsibilities: Assist in the development of the school s assessment for English learners. Review language census (R-30) Make parents aware of the importance of regular school attendance.

5 What are ELAC s Responsibilities? Important responsibilities Advises the school site council (SSC) on the development of the Single School Plan for Student Achievement Advises the principal and staff on the school s program for English learners

6 Purpose of ELAC To provide staff, parents, and students a vehicle for addressing school concerns as to programs and services for English language learners To facilitate a two-way communication system between the school and the community

7 Formation of ELAC Each school site with 21 or more English language learners, regardless of language, must form a functioning English Learner Advisory Committee (ELAC).

8 Is my child considered an English Language Learner? Parents or guardians that chose another other language than English on the primary language survey. The student then will be considered an English Language Learner. A CLEDT will be administered to the student. Reports will be sent to the parents The school will report the number of EL s (R-30)

9 How can school involve families with English Learners? Communicate in the language parents understand (15% rule) Welcome parents to school and classrooms Find out how parents would like to participate Schedule meetings at convenient times English Learner Advisory Committee

10 Quick guide to letters ELD: English Language Development; for students who are not fluent in English EL: English Learner; a student who is not designated as fluent in English EO: English Only; this is the default designation you will see in Teacher/Parent Portal and does not necessarily mean that a student is not EL, just that no one changed the language code.

11 Quick Guide to Classifications IFEP: Initial Fluent English Proficient; a student who tested fluent on the first implementation of CELDT RFEP: Reclassified Fluent English Proficient; a student who has met the reclassification criteria

12 Principal ELL facilitator Membership Other selected school personnel Parents of English learners constitute at least the same percentage of the committee membership as their children represent of the student body

13 Legal Advisement Tasks Advise the School Site Council (SSC) on the development of the Single School Plan for Student Achievement. Advise the principal and staff on the school s programs for English learners. Conduct a school s needs assessment as it pertains to programs and services for English language learners. Assist in the development of the school s efforts to make parents aware of the importance of regular school attendance. Provide ELAC training and training materials, planned in full consultation with committee members, appropriate to assist members in carrying out their legal advisory responsibilities.
