1 A Joint-school Network for enhancing student information literacy across the A. Project Name Application of Information Literacy for the primary school including Chinese, English, Mathematics and General Studies to foster students twenty-first century learning abilities, and establish the learning network. B. Project Spectrum This project is collaborated by two EDB Centres of Excellence (CoEs), Po Leung Kuk Chee Jing Yin Primary School and Xianggang Putonghua Yanxishe Primary School of Science and Creativity to intergrate four Collaborative Satellite Schools, PLK Riverain Primary School, S.K.H. Kei Fook Primary School, Lei Muk Shue Catholic Primary School and Y.L. Long Ping Estate Tung Koon Primary School. Besides, Escola Secundária Pui Cheng de Macau Primary Section (Cross Exchange), Hong Kong Applied Science and Technology Research Institute (Technical Consultant), Hong Kong Education City (Professional Sharing), Modern Educational Research Society Ltd., Educational Publishing House Ltd., Pearson Education Asia Limited and Oxford University Press (China) Ltd. (Software of Teaching Materials), Cisco Systems (HK) Ltd. (Hardware of Network) and Universities Consultant, Dr. KONG Siu Cheung (Academic Theories), are also invited to compose the community of professional collaboration. Moreover, make use of the core of Information Literacy Framework to develop e-learning platform for all subjects including teaching materials, learning portfolios and assessment systems. Thus, through interaction and support each other to organize a strong and powerful teaching network. And also the related teaching materials and the results will be published and shared.

Kei Fook Primary School Hardware of Network Cisco Systems (HK) Ltd Collaborative Satellite School Lei Muk Shue Catholic Primary School The preparatory stage of the project was started in January The three-year e-learning project was formally implemented in September The main elements of the whole e-learning project are the eight areas of Information Literacy which are integrated into the primary school s core, Chinese Language, English Language, Mathematics and General Studies. Under the professional supports of partner schools and agencies, a new learning model is developed which can meet the learning needs of knowledge-based society of the twenty-first century. C. Project Design Framework Concepts In the twenty-first century, since the rapid development of information technology, information is integrated into our daily life and information is readily received everywhere and can be learned. On the school aspects in Hong Kong, the promotion of IT development is a trend. When people widely used the information media, it also means that we have become increasingly pressing to cultivate our students in Information Literacy. What is Information Literacy"? It simply means the proper use of IT skills and the related attitudes. According to Centre for Information Technology in School and Teacher Education, University of Hong Kong, Development Institute, Education Department (CITE), determines Information Literacy s Dimensions, which are divided into eight dimensions (Define, Access, Manage, Integrate, Create, Communicate, Evaluate and Ethical use). Those eight dimensions are precisely closed with the emphasized Nine Generic Skills of development in Hong Kong - collaboration skills, communication skills, creativity, critical thinking skills, information technology skills, numeracy skills, problem-solving skill, self-management skills and study skills. The framework of this project creates new ideas.
3 Through the eight dimensions of Information Literacy and the relations of different generic skills in order to cultivate students learning ability of the twenty-first century: problem-solving skill Define information technology skills creativity Create study skills Access Manage self-management skills Communicate numeracy skills Integrate communication skills critical thinking skills Evaluate Ethical use collaboration skills D. Project Goals and Objectives The program is the extension to promote e-learning development of the two core schools. These two schools implement inter-institution collaborative exchanges and collaborate with the satellite schools to implement trial-teachings. It provides a reference of e-learning implementation in Hong Kong. Short-Term Goals: Pupils: The preparation of electronic tools with the school-based electronic interactive teaching materials, books and learning activities, coupled with a systematic assessment programs, a new mode of learning - e-learning everywhere in the world. Teachers: Teachers have an in-depth understanding of Information Literacy elements to prepare school-based e-learning and learning materials, make use of e-learning platform for lesson planning and designing teaching activities. : Information Literacy s Eight Dimensions as the main element of the subject areas to design e-learning courses. Sharing: Through two Core Schools and the four Collaborative Satellite Schools with agencies support to apply the related e-learning and teaching materials and documents. Long-Term Goals: Pupils: Master the Eight Dimensions skills of Information Literacy, through interactive e-learning activities to enhance learning outcomes, while a better grasp of the latest changes in the IT age of learning.
4 Teachers: Summarize the implementation of the pilot experience to establish the Online Learning and Teaching Interflow Platform. Provide professional supports and experience sharing for schools which are interested in developing e-learning. Parents: Through participation in parent-child e-learning activities of school-based Information Literacy Framework, which can promote intergenerational communication and to achieve progress with the times. : Make use of Eight Dimensions of Information Literacy to establish the subjects, assessment systems and modes. Sharing: Establish Academic Network and through resources sharing to share learning resources to affiliated schools. Details of Plan Implementation In recent years, IT education has become an important part of academic development, as technology development and integration of innovative teaching ideas. It produces different forms of electronic learning. Two EDB Centres of Excellence (CoEs), Po Leung Kuk Chee Jing Yin Primary School and Xianggang Putonghua Yanxishe Primary School of Science and Creativity, devote to carry out the interactive e-learning. As a result, learning and teaching is no longer limited to traditional classrooms. This plan is according to these two Core Schools relevant experience and strength. They select P4 to P6 as the foundation to develop an innovative learning and teaching model. Xianggang Putonghua Yanxishe Primary School of Science and Creativity implements e-learning in Chinese and General Studies. Po Leung Kuk Chee Jing Yin Primary School focuses on e-learning in English and Mathematics. With the professional supports by the universities, Information Literacy is used as a framework for designing all e-learning s, e-learning books, learning portfolios and assessment systems. Students also can elaborate Nine Generic Skills. We communicate collaboratively and regularly. And the relevant teaching materials and products will be shared to public.

8 2. Collaborative Mode of Satellite Collaborative Schools It is conducted as a three-year plan. Two sets of Information Literacy teaching materials in Chinese, English, Maths and G.S. will be designed in each year. A total of twenty-four sets of teaching materials will be designed. Satellite Collaborative Schools are required to try out the related collaboratively. And put forward opinions and suggestions for improvement. If the Satellite Collaborative Schools are interested in the application of another Core School, it can be referred on behalf by the Core School. All Satellite Collaborative Schools have the responsibility to promote this plan. And they will organize workshops/seminars to share or communicate with other schools. Plan Stages The First Year ( ) The Second Year ( ) The Participation of Satellite Collaborative Schools Teachers are planned to participate the training programs, The Application in Information Literacy, offered by Universities. To try out Information Literacy of Core Schools and do lessons observations. Satellite Collaborative Schools can choose teachers to attend the co-planning meetings of Core Schools and Universities that help them to understand the process of preparation of teaching materials and give advice. To conduct Interviews and Questionnaire survey. Give opinions and proposal for the trial results Satellite Collaborative Schools can choose: 1. The role of participation as same as the first year. 2. Sent on behalf of subject teachers to design related with the Core Schools. The Supports of Core Schools To make an initial draft about the related training content with Universities To support in hardware, software and learning platform To design the information literacy and to develop Assessment Scales with the support of Universities. To revised the To collect data for analysis by the Universities and to write the first year of Research Report. The support work roughly the same as the first year: To design the information literacy ( or co-plan with the Satellite Collaborative Schools) To revised the related Assessment Scales. To collect data for analysis by the Universities and to write the second year of Research Report.

The Supports of Core Schools The support work roughly the same as the first and second year: If the Satellite Collaborative Schools are interested in design, the Core Schools will fully support and give advice. To collect data for analysis by the Universities and to write the third year of Research Report. And do the summative evaluation and analysis based on the 3-year-development. Then published the report. Each Satellite Collaborative School has been loaned Tablet PC (Andriod) Universities 2011/05-08 Core Schools (Satellite Collaborative Schools can decide the extent of their participation in design) Hong Kong Applied Science and Technology Research Institute Core Schools (Po Leung Kuk Chee Jing Yin Primary School, Xianggang Putonghua Yanxishe Primary School Of Science And Creativity) 2011/ / / / / /08 1) Satellite Collaborative Schools need to bear responsibility for keeping the batch Tablet PC. If there is any unreasonable damage, schools are responsible for buy-in. 2) If the amount of Tablet PC in application of e-learning activities is more than the
10 amount of borrowed, they can apply for additional Tablet PC for support from the Core Schools. A maximum loan is all spare computers of the Core Schools. Satellite Collaborative Schools are required to collect their own computers from the Core Schools. If there is any unreasonable damage caused in the activities, also be responsible for buy-in and return to the Core Schools. 3) That batch of tablet PCs can be borrowed for three years. After three years, they can continue to borrow for the promotion of the plan. 2. Evaluation Plan In order to observe students performance in s and activities, the schools will build student e-learning portfolios to record the students learning situations and progress. Teachers can observe whether students master a certain knowledge or not through their works, including all computer saved reports, notes, information and any paper works. Assessment Mode: This plan is based on information literacy as the trunk to develop innovative learning activities. The focus of the assessment mode assess the effectiveness in application of Information Literacy. This plan to be applied in 2009 EDB commissioned the University of Hong Kong Department of Education Information Technology Research Center (CITE) research projects conducted Develop Classroom Activities and Assessment Tools in Science/General Studies to Enhance Students Information Literacy ". Its well-established
12 assessment tools as for the evaluation of this plan include, Students e-learning Portfolios (Formative Assessment) Stakeholders Self-Assessment Questionnaires External Assessment System: Collect opinions through affiliated schools/public meetings or written comments. ( Remarks: There search project aims at the implementation of related classroom activities and the development of assessment tools from P1 to F.3 pupils to facilitate students in Science/General Studies of Information Literacy concepts. And to design the teaching kits which showed in General Studies/Science subjects based on Eight Dimensions of Information Literacy development. Plan Recommendation Expected Products and Results 1. " E-learning Resource Kit "includes school-based e-books, e-learning books, e-learning books, assignments and learning activities. Students will be expected to have 80% or more of the learning materials for e-learning books. 2. Learning Community Networking Platform includes academic teaching and learning packages, assessment system, learning portfolio, so that teachers, students and parents are available to retrieve the teaching and learning materials through the platform, so as to achieve the interaction and sharing. Products /Commercialization Potential: E-learning course is a spiral course of study, closely linked to the existing P4 to P6 s, which are advanced for schools to promote IT development effectively. The school-based implementation mode can be shared, extended to academics, to organize Inter-school Information Literacy Network. Plan Promotion The Core Schools, developed by EDB Centres of Excellence (CoEs), are active to promote the development of e-learning, It has constructed a good network of partners schools. We can share e-learning courses and modes of implementation to academics and the public effectively through school visits, teaching observation between affiliate schools, lesson research, evaluation lectures, seminars and workshops, We also provide timely supports and assistances. Sustainable Development Plan 1. After the completion of the plan, schools can still have Adaptation which match the school-based development and students learning needs in order to optimize e-learning and to provide a reference implementation for the academic program of its kind to be implemented. 2. To develop Inter-school e-learning Network, it provides the interflow platform for academic in Information Literacy and e-teaching materials. 3. To develop other levels, subject / technical subjects of e-teaching and e-learning packages continually. That is a milestone towards a comprehensive e-learning.
