Working Group III of UNCITRAL is charged by the General Assembly of the United Nations to develop draft rules for Online Dispute Resolution Mechanisms for cross-border small value contracts, undertaken electronically. The session held in New York from March 24th to 29th 2014, ended with partial completion of the drafting of rules. Mr. Sunil Mahajan, Addl. 2 CIDC-UNECE Centre of Excellence for Public Private Partnership Projects (UNECEP) UN Economic Commission for Europe (UNECE) has signed an MoU with CIDC (Construction Industry Development Council), a body of the Planning Commission, Government of India, to build the frameworks required to ensure success in PPP projects in the Roads and Highways sectors, which are a major focal area in infrastructure of India. The collaboration involves building a Centre of Excellence which will involve stakeholders from Public and Private Segments in India and support other South Asian Countries with special attention to Nepal, Bhutan, Sri Lanka & Bangladesh to create such Institutions. The Centre has been set up in Delhi. Dr. B. D. Mundhra, Chairman, Simplex Infrastructures Ltd. Is the Chairman and Dr. P. R. Swarup, Director General, CIDC is the Secretary General. It has been formally launched on March 7 th, 2014 at India Habitat Centre, New Delhi during CIDC s 18 th Annual Day ceremony. The Centre in India is affiliated to the UNECE International PPP Centre of Excellence based in Geneva, Switzerland. Registration process of the Centre under the Societies Registration Act is underway. This specialist centre will play a high-profile role in leading the development and dissemination of knowledge and global bestpractice in the delivery of PPP projects and programmes within the roads and highways sector. The Objective of this Centre is to increase the capacity of Governments to promote, develop, operate and manage public-private partnership projects for infrastructure development and the provision of basic services. The impetus provided by the Indian government for creation of world class physical infrastructure has led to formation of many PPPs for execution of infrastructure projects. Many of the partnerships have either failed to take off or have found the going difficult. The newly-established Centre would work as an agent of change to bring national policies to fruition. The setting up of the Specialist Center as a full-time body will facilitate development of this segment with support and involvement of all stakeholders concerned with construction including government bodies, public and private sector agencies, which take up and supervise the execution of projects, the manufacturers and suppliers of construction machinery equipment and materials, and the contractors who actually undertake the construction, and also the scientific, technical and training institutions, designers and consultants. The involvement of all stakeholders will ensure a unified, balanced view on this vital issue and help evolve necessary strategies and their seamless implementation. Founding members of this Centre include CIDC, UNECE, Infrastructure Leasing & Financial Services Limited (IL&FS). In- principle approval has also been received from IIFCL, State Bank of India & International Finance Corporation. Many other organisations are actively interacting with us to join the initiative. CIDC- Training activities: Under CIDC-RECL program of candidates of Shivpuri (MP), Last batch of 47 candidates commenced on , are getting training at CIDC Ghaziabad. Under CIDC-HUDCO Training program, batch of 60 candidates in the trade of General Works Supervisor & electrical was concluded on at chittorgarh. Under TNSDM training program, 1568 nos. of candidates have been trained and another 720 candidates are under training. Under BC-MBC training program, 70 candidates have been trained and another 28 are under training. Under SJVN training program, batch of 40 candidates in the trade of Plumber is under training at CIDC VKP Faridabad. Batch is going to complete on 30 th April, Under CIDC-HUDCO Training program, batch of 60 candidates in the trade of Mason & electrical is under training with effect from at Pratapgarh, Rajasthan. 3 TRAINING OF TRAINERS PROGRAM (March 25 April 12, 2014) In line with the MoU signed with Vikas Group of Education Society, Gorakhpur, the Training of trainers program was initiated on 25 th March 2014 for two batch of trainers in General Works Supervisor, Land surveying, Electrical and Safety trades for a period of two weeks at Vishwakarma Pratham, Faridabad. The training started with the orientation session about the importance of training and qualities required to become a good trainer. The training included class room session on various topics related to construction trades and lectures were taken by Mr B R Chauhan, Mr S N Singh, Mr Vijay Bahadur Singh Mr K. L. Verma and Mr Praveen Tiwari. The exponential learning sessions were delivered by Dr Niranjan Swarup, Mr Rajeev Jain, Mr Ashutosh Bhardwaj, Mr S N Murthy Vaddadi, Mr Deepak Mazumdar and Mr Thyagaraju. The trainers also visited a live construction site in Faridabad for hands on experience. The written examination, psychometric analysis and soft skill training was provided to the trainees encapsulating a 360 degree approach for preparing the trainers for tomorrow. The certificates were distributed to successful candidates on April 11, 2014 by Mr Ashutosh Bhardwaj, Director (Corporate Affairs). The seamless program delivery and co-ordination was done by Mr P K Mishra, Joint Director and Mrs Jyothi Girish, Sr Manager (Projects). The trainers appreciated the training module particularly the hands on experience on tools, equipment and machinery. They expressed a strong desire to be back for refreshing their knowledge on more trades. CIDC jointly with NIOS is offering the following course through Open learning mode. Such candidates may simultaneously join 12 th Class academic courses with NIOS: Course : Construction Supervision (Civil) Duration : Min. 6 months/ Max. 5 years (Theory classes- 60 hrs & Practical-240 hrs) Min. Qualification : 10 th Pass Min. Age : 18 years Fees : Rs.12,500/- Prospectus & Form : Rs.50/- Admission Last date for receipt of completed applications: 30 th June, 2014 Course commencement : 1 st July, 2014 Students can give their exam once every six months as per schedule laid down by NIOS. 9 chances are given in 5 years to clear the course. Fees can be paid by way of demand draft of Rs.12,550/- favouring Construction Industry Development Council payable at New Delhi. Our staff and trainees interact with the students and teachers of different schools and share their experiences, discuss the environment issues.
