4 Four-Step Process 1. Countries must map the key dimensions of extreme poverty 2. From the poverty maps, they should undertake a needs assessment to identify the specific public investments needed to achieve the MDGs. 3. Needs assessment should be converted into a ten-year framework of public investment, public management, and financing. 4. Within the context of the ten-year framework, countries should elaborate three-to-five-year MDG-based PRSs or PRSPs 4

9 Estimate Synergies Across Interventions Interventions will have direct benefits and in some cases will positive externalities across sectors. These impacts should be accounted for in the needs assessment. 11 Kenya How it works Led by the Ministry of Planning and International Cooperation (MoPIC). Seven Thematic Working Groups (TWGs), chaired by the sector ministry, to coordinate all sectoral work including: Rural development Water & Sanitation Education Urban development Environment Macro economic management Gender equality 11

13 Kenya How useful are the Results An opportunity to mainstream MDGs within policy, budgeting and M&E frameworks Provides a financing strategy for achieving the MDGs Subsequently, the long term plan to form the basis for the rolling medium term strategies and sectoral plans, including the MTEF. Government has rolled out the Budget Outlook Paper to realign the MTEF budget to the ERS and the MDGs. 13

14 Kenya: The challenges ahead 1. Huge financing gap The preliminary results indicate that the financial requirements to meet the MDGs are way beyond the capacity of the Government For water supply 1.8 billion or 120 m/yr 35 m/yr 2. Corruption, government reform 3. Improve efficiency in water use and resources management, low water availability, the severe droughts since early this year Thank you 14
