Principal Investigator for an evaluation of the Northern Forest Canoe Trail, a nonprofit 2

3 organization that provides support for the Northern Forest Canoe Trail waterway in New York, Vermont, New Hampshire, and Maine; for the businesses and organizations along the waterway; and for users of the Trail from the U.S. and Canada present Neil & Louise Tillotson Fund Investment Initiative Evaluation. Funded by the Neil & Louise Tillotson Fund. Lead evaluator for Carsey research team conducting a five year evaluation of the Fund s initiative to support development of economic prosperity in northern Vermont, New Hampshire, and Maine by investing in two areas: economic business development, and early childhood development. Principal Investigator for a three year longitudinal process, outcome and quasi-experimental design impact evaluation of the More Than Wheels (MTW)/Bonnie CLAC program funded by Robert Wood Johnson Foundation. MTW is a nonprofit organization providing car buying assistance, low interest loans, and temporary transportation to low income and vulnerable individuals in New England through financial fitness courses and personal coaching. The evaluation included a process component and a mixed methods quasi-experimental comparison group design comparing program clients with comparison groups for financial, health, and community engagement outcomes Tillotson Grantee Learning Community Evaluation. Funded by Neil & Louise Tillotson Fund. Principal Investigator for an evaluation of a project that brings together Fund grantees from northern Vermont and New Hampshire to build leadership capacity, collaboration, and knowledge about each other and the North Country region in which they work. The evaluation includes a pre and post survey and interviews with participants to analyze developing social networks and project outcomes Evaluation of Manchester Early Reading First. Client: Manchester Public Schools. Principal Investigator of a three-year local evaluation of a U.S. Department of Education Early Reading First grant to the Manchester, NH, school district. Designed and directed evaluation of implementation, outcomes, and impact of a federal Early Reading First grant program in Manchester preschools, Head Starts, and child care centers. Included a quasi-experimental study comparing 3 and 4 year olds pre and post-performance on literacy measures with statistically matched students in non-early Reading First classes Evaluation of the New Hampshire Adolescent Treatment Initiative. Client: New Hampshire Charitable Foundation. Member of team that conducted formative and summative evaluations of the Adolescent Treatment Initiative, a three year demonstration project to implement adolescent substance abuse treatment centers at five sites in New Hampshire. 3

4 Comprehensive Review and Analysis of the Literacy Information and Communications System (LINCS), Dissemination, System Design, and Delivery, ED-00-CO Client: National Institute for Family Literacy. Project Director of an evaluation of a federally-funded national system of websites, databases, and technical assistance created to disseminate adult education and family literacy resources. Responsibilities included oversight of budget, design, and implementation descriptive and evaluative studies conducted by staff and consultants of the major LINCS components, including its structure and organization; quality of its website architecture; operations costs; and overall system quality. Supervised design, implementation, analysis, and reporting of online and mail surveys, interviews, website usability tests, and document reviews; and was lead author of the final report Comprehensive Evaluation of Home Visiting New Hampshire (HVNH). Client: New Hampshire Department of Health and Human Services. HVNH is a statewide public health initiative that funds 18 clinic, hospital, visiting nurse association, and social service agency sites providing prenatal/postnatal health education, support and community service linkages to Medicaid eligible women through home visits. As Project Director, designed and directed a three year process, outcome, and impact evaluation using cross-sectional statistical comparison groups of mothers and families across sites over time. Collaborated with client and site staff; managed budget; developed instruments; collected data from 16,000 home visits, repeated telephone and mail surveys, and medical records; analyzed data; and presented and wrote reports Cross-Site and Local Evaluation of the Boston Site of the Centers for Disease Control and Prevention (CDC) Coordinated Community Response to Prevent Intimate Partner Violence Initiative. Client/grantee: Dorchester Community Roundtable. Evaluation Director of process and outcome evaluations of the Dorchester Community Roundtable coalition, the Boston site in CDC s three-year national intimate partner violence prevention initiative. Directed data collection, analysis, and reporting to CDC for Boston and its comparison site, Lawrence, MA. Designed and conducted local process and outcome evaluations specific to the Roundtable, developing instruments and directing data collection, analysis, and reporting Evaluation of Managing Information With Rural America (MIRA). Client: W.K. Kellogg Foundation. Member of team that conducted formative and outcome evaluations of an initiative to build community development and technology capacity of rural communities. Developed innovative multi-level logic models of community and policy organization grantees projects and overall initiative based on site visits and interviews, and used them as the basis for collecting, analyzing, and reporting on project progress and outcomes Evaluation of U.S. Department of Education Safe and Drug Free Schools Middle School Prevention Coordinator Grant. Conducted process and outcome evaluations Evaluation of a U.S. Department of Commerce Technology Opportunities Program Initiative Grant. Client/grantee: New Hampshire Community Technical College System. Evaluator of a three-year federal grant to increase the Community College System s capacity to deliver online distance learning within the colleges and to local communities Evaluation of COMPASS and COMPASS Youth Programs. Client: Rockingham Community Action Program, Inc. Evaluator of two county self-sufficiency pilot 4

5 programs providing case management services to adults and at-risk youth in low-income families seeking economic independence Evaluation of a National Family Child Care Provider Mentoring Pilot Project. Client: Work/Family Directions, Inc. (WFD). Evaluator of a pilot project in six cities. Designed and implemented formative and summative evaluations of the training and implementation of the mentoring program. Collected, analyzed, and reported on qualitative and quantitative data using observation, surveys, focus groups, and diaries. Managed budget and coordinated on-site data collection Evaluation of a National Family Child Care Provider Advanced Training Pilot Program. Client: Work/Family Directions, Inc. (WFD). Evaluator of a pilot program at nine sites. Designed and implemented formative and summative evaluations of training and implementation of a child care curriculum. Developed and collected, analyzed and reported on data from surveys and focus groups at all sites to evaluate curriculum materials and training by providers. Managed budget and coordinated on-site data collection Seacoast Healthy Kids Pilot Study. Client: New Hampshire Healthy Kids, Inc. Evaluation consultant for a two-year pilot program providing subsidized health insurance to uninsured children in New Hampshire. Designed, administered, and analyzed surveys of health care utilization and attitudes, and of program awareness for marketing Evaluation of the Connecticut Preschool Planning Grant. Client: Connecticut State Department of Education and William Caspar Graustein Memorial Fund. Conducted process evaluation of the state and local partnerships between state agencies, a private foundation, city boards of education, non-profit organizations, child care providers and parents planning preschool child care and education needs in three Connecticut cities Outside Evaluation of Connecticut Family Resource Centers. Client: Connecticut State Department of Education. Member of team that designed and implemented process and outcome evaluations of eighteen school-based family resource centers in Connecticut. Developed interview protocols and surveys; interviewed and observed staff and programs; conducted focus groups; analyzed data; and co-authored final report Evaluation Consulting. Client: New Hampshire Task Force to Prevent Child Abuse and Neglect. Designed a survey instrument for program staff to measure public knowledge and attitudes about co-occurring disorders of alcohol and child abuse. Collection, analysis, assessment of approximately six years of data on the circumstances of New Hampshire Children In Need of Services (CHINS) under NH RSA 169 for four years prior to cuts in program funding in 2011 and in the two years since the funding cuts present New Hampshire Healthy Kids Buy-In Study. Policy study investigating the financial and social impacts on working class families of the ending of a subsidized health insurance program for their children New Hampshire Kids Count City Indicators Databook. Client: Children s Alliance of New Hampshire. Project Director for the collection, interpretation, and preparation of 5

6 city/town-level indicator data describing the well-being of New Hampshire children for publication as a Kids Count Databook Research for the New Hampshire Anti-Hunger Coalition/NH Food Solutions. Client: Children s Alliance of New Hampshire. Project Director for research on geographic distribution by New Hampshire towns of food insecurity, healthy food retail outlets, and public sources of food, and the gaps in access and availability of food to those at risk of food insecurity Preliminary Research on Prevention of Childhood Obesity in Rural Communities. Grant from U.S. Department of Health & Human Services, Office of Rural Health Policy. Principal Investigator for a planning grant to conduct background research needed to develop a cross-state federal proposal on the prevention of childhood obesity in rural communities. Work included conducting a literature review, identifying the components of existing theoretical models, identifying appropriate communities for study implementation, developing collaborations with other researchers, and identifying funding sources for the research Youth Issues in New Hampshire. Client: N.H. Children s Alliance. Principal Investigator for a series of three policy studies using administrative and secondary data looking at issues concerning youth in New Hampshire: the use of discipline against students in schools, youth homelessness, and overall status of youth well-being present New Hampshire Kids Count Data Center Website. Client: New Hampshire Children s Alliance. Project Director responsible for the development of the New Hampshire website of the Annie E. Casey Foundation s national Kids Count Data Center. Responsibilities include working with federal and state agency data sources to identify and build a database of past and current state and local level demographic, health, education, economic, safety and risky behavior child well-being indicator data, then format and upload the data to the national Kids Count website Community Food Insecurity in New Hampshire. Grant from Endowment for Health Foundation. Member of research team that conducted a study exploring the geographic distribution of food insecurity and food providers and relationships to dietary-related illness in New Hampshire National Reading First Expenditures Study, ED-04-CO-0041 order #0004. Client: U.S. Department of Education. Study Director for two national online surveys of expenditures by 54 federal Reading First program state and approximately 1800 district and school grantees. Responsibilities included designing instruments, directing data collection and analysis, and final report New Hampshire Charitable Foundation Grantee Survey. Client: New Hampshire Charitable Foundation. Co-designed, analyzed, and reported on findings from a survey of community foundation grantees New Hampshire Child Care Provider Study. Client: New Hampshire Department of Health and Human Services, Child Development Bureau. Project Co-Director of the first statewide study of child care providers. Designed and conducted survey of licensed and license-exempt center and family-based child care providers. Facilitated a stakeholder committee; supervised data collection and analysis; co-wrote final report City Year Teacher Survey. Client: City Year.
