1 20. Central Institute of Educational Technology Educational technology constitutes one of the important areas of activities of the NCERT. CIET undertakes activities related to research and evaluation, documentation and dissemination alongwith consultancy services to various organisations of educational technology. Educational technology constitutes one of the important areas of activities of the NCERT. As premier institute in educational technology, the Central Institute of Educational Technology (CIET), a constituent of the NCERT, is concerned with the assessment of needs, preparation of audience profiles of different target groups, designing scripts and undertaking production of audio and video programmes. It is also concerned with production of audio-visual aids and training of State level personnel in the processes and skills of educational technology including technical operations of studio equipment. It undertakes activities related to research and evaluation, documentation and dissemination alongwith consultancy services to various organisations of educational technology. CIET supports educational technology related activities undertaken by other constituent units of the Council. The CIET also has responsibility of feeding telecast and broadcasting services viz. Tarang on DD-I and educational channel Gyan Darshan and Gyan Vani. It is responsible for coordination of transmission of programmes for the school sector alongwith other sister institutes viz. NIOS and SIETs of Uttar Pradesh and Bihar. An important area of its activities includes the coordination of the activities of all the seven SIETs directly and also through the Central Preview Committee. The CIET intends to attach greater emphasis on interactive ICT and other technologies in the coming years. It has set up EDUSAT network for video conferencing on selected 100 locations across the country. This network is to be utilised for extending training to different target groups and also helping sister organisations in this regard. MAJOR ACTIVITIES OF THE INSTITUTE DURING Researh An Evaluation Study of the Process of Design and Production of Educational Media Programmes and their Effectiveness in Students' Learning : The project aims to undertake qualitative analysis of educational media script from the view point of objectives, format, content organisation, presentation etc. to assess the effect of media programmes on students' learning achievement and to suggest appropriate measures for qualitative improvements of educational media programmes and their process of production. The five research tools, namely, Content Analysis, Achievement Test for learners, Perception Scale for students and teachers, Feedback

2 115 Questionnaire for Students and Teachers and Observation Schedule to measure attention of learners have been finalised. A Study of the Effectiveness of Educational Technology (ET) Based Teaching Learning Materials in Tribal Primary Schools : The major objectives of the project are to develop ET based teaching learning materials for primary schools in tribal areas and to study the effectiveness of teaching learning materials on primary school learners in tribal areas. For this study (Phase I) research tools have been finalised viz. questionnaire for Head Masters, teachers, community leaders and interview schedule for students. Under this study the need assessment data has been collected from Bhind and Murena in Madhya Pradesh. The tabulation and interpretation of data have been completed. Pattron Ke Uttar An Interactive Follow up Programme with the Viewers of TARANG : The main purpose of this programme is to ascertain the status of educational television (ETV) programmes produced by CIET, and to improve quality through viewers' mail. About 1978 viewers' mails were received from different parts of the country. Most of the viewers found that the ETV Programme (TARANG) helped in curricular areas viz. Language (Hindi), Environmental Studies (EVS), Mathematics and in co-curricular areas namely, Music, Art, Drama etc. The viewers suggested that the TARANG programme should be repeated on DD-1 in the evening and the time should be increased to at least one hour. A Status Study of Educational Technology in Teacher education Programme of Regional Institutes of Education (RIEs) and Demonstration Multipurpose Schools (DMS) : The study was initiated with the aim of assessing available infrastructure for CENTRAL INSTITUTE OF EDUCATIONAL TECHNOLOGY undertaking Educational Technology related programmes, finding out the extent of the utilisation of available facilities and to know the perceptions of faculty the members to the requirements of upgrading them. An interim report based on the interviews has been developed. Research schedules for knowing the perception of the faculty and study of infrastructure have been developed and mailed to the Institutes for collection of data. Development Development of audio and video programmes for supporting the curricular and co-curricular activities of the school level involves assessment of needs, designing of programme briefs and scripts and undertaking production and post production work to produce media programmes for different target groups of children, teacher and teacher educators. The various production related activities undertaken are as under : Script Design : The scripts have been developed on teaching of science and social studies for secondary and senior secondary classes based on new text books on Physics, Chemistry, Biology, History and Heritage Crafts for Secondary level students. These have also been developed in Social Studies and Mathematics for secondary and senior secondary level students and teachers, Hindi language and literature for secondary level students and teachers; and map reading skills and quiz programmes on subjects at the primary stage. The scripts have also been developed on well-known personalities for upper primary school level, first aids and toys for primary level students, Lesson Planning for teaching of Hindi at primary level of teachers have also been developed. Audio scripts were developed in different curricular subject areas like major ports in India for upper primary level students in Social Studies, Aao

ETV Production : More than one hundred ETV programmes for various target groups i.e. primary, upper primary, secondary and senior secondary level of students in different areas viz. Science, Mathematics, Social Science, Language, Quiz, Art and Crafts and NCF (2005), teaching-learning transactions in the classroom were produced during the year under report. Regular programmes produced every month included "Pattron Ke Uttar" series based on analysis of letters received from the viewers. The activities related to development of graphics and animations for enriching ETV productions were continued in this year as well. Audio Production : Ninety-four audio programmes were produced on various subjects viz. Milkar Sochien based on Value Education, Ports of India (Geography), Gyan-Vigyan (Teaching of Science) for the age group of 8-14 years children, songs on Teaching of Science Concepts for the age group of 5-8 years children, Gandhiji Ke Ashram Mein (based on Value Education), on Textbook "Kshitij" (support material for value education), Spots for general audience and NCF (2005) for Teachers. Ninetyeight audio programmes were sent for transmission on Gyan Vani channel. Transmission : The institute produces educational television programmes under the title 'Tarang' for the children of Primary, Secondary and Senior Secondary classes and also for the Teachers. The institute sent 3077 (991 for DD-1 and 2086 for Gyan Darshan Channel) capsules for 3 hours 40 minutes of transmission including 55 minutes on DD-1 National Channel and rest on the Gyan Darshan Channel. In addition, it transmitted programmes for two and half hours duration directly making use of the microwave link from the CIET to IGNOU for up-linking to the Satellite INSAT 3-C. The Institute is a partner in the running of Gyan Darshan and is a nodal agency for school education sector programmes contributed by CIET, SIETs of U.P. and Bihar and NIOS.

These stations are broadcasting CIET programmes for approximately one hour daily. Training and Extension The institute undertook training programmes for capacity building in various aspects of educational technology viz. designing of scripts, production techniques and post production work i.e. editing, graphics and animation and studio related tasks. The training has also been imparted to the teacher educators at Secondary and Primary level of school education and SCERTs and DIETs faculty. This covers conceptual understanding, media skills and techniques for making instructions effective. The programmes organised during the year included three training programmes and one workshop for children during the year viz; Training Programme cum Workshop on Puppets for School Teachers at Primary level, Training in Media Research and Technical Staff of CIET, SIETs and ET Cells of SCERT. A workshop for evolving software for children by the children in which children were encouraged to develop software like video programmes, toys, games and cartoons/animation based video programmes was also organised. One week training programme on 'Educational Media Research and Evaluation for ET Cells of DIETs of North- Eastern States was organised from 20 to 24 March 2006 at SCERT, Guwahati, Assam. Sixteen participants from Assam, Nagaland and Arunachal Pradesh participated in the programme. The main objective of the training programme was to impart skills in preparation of research proposal and design on media programmes for education. CIET continued to serve as South- East Asia's Centre for Japan Video Library and received U-matic/Betacam Cassettes of all NHK Award winning programmes. These were made available to the producers within the CIET and SIETs and other media organisations for reference. Video coverage was provided to the 31st Jawaharlal Nehru National Science Exhibition for Children held at Raipur,

5 118 ANNUAL REPORT Chhattisgarh in the year Exhibits especially prepared for the occasion were displayed and media programmes were played back. The Educational Audio-Video Film Festival was organised from 27 to 29 January 2006 at SIET, Bubaneshwar, Orissa. The CIET also organised CIET-SIETs Coordination Meeting during the Audio-Video Festival. Organisations like IGNOU, NIOS, Vigyan Prasar participated in Audio-Video Film Festival The CIET won the prize for one Audio Programme and one ETV programme. New equipment for the outdoor shooting (ENG) Television Studio, Technical Editing etc. was installed. Classroom and teaching end equipment for EDUSAT was installed and some of the engineering personnel of CIET were given training on EDUSAT equipment by CMC engineers. The selection of audio-video programmes for sales in the cassette mode has been continued. The institute prepared 10 CDs of audio and video programmes and their sale is underway. The CIET developed a plan for establishment and utilisation of EDUSAT Network at NCERT and associated organisations i.e. IGNOU, NIOS, KVS, NVS and agencies managing school system of the country on a partnership basis. The network is aimed at strengthening the delivery mechanism through the development of the Training Network and Television Broadcast System. The CIET organised a National Seminar on Perspectives in Educational Technology from 1-3 March Seventy participants from different institutions and individuals working in the field of educational technology including ICT participated. More than 30 papers in the areas of conceptual foundations of educational technology, utilisation of media broadcasts, emerging areas of educational technology, innovative projects undertaken and other miscellaneous aspects were presented and discussed. A Coordination Meeting of CIET/ SIETs was held on 28th January 2006 at SIET, Bhubaneshwar. Participants preparing Puppets

6 119 CENTRAL INSTITUTE OF EDUCATIONAL TECHNOLOGY Participants of the National Seminar on Perspectives in Educational Technology Major Contributions of the Faculty Prof. R.L Phutela organised National Seminar on Perspective in Educational Technology at the CIET, New Delhi from 1-3 March He coordinated the National Focus Group Meeting on the Development of Programme of Action based on Educational Technology position paper prepared by the Group. A Study on the Status of Educational Technology in Teacher Education Programmes of the RIEs and DMS was also undertaken. Dr. Dharam Parkash, Reader conceptualised transmission and production strategies for the Media Production Division and organised weekly preview meetings. He contributed in the writing team of Class III and Class VI Math textbooks of NCERT. He conducted three workshops for children under the Project "Generating Software for Children by the Children". The workshops focused on the themes of video script writing and programme production, animation and toys. He presented two papers viz. (i) Quality Concerns - Applying TQM approach to ETV Programme Production (National Seminar on ET organised by CIET [2006]), and (ii) Extending the Human Interface-Case Study of a Tutor at an IGNOU Study Centre (KCDE-2005 IGNOU) in the International and National Seminars. Dr. Manjula Mathur, Reader developed educational media (audio and video) scripts and organised scriptwriters training programmes. She contributed in the Hindi writing team of Class I, Class III and Class XI Textbooks in Hindi. She undertook "A Study of the Effectiveness of ET Based Teaching Learning Materials in Tribal Primary Schools" and also coordinated activities regarding sales and promotion of educational media programmes developed by CIET. Shri M.A. Hussain, Reader developed audio series on Ports of India and video series on "Landscape and Community" on Andhra Pradesh and "People and Habitat" of Tamil Nadu for teachers to facilitate classroom teaching-learning process in

7 120 ANNUAL REPORT Social Studies at the school level. He coordinated designing, development and finalisation of scripts for production of educational media programme of CIET. Dr. Kamlesh Rai, Reader undertook research study entitled "An Evaluation Study of Process and Production of Educational Media and their Effects on Learner's Achievement" and also organised a training programme in media research and evaluation for ET Cell of DIET faculties of North-Eastern States. He presented a paper on "Instructional Technology - Role of New Technology" in a National Seminar on 'Perspective in Educational Technology' organised by CIET, NCERT. Dr. Sanjay Kumar, Lecturer developed scripts in Mathematics for Class X. He contributed to textbook writing for Classes IX and XI. He published six papers on Mathematics in national and international journals. Shri Rajesh Kumar Nimesh, Lecturer developed and designed graphics and animation for ETV programme production and other activities. He designed and developed training package on 'Use of Puppet in Classroom Teaching' for teachers and also organised training programme for school teachers for "development of puppet and its integration in classroom teaching" and participated in the National Science Exhibition Programme organised by the NCERT. Dr. Madhavi Kumar, Reader undertook programmes, "development of an Archive of Children's Literature" and "Development of Educational Video Programme Scripts on Different Curricula at School Levels". She contributed in the Hindi textbook writing team for Class IX. Dr. Rajendra Pal, Sr. Lecturer published a book "Pathyacharya Kal Aaj Aur Kal" and three papers namely "Matrik : Prathmik Shiksha," "Mudda Gunatmak Shiksha Ka," and "Sputnik". He developed educational media programme scripts on Sarva Shiksha Abhiyan (SSA). He presented papers entitled "Teachers Education" and School Education : Some concerns" in the National Seminar on Quality Concern in Teacher Education, organised by CASE, M.S. University Baroda and CIET, NCERT, New Delhi and also participated in an International Conference "Educon " on GATS and Education from December 2005 at Punjabi University, Patiala, Punjab. Dr. Kamini Bhatnagar, Lecturer developed scripts for different curricula and co-curricular areas at various school levels. She analysed viewer's mail and developed monthly scripts on 'Pattron Ke Uttar'. She contributed in the Hindi textbook writing of NCERT team for Class IX. Dr. Jitendra Singh, Lecturer developed ten scripts in the radio series based on the stories of medical sciences : 'Chikitsa Jagat Ki Kahaniyan' and more than twelve ETV scripts on different topics pertaining to science, technology and environment. He developed two papers tilted 'Visuals in Science Communication' and another debate on "Pros and Cons of Golden Rice". He attended 'e-learning training programme' organised by CEMCA and CIET, NCERT.
