2 Work Plan on Promoting Cross-Border Education Cooperation in APEC This work plan represents a compilation of APEC projects on promoting cross-border education cooperation by economies and working groups, including EDNET-HRDWG and the GOS-CTI. The projects in this work plan take forward the instructions of Annex D of the 2012 APEC Leaders Declaration to develop cross-border educational cooperation in the region and also the statement by Ministers Responsible for Trade in April The work plan is a living document and will be added to, updated and adjusted on a regular basis, under the guidance of APEC Senior Officials. Participation should be on a voluntary basis, and consistent with the circumstances of individual economies. Note: Projects are not considered endorsed by an APEC forum solely because they have been entered into this work plan. For the status column: means that an economy has proposed a project idea but it has not yet reached concept note stage. Pending endorsement means concept notes have been developed and circulated for approval. means a project has been developed into a concept note, circulated, and endorsed by the relevant APEC group. Completed means the project was commenced post-leaders Week 2012 and is now complete. Action 1: Enhancing the mobility of students APEC Career and Technical Education (CTE) and Licensing Portal 1. A multi-functional portal has been established. 2. CTE and licensing portal with diverse search options to allow students, administrators, potential employers, and the general public and gain helpful information on standards and related licensing/certification qualifications for careers in vocational and technical areas. 3. To benefit all participating economies through sharing best practices and information to inform CTE/TVET policy. 4. To enhance awareness of APEC contributions to shared prosperity among the business community, including potential public/private employers, joint venture investors, students, administrators, and the general public Chinese Taipei Australia; ; Mexico; Philippines; Thailand; Viet Nam (Phase 1 completed) Cooperative Alliance for TVET/CTE: 1. In order to strengthen educational cooperation in the APEC region, Chinese Taipei commits to initiate the construction of a cooperative alliance by creating a platform for the sharing of experience among CTE/TVET instructors Chinese Taipei Australia; Indonesia; Japan; Malaysia; Russia; United States

3 2. The upcoming conference will focus on engineering & technology, culinary & hospitality, design & cosmetology. 3. All participating economies will benefit by sharing best practices and information to inform CTE/TVET policy. Development of Student Mobility Guideline Project Activities: 2013 Indonesia Australia; China; Korea; Peru; Russia; Malaysia 1. Briefing meeting at Q4 2013, 2. Series of workshops and discussion to draft the guideline by a steering committee at Q1-Q2 2014, and 3. Seminars to review the guideline by officials from APEC Economies, experts, academics and students, potential users at Q The expected result of the project is a comprehensive and applicable APEC students mobility guideline. Seminar on alternative routes into higher education: Mobility of students with non-traditional high school Diplomas This seminar could be organized in 2014 or 2015 and it would not only support to enhance the mobility of students, but also the mobility of education providers (considering the institutions providing assessments related to non-traditional high school based qualifications). In a second phase, the project could consider recognition of prior learning best practices associated to tertiary education in the APEC economies. Capacity Building for the quality assurance system linked to the National Qualifications Frameworks implementation 1. Best practices/models/references of regulatory arrangements for the development of a national qualifications framework; 2. Recommendation on strengthening education training systems Mapping of existing support instruments (scholarships and loans) for foreign students 2014 Mexico 2014 Indonesia Mapping all regulations that support good regulatory practices for quality Indonesia

4 education. The project in the form of study and workshop is expected to produce: 1. Information on education and training systems in APEC; 2. Information on qualifications of professionals; 3. Information on relevant national bodies Mapping all regulations that support good regulatory practices for cross border education Indonesia The project in the form of a study and workshop is expected to produce information on the mapping of existing support instruments for recognition of qualifications. Mapping all education providers that ready for undergoing cross border education. Developing a document for students with requirements and procedures to obtain student visa in APEC economies Indonesia Higher Education Diploma Supplement 2013 Australia Action 2: Enhancing the mobility of researchers Collaborative Research and Publication among APEC s Researchers. The nature of collaborative research and publication requires a multiyear project. Nevertheless, for this project, the call for collaborative research & publication grant will be provided for draft publication that researchers from APEC economies have been working collaboratively. The proposals will be evaluated by a team of respective peers. Since this is not going to be a new research project, it is expected that the revision and final works on the draft articles will be completed within Indonesia Brunei Darussalam; ; Indonesia; Malaysia; Mexico; New Zealand; Peru; Philippines; Chinese Taipei; Thailand; Viet Nam China; Korea; Peru; Russia; Australia (Phase 2 Completed) Note: Since the number of co-sponsors did not comply with the requirement of HRDWG, so it cannot be started on It will be submitted again on 2014 for the 1 st session of CN Submission. Prior to the due date, PO will seek

5 months. Submission to peer-review international journal is the next step, and this may take another 5-8 months of process. Sharing sessions will be conducted at the end of the project on the collaborative journal articles published by the researchers. Mapping of existing funds for academic exchange and joint research programs additional co-sponsors. Facilitating regulations supporting academic exchange and joint research programs Indonesia GOS Action 3: Enhancing the mobility of education providers Seminar on mobility of education providers of tertiary education: Understanding regulations and practices in the APEC region - The idea would be to invite regulatory units in order to explore broadly how to better regulate the mobility of international providers of education Mexico Applied Research Study, including interviews with providers and regulators, to identify and understand measures that may be impediments to provider mobility, and identify technical assistance and capacity-building needs. Workshop to formulate capacity-building proposals based on the study Australia New Zealand; Russia; Papua New Guinea; United States (Subject to funding approval; 3 rd Funding Session, 2013) Identifying of homologation requirements for educational programs among APEC economies. Action 4: Enhancing the existing network of bilateral agreements Mapping of Existing Bilateral Agreements on Mutual Recognition of Higher Education and Professional Services. Peru Selecting top universities in each member economy that cater education program that will enter GATS agreement i.e. Accountancy, Nursing, Engineering Land Surveyor, arts and tourism. Deriving learning outcomes of those degree programs Referencing those learning outcomes to the NQF in each member Indonesia

6 economy Action 5: Cross-cutting Issues 2nd APEC Conference on Cooperation in Higher Education in the Asia- Pacific region «Mobility of Higher Education in the APEC Region» 2013 Russia Australia; ; China; Indonesia; Korea; Malaysia; Chinese Taipei; Thailand; United States; Viet Nam Completed Education Cooperation Project (ECP) 2013 Korea Student Mobility Target Project In 2012, APEC Economic Leaders declared the importance of enhanced educational mobility. In 2013, APEC Economic Leaders can significantly advance that vision by articulating a 2020 APEC target for cross-border student mobility. The value of this target will be in setting an overall vision making a statement about the importance student mobility in economic growth and encouraging the trend toward increased cross-border education. Sustainable Implementation of Cross-Border Internships Modules in the APEC Region Developing Leading Edge Higher Education Research in the Asia Pacific within the Context of Cross-Border Education This proposal expands consortium activities in four priority areas to explore various aspects of cross border education including barriers to cross-border education and research. Proposed project activities include the implementation of two research symposia and the development of a report addressing critical policy relevant research and recommendations for government and university officials on issues in regional Asia Pacific Higher Education. 7 APEC University Associations Cross-Border Education Cooperation Workshop This project seeks to bring together university associations and equivalents from APEC economies to discuss, share and collaborate on cross-border education cooperation, as outlined in the 2012 Leaders Statement, Annex D Promoting Cross-Border Education Cooperation. The project has been granted in-principle approval by the BMC and is currently at the final endorsement stage. Seminar on Digital Student Data Portability in the APEC region: Reducing bureaucracy on mobility of students, researches and professionals Australia Mexico Brunei Darussalam; Canada; ; China; Indonesia; Mexico; Malaysia; New Zealand, Peru; Philippines; Korea; Russia; Chinese Taipei; Thailand; United States; Viet Nam The idea of the project would be to share best practices in the region in terms of student s digital data and in terms of its exchange and portability. This could help economies to facilitate the mobility not only of students, but also of researchers and professionals. Symposium on Higher Education Services: Facilitating good regulatory practices for trade and investment in higher education services in APEC 2013 Australia ; United States
