1 RAJIV VIDYA MISSION (SSA) ANDHRA PRADESH: HYDERABAD Minutes of the Review Meeting with AMOs, AAMOs, ATOs of PMRCs of ITDAs Minutes of the Review Meeting held with AMOs, AAMOs, and ATOs of PMRCs of ITDAs on 3 rd and 4 th of April 2012, at NITHM, Gatchibowli, Hyderabad on conduct of training to teachers during The Meeting was chaired by the State Academic Monitoring Officer, RVM (SSA) AP Hyderabad and the Professor Curriculum and Text Books, SCERT Andhra Pradesh, Hyderabad. The Meeting was attended by the following officers. Academic Monitoring Officers of DPOs Asst. to Academic Monitoring Officers of DPOs Academic Training Officers of PMRCs of ITDAs AMOs of State Pedagogy Team AAMOs Tribal Details of the participants who attended the Review meeting were enclosed. Dr. Suresh, AMO Pedagogy wing of the SPO conducted the review on the following items with the participants. Meetings at the School Complex Level Academic Monitoring at the District Level Training to the Cluster Resource Persons Implementation of performance indicators at school level Status of repatriation of MRPs on completion of 3 years of service at the MRCs. Documentation of best classroom practices and school practices Then the SAMO reviewed the Participants on the following items. Attendance of the AMOs at the State Level Meetings Feed back on the training given to teachers during Work done by the AMOs & the MRPs done at the field level Vacancy position of MRPs Contents and Modules of the training programme conducted during
2 Then Dr. N. Upender Reddy, Professor, Curriculum and Textbooks, SCERT, AP, Hyderabad reviewed the participants on the following items. Absence of the Course Directors at the Training Venues Conduct of training to teachers at both Primary and Upper Primary level simultaneously. Attendance of more number of teachers at one venue. Non-availability of Modules and Text books at the time of training. Non-finalization of Tenders for printing of Modules at the district level. Poor quality of Resource Persons Non-release of budget in time. No monitoring and no observation of trainings at the venues. Lack of awareness on conduct of trainings in Course Directors. Non-attendance of AMOs and AAMOs at the state level trainings. Non-availability of students at the time of training to teachers during the demonstration Lessons. Non-utilization of technology at the time of trainings to teachers. Non-conduct of analysis of pre-test and post-test conducted at the time trainings. Then Dr. N. Upender Reddy, Professor, Curriculum and Textbooks, SCERT, AP, Hyderabad discussed with the participants on the schedule of training to teachers during After the review with the participants on the items mentioned above, the following decisions were taken for implementation with immediate effect at the levels by the officers concerned. The AMOs were directed to conduct Upper Primary level schools complex meetings regularly from June 2012 with appropriate planning. 2
3 The POs of RVM (SSA) of Kadapa and Ananthapur were directed to conduct training to CRPs immediately. (Action: DEOs & POs of RVM Kadapa & Anantapur) The DEOs & the POs of RVM (SSA) of all the districts concerned in the State were directed to implement the performance Indicators at all the levels. (Action: DEOs & POs of RVM) All the POs and the AMOs of RVM (SSA) were directed to document the best classroom practices and school practices observed in their respective districts by the end of April 2012 without fail. (Action: POs & AMOs of RVM) It was decided to conduct and complete the training to teachers at the levels concerned in a cascade and residential mode, before the reopening of schools in June 2012 as per the schedule mentioned hereunder level-wise. Continuous and Comprehensive Evaluation RTE 2009, Child Rights and Human Rights Gender Issues and Moral Values Regarding the schedule for teacher training, selection of the Resource Persons has to be taken up on the basis of the following factors: Educational Qualifications Experience Subject expertise Interest, initiative and dynamism Commitment to the Profession Specialists from Local Universities, Degree Colleges and Junior Colleges subject-wise and retired persons having the above mentioned factors. Select the RPs according to the norms at both the levels i.e. Primary and Upper Primary as per the district s requirement and communicate the same in the format given to AMOs during the review meeting on 3 rd and 4 th of April 2012 to the SPO. 4
5 It was reported from many districts that the Course Directors (CDs) who were drafted to conduct the training to teachers were not staying at the Venues. Hence, the CD appointees should be directed to be at the training venues throughout the training period to conduct the training smoothly and effectively. Further, it was also decided to appoint level specific observers (i.e. district and center level observers) to oversee the conduct of the trainings and to report on the same to the DPOs and to the SPO also. The Dist. Level observers will be appointed by the SPO where as the Center level observers will be appointed by the DPOs from HMs of High Schools. The training programme for both the levels i.e. Primary and Upper Primary will be conducted for 9 days and 7 days respectively but the training commences on different days in June However, the entire training schedule shall have to be completed before the beginning of the next academic year in June As such, the Officers at the levels concerned should take necessary initiatives for conduct of the training in a very systematic and disciplined manner. It was decided to limit the number of teachers attending a training venue as identified by the DPO to 40 or 45 depending upon the number teachers expected to undergo the training to ensure effective transaction session-wise. (Action: DEOs, POs & Amos of RVM) It should be ensured that the teacher training modules reach the hands of the teachers attending the training on the very first day itself. To make it possible, necessary steps should be taken at the DPO level to finalize the tender process for printing and supply of the training modules in time duly following the specifications (Cover page 120 gsm in multicolour and inner pages 70 gsm in black and white) communicated earlier in respect of printing of training modules. 5
6 As far as the selection of the Resource Persons concerned priority be given to the MRPs provided they have good subject background (in the subjects they teach), good communicative skills, willing to act as Resource Persons and willing to work hard for the success of the programme. (Action: DEOs, POs & Amos of RVM) No teacher shall be exempted from attending the training. The teachers should attend the training at the venue identified by the DPO of RVM concerned and no exemption for change of the venue shall be entertained under any circumstances. The DPO shall take necessary steps well in advance to identify good venues with all the required facilities to conduct the training in a successful manner. Budget for conduct of the training shall have to be released well in advance to the persons identified as the Course Directors level specific, to make necessary arrangements for conducting the training smoothly. It was decided to hold a video conference to D.E.Os, DIET Principals, DY. E.Os, and DPO Sectorals on creating awareness for the conduct of the training in a very systematic and disciplines manner. A date finalized for conduct of the said video conference will be communicated soon. The DPOs have to make necessary arrangements for the same. It was also decided to hold a teleconference for CDs, MEOs, Center level Observers and RPS on conduct of the training to teachers and the date will be communicated soon to the districts for necessary arrangements for the same. It was decided to develop soft copies on conduct of training at the state level and the same will be sent to districts to obtain required number of soft copies for supply to the venues for the benefit of the trainees. The DPOs have to ensure that DVD Players are available in good condition, for playing the soft copies to the trainees at the venues. 6
7 It was decided to involve the AMOs and the AAMOs at the State level training to enable them acquaint with the content and the transactions process for implementation of the same at the District and Divisional / Mandal level trainings. It was decided to develop pre test and post test papers for administration of the same at the venues on the participants and an analysis of the same has to be submitted to the SPO for necessary action. Unit cost for conduct of the training to teachers at district and divisional/ Mandal levels is developed to conduct the training in a non-residential mode for the year Likewise, unit costs for teleconferences and training at Primary and Upper Primary levels schools level were developed. A copy of the unit cost as stated is enclosed for necessary action. Identification of the Resource Persons for the level specific trainings has to be carefully done to ensure good quality training. (Action: DEOs and P.Os of RVM) A meeting with the office bearers (2 persons only per union) of the recognized Teachers Organizations may be organized in May 2012 on conduct of the training to teachers, both Primary and Upper Primary under the chairmanship of the District Collector / Joint Collector.
