1 PROCESS OF RECOGNITION AND ACCREDITATION OF LEARNING (cp. Recognition of Prior Learning - RPL) 1) Coordination The recognition and accreditation of learning is coordinated, monitored and developed on two levels: OUAS and the school (figure 1). OUAS defines the objective and conceptual framework of the recognition and accreditation of learning and draws up the policy definitions and instructions. The matters are prepared by the Working Group for Study Affairs. The recognition and accreditation of learning is implemented at the school. All related questions, problems and development needs are discussed in a working group set by the school (degree college, development working group or other). The working group in question ensures the uniformity of the practices employed and that the school operates in accordance with the principles of OUAS. The members of working group include at least the heads of the degree programmes and the head of study affairs. If necessary, matters that are raised in the working group are discussed at the level of OUAS. Coordination of recognition and accreditation of learning 2) Objective and concepts The objective of the recognition and accreditation of learning is to support the student s motivation for studying, create a meaningful study path and support the progress of his/her studies. Students can demonstrate their competence by successfully completing a course or by applying for accreditation of learning. refers to the approval of learning as a part of the current degree, a study module or a course as compulsory or free-choice studies. Learning is primarily used to compensate for compulsory studies and after that for free-choice studies. Students may have acquired learning before or during their studies through studies completed elsewhere, work experience or recreational activities. Forms of accreditation include substitution and incorporation. Substitution requires contentual equivalence and in incorporation learning is included as part of a degree for example as optional or free-choice studies. (See figure 2.) 2 Recognition is considered from the viewpoints of both the student and the university of applied sciences. The student aims at understanding the learning he/she has acquired in different ways and analysing it in relation to the learning outcomes in such a way that he/she is able to describe and demonstrate his/her learning. The university of applied sciences assesses the learning demonstrated by the student in relation to the learning outcomes. refers to the official recognition of a student s learning. 3) Policy definitions Accredited learning is considered equal to learning acquired at OUAS. In the letter of acceptance sent to new students they are guided towards recognizing their own learning (for example learning portfolio or other learning assignment). The accreditation of learning is limited to the scope of the degree. A Bachelor s thesis written for a prior degree cannot be accepted as the Bachelor s thesis required for the current degree. However, a Bachelor s thesis that is part of a prior degree can be used to compensate for other studies in the current degree in accordance with the learning outcomes. In the curriculum the school can specify which studies cannot be compensated for. Completed parts of courses will not expire during the time it takes to complete the degree. The accreditation of studies completed while studying as an exchange student, including international practical training, is agreed upon in advance between the student, the home institution and the host institution/placement employer. Student exchange is well planned in advance. If the personal study plan of an outgoing exchange student changes for reasons not due to the student, the matter is agreed upon during the exchange between the student, the home institution and the host institution. The student must apply for accreditation for the studies immediately after the exchange period has ended. Policy definitions regarding the accreditation of language and communications studies: Language and communications studies included in a Bachelor s Degree in an equivalent or applicable field completed at an institute of higher education that has either Finnish or Swedish as the language of instruction are accepted as is for students accepted into a Master s Degree Programme at Oulu University of Applied Sciences. If the student has demonstrated that he/she possesses the learning required for the degree for which he/she is aiming, by completing language and communications studies that are on the same level (The Common European Framework of Reference, CEFR) and equivalent with regard to the learning outcomes at a Finnish institute of higher education, the studies are accredited as is, disregarding slight differences in their scope. If the student has completed language and communications studies in another field at a Finnish institute of higher education and in them demonstrated the learning required for the degree, it is recommended that the student complements the studies as regards field-specific language and communication skills. The rector confirms the instructions for the assessment of the completion. As regards the assessment of language proficiency in Finnish/Swedish required for the degree, the assessment given by the prior institute of higher education is adhered to. If the student has demonstrated the learning required for his/her target degree by completing equivalent (CEFR) foreign language studies with corresponding learning outcomes in an equivalent or applicable field at an institute of higher education in another country, the studies are accredited as is, disregarding slight differences in their scope. If the student has completed other than language studies in another country, he/she cannot use these studies to directly compensate for the language studies required for the degree. These studies can be used 2

3 to compensate for language studies insomuch as is appropriate, when they include a clearly identifiable language and communications component and correspond to the learning outcomes for the foreign language studies required for the degree. The instructions for the accreditation of the studies in the second national language (Swedish) required in the civil service are confirmed by the rector. Accredited learning can be graded. Study attainments assessed earlier at an institute of higher education will not be reassessed. If the grade given for an accredited course/study module corresponds with the numerical or verbal grading scale used at OUAS, it will be the grade given to the student. If the course or study module has been graded using another scale than the one used at OUAS, the course will be graded as passed. For sets of courses grades on a numerical scale of 0 5 can also be combined into one overall grade. In this case the grade for the study module is the average of the grades given for the courses, weighted according to the scope of the courses and rounded off to the nearest integer (e.g > 2 and 2.5 -> 3). In Finnish and Swedish students are given a grade for both their verbal and written language proficiency. A grade for the studies in the second national language (Swedish) required in the civil service achieved at a university is converted as follows: satisfactory (tt) = satisfactory 2, good (ht) = good 4. If the accredited study attainment is complemented at Oulu University of Applied Sciences, the grade given is the arithmetical average of the grades for the earlier study attainment and the complementing study attainment. For study attainments achieved in another country the ECTS grades are converted to correspond with the numerical scale according to the conversion table used in the ECTS system. In the demonstration of learning the assessment principles specified in the curriculum are applied (see assessment frameworks). 4) Process The process of the recognition and accreditation of learning is presented in figure 3. 4 Recognition student s viewpoint Figure 4. shows what issues recognition involves at different stages of the student s study path. APPLICANT can familiarize him/herself with the principles of accreditation of learning (concepts and policy definitions on the website) can describe his/her learning both in the preliminary assignment for the entrance examination and in the examination itself NEWLY ADMITTED STUDENT can assess his/her learning through a learning portfolio or other learning assignment (see letter of acceptance) STUDENT can apply for accreditation of learning at the beginning, during or at the final stage of his/her studies. For example at the final stage of his/her studies the student has the opportunity to advance the completion of the degree with learning that hasn t yet been accredited in the form of credits. is given guidance in the accreditation process by the study advisor, teacher tutor, head of the degree programme, teacher responsible for the option or the teacher of the course and consultation from the staff of the Study Affairs Office starts the accreditation process. Applying for accreditation is voluntary. is responsible for the demonstration of his/her learning and the submission of the required information assesses his/her learning acquired in different ways. He/she familiarizes him/herself with the learning outcomes specified in the curriculum and analyses the connections between his/her learning and the learning outcomes. He/she also discusses with the teacher of the course or the head of the degree programme how he/she can to describe and demonstrate his/her learning, for example in one or more of the following ways - essay - examination (verbal or written) - exercise work/other learning assignment - presentation - working as an assistant teacher - expert lecturing - certificate - output (verbal of written) - learning portfolio/learning diary/language portfolio - demonstration of skill in a real or simulated situation - another way proposed by the student fills in the accreditation proposal as instructed by the school (in electronic personal study plans (ehops) or with a form). Recognition of learning from the student s viewpoint Recognition staff viewpoint The study counselling process determines the tasks and responsibilities of the counsellors. The head of the degree programme/teacher of the course and the student agree between them how the learning is demonstrated. The demonstration of learning (see the list under Recognition student s viewpoint) can be complemented by an interview or a statement. The fact that assessment is used to guide learning can be utilized by making the demonstration into a learning situation. 4

5 The head of the degree programme credits the learning towards study modules, individual courses or parts of courses. The teacher of a course may credit the learning towards an individual course or a part of it. (See rector s decision ) The decision-making is based on expertise and reliable documentation. The decision can be either full or partial accreditation or a negative decision. The decision is made within three weeks of the demonstration of learning. If the decision on accreditation cannot be announced by the designated time, this, together with the new announcement date, will be announced before the time limit expires. (see OUAS Assessment Regulations.) It is ensured that after the accreditation of learning the student s studies progress smoothly and that the changes made to the student s personal study plan are confirmed. Recording of study attainment The person who has made the decision on the accreditation or another person appointed by the school records the study attainment or partial study attainment in the student administration database Asio. The scope of partial study attainments is also determined. The date when the learning has been demonstrated or the studies, degree or worklife experience have been accredited is recorded either on the study attainment card or the partial study attainment form in Asio. Accredited learning acquired during the studies in an educational establishment or work placement abroad is recorded according to the original date of completion (Data Collection Handbook for Universities of Applied Sciences 2011, Ministry of Education and Culture). The instructions for the recording of information contained in the degree certificate and its attachments describe the footnote markings, if the accreditation is based on studies or a degree completed elsewhere. Request for rectification The student can request rectification of the decision on the accreditation of learning. The rectification process is as follows: A student who is not satisfied with the accreditation of learning requests for rectification from the person who has made the decision on the accreditation. A verbal or written request for rectification must be submitted within 14 days of the announcement of the grade. If an agreement is not reached, the head of the degree programme/department is asked to act as an intermediary. If an agreement is not reached, the student can submit a request for rectification to the chairman of the Degree Board of Examiners within 14 days of receiving notification of the response of the teacher/head of the degree programme. The Degree Board of Examiners will discuss the matter within 30 days of receiving the request for rectification, but not in July, however. In its work the Degree Board of Examiners adheres to the regulations. The Director of Study Affairs informs the student of the decision of the Degree Board of Examiners. The decision of the Degree Board of Examiners cannot be appealed. 5
