2 Goals: Learning Outcomes To increase Sponsor, Education Coordinator and Instructor understanding of the following processes and responsibilities: Course approval Course scheduling Course completion reporting

3 Objectives Hands-on training in the use of the web-based system for the submission, approval, scheduling and reporting of Standard and Continuing Education (CE) courses. Illustrate relationships and responsibilities of the Sponsor, Coordinator and Instructor.

4 Brief Background State code enforcement officials (CEOs) are required to take 2 types of courses: 1. Standard courses are taken before state exams to move between standard trade levels. 2. Continuing education (CE) courses are taken every year to maintain active standard certificates.

5 Board Rules 11 NCAC CONTINUING EDUCATION - GENERAL As a condition of certificate renewal, holders of active standard and limited certificates must meet continuing education (CE) requirements in accordance with 11 NCAC through Courses and sponsors must meet the requirements in 11 NCAC through

6 Board Rules Active limited or standard certificate 6 hours of CE per renewal year in each technical area for which the limited or standard certificate is valid. Limited and standard certificate valid for the same technical area 6 hours of CE in that technical area. Probationary certificate and NO standard or limited certificate CE is NOT required

Educational Institutions (ex. Community College)

8 Sponsor Education Coordinator Each sponsor of a course shall designate one person to serve as the Continuing Education Coordinator for all approved courses offered by that sponsor. The designated Coordinator shall serve as the official contact person for the sponsor and shall be responsible for: Submission of CE courses for approval Scheduling of all approved CE courses Signing and distributing course completion certificates Submitting rosters, sign-in sheets, reports, and other information. (Course Completion Documentation) Sponsors and/or coordinators may require that instructors enter course completion documentation information for any course they teach through their separate instructor profile.

12 Criteria for ALL Instructors ALL INSTRUCTORS MUST Communicate through speech, with the ability to speak clearly and with voice inflection, using proper grammar and vocabulary Present instruction in a thorough, accurate, logical, orderly and understandable manner Use varied instructional techniques in addition to straight lecture, such as class discussion, role-playing, or other techniques Use instructional aids, such as projectors and computers to enhance learning Ensure class sessions are started on time and conducted for the full amount of time approved and scheduled Instructors SHALL ensure that each course is taught according to the course outline and plan that was approved, including the furnishing of approved student materials and/or Power Point presentations.

13 Instructor Application Who can become a CE course Instructor? Among other criteria, prospective Continuing Education instructors shall possess a minimum of 1 year of experience in architecture; engineering; construction; inspection; installation of equipment, building materials, or components; or other Coderelated areas pertinent to the nature and purpose/ subject of the course(s) for which they will provide instruction.

14 Instructor Application Who can become a Standard course Instructor? Among other criteria, prospective standard course instructors must possess a Standard Inspection Certificate at Level III (or has pre-qualified) in the technical area to be taught, meet specified education requirements or work experiences, complete an instructor training workshop conducted by the Board, and a minimum of a high school education. Before Applying to instruct standard courses, please contact the continuing education coordinator directly for further information and criteria specifications.

17 Sponsor/ CE Instructor Applications Once you have applied to be a sponsor or instructor, you will then have a username and password. If you are both a sponsor and instructor, you will have two separate usernames and passwords. Instructors will have an I number and Sponsors will have an S number. DO NOT create multiple accounts. Contact OSFM staff for username/password retrieval.

18 New CE Course Application Each sponsor shall submit an online application for and obtain written approval prior to the advertising, conducting or representing that any course is or may be approved for continuing education credit. (Only sponsors can submit courses for approval).

19 New CE Course Application Each application must contain the following information: 1) Title and detailed outline 2) Nature and purpose of the course 3) Outline of the course, including the number of training hours for each segment; and technical areas covered each hour (chapter/section) 4) Copies of handouts, materials and Power Point presentations 5) PowerPoints must be saved as pdf files to be uploaded. (For assistance, contact the continuing education coordinator).

20 From your sponsor profile page, choose New Course Application. This is to create a new Continuing Education course ONLY.

21 Please read application carefully and fill out in order. Only approved instructors will appear in Instructor Search. Outlines are required. OSFM suggests using the NCDOI CE Course Outline Template. This was created to supply the information needed for review. Not having all information needed can result in denial or longer review times. Courses are reviewed for course content, pertinent credit hours, and compliance with Board rules. This review may take up to thirty (30) days.

23 Course/Curriculum Design Process Goal of Course Begin with clear picture of desired result. Why are you teaching the course? How will the course enhance learning? What challenges might you have to conquer?

24 Design Process Audience What is the classification of participants? Are participants Level I, II or III CEOs? How much background knowledge do they have on the subject matter? What is the extent of their prior knowledge in the area?

26 Performance-Based Learning Performance-Based Learning Outcomes Specify information to be mastered and what students will do to demonstrate mastery. Learning outcomes Performance based outcomes These outcomes are included in the outline, syllabus, introduction, etc. Why? Provides clarification Tells students exactly what they have to do to master information and receive credit

27 Performance-Based Learning Outcomes Keep in mind when developing performance-based outcomes You are implementing activities to help participants master information. Activities are designed to allow participants to demonstrate extent to which they have mastered information.

28 Review of Course Information To determine if a course is approved, the course will be reviewed to determine if it meets the requirements of 11 NCAC and its stated objectives. a course shall be directly related to State Building Codes, inspection, administration, or enforcement of State Building Codes; construction or design of buildings or electrical, mechanical, plumbing, or fire prevention systems; or certification courses approved for CEOs.

29 Review of CE Courses Please submit courses keeping in mind the following: 1) Reviewers are allowed 30 days to review the course and its content. 2) In the case that the course is not approved, you may need time to resubmit if so desired. (30 days are reset at this point.) 3) Continuing Education classes must be scheduled 20 days in advance of start date. A course sponsor may appeal the Staff's final disapproval of a course to the Board, and such appeal shall be heard at the next scheduled meeting of the Board.

30 CE Courses If approved, an Approval Letter is ed to the Sponsor for all approved courses. If a course is not approved, the Sponsor will receive notification and will be provided an opportunity for the course to be resubmitted with requested revisions or additional content. (Please resubmit with the same course number). Credit shall be given only for courses that have been approved by the Board. Continuing education courses for other State occupational licenses must be specifically approved to satisfy the Board's continuing education requirements.

31 To Re-Submit Denied Courses

32 CE Courses Courses may be approved for credit in more than one area as long as it meets the requirements for each additional area. A course shall contain a minimum of one credit hour. A CEO shall only receive credit for the same course once within any 3 year period. Instructors shall receive twice the number of course credit hours for each instructional hour instructed in an approved course. NOTE: An instructor shall only receive twice the number of course credit hours for the same course once within any two-year period.

33 Previously Non-Approved Courses In some instances credit may be received for previously non-approved courses. In order to obtain CE credit for the course, the CEO shall contact staff to request the Application for Non-Approved CE Credit to complete and submit. The application shall include: Topic Content of lecture material (i.e. brochure, agenda, etc.) Date, time, and location of the course Name and qualifications of the instructor Number of course contact hours received Certificate of Completion with CEO s name and certificate number

34 Distance Education Instruction accomplished through the use of media and methods whereby instructor and student are separated by distance and sometimes by time. In addition to fulfilling all course accrediting requirements, a distance education course must: Be designed to assure that students have defined learning objectives. If learning objectives cannot be reasonably accomplished without some direct interaction between instructor and student, the course must be designed to provide for such interaction.

35 Distance Education In addition to fulfilling all course accrediting requirements, a distance education course must: If there is no opportunity for continuous audio and visual communication between instructor and student, the course shall utilize testing processes to ensure student understanding of the subject material. Self-paced study courses shall be designed so the time required for a student of average ability to complete the course will be equivalent to a similar course taught in a classroom setting. The sponsor shall utilize a system that assures students have actually performed all tasks required for completion and understanding of the subject material. The sponsor shall provide technical support to enable students to satisfactorily complete the course.

36 Distance Education In addition to fulfilling all course accrediting requirements, a distance education course must: Instructors shall respond, in a timely manner, to student questions about course subject matter. Instructors shall possess training in the proper use of the instructional delivery method utilized in the course, including the use of computer hardware and software or other applicable equipment and systems. Sponsors shall provide students with a package containing pertinent information regarding requirements unique to completing a distance education course, including any special requirements with regard to computer hardware, software or other equipment, and outline in detail the instructor and technical support that will be available when taking the course.

37 Distance Education In addition to fulfilling all course accrediting requirements, a distance education course must: Sponsor shall use procedures that provide reasonable assurance that the student receiving credit actually performed all the work required to complete the course. Sponsors must ensure that the student personally completed all required course work either by a signed statement form provided by the sponsor or, in the case of internet or computer based courses, electronic means that was indicated in the software or on the website. Students shall not be reported for continuing education credit until the signed form from the student or electronic certification has been received by the sponsor. Sponsors must submit a complete copy of the course in the medium that is to be used, including all computer software used in presenting the course and administering tests. If internet based, staff must be provided access to the course and not charged a fee for such access.

38 Changes to Sponsor/ Course Sponsors shall obtain prior approval, via Course Application and Outline, for any proposed changes in the content or number of hours previously approved for any courses. Changes in course content solely for the purpose of assuring that information provided in a course is current, such as code amendments or changes in regulations, need not be submitted for approval. Sponsors shall give written notice of any change in business name, Continuing Education Coordinator, address, or business telephone number.

39 Disciplinary Action 11 NCAC DENIAL OR WITHDRAWAL OF APPROVAL OF SPONSOR OR COURSE The Board may deny, suspend or terminate approval of sponsors or courses offered by a sponsor if the Board finds a failure to comply with the Board's rules or the course outline, or for misstatements as to content or participation.

40 Scheduling Courses Continuing Education courses must be scheduled no later than 20 calendar days before scheduled course start date. Standard courses must be scheduled no later than 5 weeks before scheduled course start date. You must provide notification to all registered CEOs and the Board of any schedule change(s) or course cancellation at least 5 calendar days before the original scheduled course date. Notification of a change or cancellation after the 5 day deadline must be provided immediately to all registered CEOs and the Board.

42 Advertising of Courses Courses shall not be advertised as NCCOQB BEFORE gaining approval. False or misleading advertising is prohibited. Any flyers, brochures, or other medium used to promote a course shall describe fees to be charged and the cancellation and fee refund policies. A sponsor of a course must provide a description of the course content to the CEO.

46 Website Advertising Once you have scheduled the course, it will automatically populate on our website for students to find when conducting a class search.

49 All Course Fees Each Sponsor will establish their course fees. No separate or additional fee shall be charged for course materials, completion certificates, course reporting or administrative expenses. The fee shall be all-inclusive. Upon the cancellation of a scheduled course the sponsor shall immediately notify preregistered CEOs of the cancellation.

50 Cancellation and Refunds All prepaid fees received shall be refunded within 30 days after the date of cancellation. Failure to provide a full refund within 30 days after the date of cancellation shall result in the revocation of sponsor approval. Sponsors have the option to deny or withdraw credit for participants who do not make payment for any course taken.

51 Persons w/ Disabilities Course sponsors and instructors shall comply with the Americans with Disabilities Act or other laws requiring accommodation of persons with disabilities.

52 Course Attendance Requirements Instructors shall monitor attendance to assure that all CEOs have met the attendance requirement. A CEO shall not be reported as having completed a standard course unless the CEO satisfies the 80% attendance requirement. A CEO shall not be reported as having completed a CE course unless the CEO satisfies the 100% attendance requirement. An inspector taking a standard course for CE credit only, does not have to take the exam but still must meet the 80% attendance requirement. Any CEO providing false information to a course sponsor shall not receive CE credits for the course or be entitled to a refund of course fees, and may be subject to disciplinary action.

53 Course Completion-OSFM System Within 15 calendar days following the course completion, Sponsors or the instructor who taught the course shall submit verification of course completion for each CEO who successfully completes the course. This is done through the website. Course rosters must be entered by June 30 for the year the student wishes to receive credit. If roster is not entered until July 1 credit will be applied to the next fiscal year. Course sponsors shall provide CEOs an opportunity to complete an end-of-course Evaluation Form. These forms will be uploaded with the roster submission.

54 Course Completion-Certificate of Completion Course sponsors shall provide each CEO with a Certificate of Completion within 15 calendar days following the course completion. Certificates shall be completed by the Instructor, Coordinator or Sponsor, not the participant. Certificates shall be retained for 3 years by the CEO as proof of having completed the course. Sponsors shall retain attendance records for 3 years.

55 Course Completion Reporting FYI: For the Standard Law and Administration class, and CE courses awarded credit across multiple trades, you must also enter the discipline which a student wishes to acquire Continuing Education Credit for at the time of roster submittal.

57 Course Completion Have all required documents scanned: Sign-in Sheet(s) with names, CEO ID #, attendance and course information Student Evaluation Forms scanned as a single document Test Results(Standard Courses ONLY) If you need your Instructor/Sponsor login information, contact CE Coordinator.

58 From your Course Schedules tab, find the appropriate class and select Add Roster

59 Course Completion Reporting Click the Roster, Test, and Evals upload button. Here you will upload all 3 file types for standard courses. You will need to upload a copy of your test and answer key together as file name test results for a standard course. You will also enter the exam score and check the box for the attendance requirement for a standard course.

60 Course Completion Reporting For continuing education courses, you only have to upload two file types: roster (sign-in sheet) and evaluations. It is very important you select the correct file type for your upload.

62 Be sure that you select the correct file type and click save.

63 Click Return when you have uploaded all required documents.

64 Once all information is added, click Save To enter students, begin by typing the last name OR CEO ID number. Remember to select trade, attendance and score (If Applicable) The student name and information will appear on the right side once it is saved.

65 Course Completion Reporting If a student does not come up when typing their name in the inspector box, then you will have to add them to the system. Click Add Student and fill in the required information and click Save. When you go back and type their name, it will come up and you click save to add them to the roster.

66 This will allow you to create a profile for a student who does not exist in our system. Be Sure a new profile is needed BEFORE you create one. If you need assistance, contact the continuing education coordinator.

67 Once all of the available information is entered, click Save/Return You will have to enter the student name in the search box on the roster page.

68 Course Completion Reporting Please note you will not get a submit roster button until all required file types have been uploaded. When you click submit, that should change the roster status by your students names from not processed to processed. This means you have correctly entered the roster and your students have received their credit.

69 Try to enter all students and then submit entire roster to system. If Submit Rosters does not appear, be sure you have uploaded all documents

70 Course Completion Reporting You may see a status of void beside a student s name. This could mean the student has either already taken the class in the last three years, or they did not meet the attendance requirement, etc. Once you process the roster, your students will automatically receive and letting them know they did or did not receive credit for the course.

71 Retention of Records Sponsors must retain records of student registration, attendance, and course completion for no less than 3 years. Records must be made available upon request.

72 Auditing/Monitoring Staff may audit and/or monitor any course without prior notice. Staff shall not be required to register or pay any fee and shall not be reported as having completed the course.
