2 Introduction: Changed of users approaches, technology enhancement, transformation of scholarly communication system, digital libraries and new look for planning and assessment throughout the library are propelling the new environment. It has now become inevitable for libraries to redefine their vision, mission, values, structure and systems support behaviour that is performance and learning focused. Success of an academic library is increasingly dependent on the most effective utilization and strategic management of new technologies in libraries. To understand the challenges and opportunities of digital era, DLISc, USTM in collaboration with Assam College Librarians Association (ACLA) and Dr. Surya Kumar Bhuyan Library, Cotton College, Guwahati is will organize NSCTLIS -2015, a two days national seminar on 17 th and 18 th July, 2015 for Library & Information Professionals, IT Professionals, Research Scholars, Students and interested in allied fields. Objectives: To bring together Library and Information professionals from the country to deliberate on trends and developments in libraries & information science To discuss Convergence of Technologies in LIS with respect to new technological information avenues available in the present era. Develop a clear understanding on the role of IT, Management Science and LIS Professionals in Knowledge Innovation and Knowledge Management Discuss debate and develop strategies to manage information systems and libraries in web environment Increase the expertise and provide the best possible platform by educating students and attracting new researchers. The abstract should not exceed 300 words. 2. The full length paper should not exceed 3000 words. 3. Both the abstract and the paper should be typed in A4 size paper and in Times New Roman font (size 12) with single-spaced, in MS-Word. 4. Soft copy of the full-length paper should be submitted one day ahead of the day of the programme. 5. Authors are requested to use latest APA style in Reference. 6. Abstract and full-length paper can be submitted through Paper should have Title, Author(s) Name (Three max.), Organization Address, Tel. 7 Brief about the Organizers University of Science & Technology, Meghalaya (USTM): USTM promoted by ERD Foundation Guwahati is situated at Baridua 9 th Mile Meghalaya and its campus is aptly named the Techno City. School of Biological Sciences, Social Sciences and Humanities, Applied Sciences, Business Sciences, Education and Law are the various academic units of the University which are further divided into departments and institutes / centres for imparting courses and programs leading to the degree at UG and PG level. Research is also carried out by various schools and departments of USTM leading to the award degree of Ph. D. Department of Library & Information Science, USTM: DLISc was established in the year of 2012 at University of Science and Technology Meghalaya, India with the aim of educating students in the field of Library and Information Science and with the aim of producing skilled human resources in LIS. Students from the different states from the North Eastern Region, India have enrolled as MLISc (Master of Library & Information Science) two year full time programme at the university. Assam College Librarians Association, Assam The Assam College Librarians' Association is a premier association committed to the cause of College Library Movement for developing especially the collegiate education in Assam. The Assam College Librarians' Association is the state level association representing those who work in or advocate for College Libraries of Assam. It is working for the development of the college Libraries and the LIS profession and also for the professional development of the College Librarians. ACLA has provided a wide variety of services and programmes to its members and others in the library community since its formation in 1973 by organizing number of events and publishing different publications. Dr. S.K.B. Library, Cotton College, Guwahati, Assam The Cotton College Library, presently known as Dr. Surya Kumar Bhuyan Library was started in the year 1901, with the very inception of the college itself. It is one of the oldest libraries in the entire NE region. The present library building is located centrally within the campus. It is conveniently accessible by the user community. Dr. Surya Kumar Bhuyan Library, Cotton College provides different facilities for the benefit of the student community and the teaching faculty in general. The Library has a huge collection of printed books, journal and other audio visual materials. Photocopying service and internet facilities, OPAC are also available in the library. How to Reach USTM: USTM is located very strategically in the border of Assam in the state of Meghalaya in close proximity to the city of Guwahati. (Gate way of North east). The campus is only 3 km from Khanapara, 6 Kms from Dispur,12 kms from ISBT to USTM Campus. The nearest Airport is LGBI Airport, Guwahati which is only 40km form the Campus and Guwahati is the nearest railway station, which is about 15 km from the campus.regular City Bus and Auto service is available to the CRPF Group Centre, 9th Mile from there share Auto is available to the University.
