2 GENERAL INFORMATION Before completing this form, please read the relevant sections in the Lifelong Learning Programme Guide for Applicants and the 2008 Call for Proposals published by the European Commission and by your National Agency, which contain additional information on closing dates, National Agency addresses to which the application must be sent, and specific priorities for that year. Links to these documents and further information such as Frequently Asked Questions can be found on the Lifelong Learning Programme website: This form should be completed by the coordinator of the proposed Partnership, in cooperation with the partners, giving full details of the Partnership including the details of all partners and all planned mobilities and grant requests for every partner. The coordinator must send a copy of the completed form to each partner. The coordinator and the partners complete and sign the declaration (section 4) and fill the information in part 1.2 on the cover page of their individual copies and submit the form to their National Agencies by 15 February 2008 (date as postmark). The partners must not change any of the information contained in the form completed by the coordinator; all copies must be identical except for the Declaration and the fields under 1.2 which should be filled separately by all applicant institutions on their copies of the form. Please note that the form should be completed well in advance before the deadline so that each participating institution is able to post its copy of the application on time. Please note that each National Agency may request applicants to submit additional information in support of a Partnership application. Each applicant should check on the website of its National Agency before submitting the form. CHECKLIST Before submitting the application, please make sure that it fulfils the requirements listed below. [NAs which require electronic submission (online or offline / ) should indicate such requirements here.] The application fulfils the application procedures and has been submitted respecting the closing dates set out in the Call for Proposals. The form is not hand written (except for the Declaration and part 1.2). The form has been completed jointly by the whole Partnership and all partners have received a copy. The form has been completed in full. The Work programme (section 6.1) contains planned mobility activities of each institution in the Partnership and the Finances table (section 7) contains grant requests for each partner. The form has been completed using the communication language of the Partnership (this must be one of the official languages of the EU). Multilateral Partnerships: The partnership consists of institutions located in at least three of the countries participating in the Lifelong Learning programme. Bilateral Partnerships: The partnership consists of two institutions, each one located in one of the countries participating in the Lifelong Learning programme. The eligible countries are the 27 Member States of the European Union, Norway, Liechtenstein, Iceland and Turkey. 08_PA_COM_

3 At least one participating institution is located in a Member State of the European Union at the starting date of the Partnership. Each participating institution has checked with the National Agency in its country that it is eligible to participate in a Comenius Partnership. If the application concerns a Bilateral Partnership, it must include in its work programme a reciprocal exchange of classes or groups of minimum 10 days involving pupils aged at least 12 (a class or group from one school visits the other, and vice versa). The minimum size of the group participating in each phase of the reciprocal exchange is 10 pupils in the case of "small group class exchanges" and 20 pupils in the case of "large group class exchanges" (depending on the grant amount requested). The two participating schools cannot have the same teaching language. The copy submitted to each National Agency has been signed by the person authorised to enter into legally binding commitments on behalf of the applicant institution concerned (or a person duly authorised by the legal representative). Each participating institution has fulfilled its contractual obligations in relation to any earlier grants received from the National Agencies concerned. Each participating institution has checked with its National Agency whether there are any national eligibility criteria and/or national priorities in addition to the European ones and whether the National Agency requires any additional information to be submitted in support of the application. 08_PA_COM_

Information provided by the applicants necessary in order to assess their grant application will be processed solely for that purpose by the department responsible for the programme concerned. DESCRIPTION OF PROPOSED PARTNERSHIP Please note that this section must be completed jointly by all institutions participating in the Partnership and must be identical in each copy submitted to each National Agency. 5.1 SUMMARY Summary of the planned Partnership. This description may be used by the European Commission and/or the National Agency when providing information on selected projects, so please be clear and precise and do not exceed 200 words. The project aims at highlighting the importance of Education nowadays in the United Europe. It is a type of Education which differs a great deal from the past and that promotes the use of multimedia activities, the use of internet facilities and e.learning. All this favours a quick communication between schools that are geographically distant but in close contact from the point of view of cooperation. In the course of the two years time attention should be focused on the promotion of an intercultural education in order to combat racism/xenophobia, by carrying out common activities, of different types, which are intended to develop some of the key competences for lifelong learning: Communication in the mother tongue; Communication in foreign languages, Digital competence, Social and civic competences, Cultural awareness and expression. The idea of the project came out from the participation in the Contact Seminar (Tallin Estonia 4th/7th October 2007), in which some of the participants took part and the Seminar of the Council of Europe ( Media literacy development - Graz Austria 5th/7th December 2007) in which the Italian and Rumanian coordinating teachers participated. 5.2 CONTEXT AND MOTIVATION a) What is the general context of each institution involved in the proposed Partnership? Is there a specific context as for example: Are the participants in disadvantaged areas? Do they have specific needs for pupils, staff or other groups, e.g. pupils at risk of social exclusion, pupils with special needs, migrants, refugees? If so, please explain. b) Why do the participating institutions want to take part in European cooperation activities such as this Partnership? What do they expect to gain from European cooperation? Concerning the Italian school, it is situated in a particularly disadvantaged region, where there s the prevalence of Juvenile unemployment and an inadequate development both tourist and industrial. The Austrian, German and Spanish schools are multicultural centres with students coming from different countries, in particular the Spanish students come from 20 different countries, while the 30% of the German ones are migrants from Turkey, Croatia, Kosovo, Eritrea, Serbia etc. Last but not least, the two Rumanian schools have students coming from poor areas, where unemployment prevails. In consequence of this, most parents are obliged to work abroad, leaving their children with other members of the families. Moreover, many Rumanian students are gipsy children, for whom special efforts are made to integrate them. We consider that this partnership is extremely important for our schools within the context of the European Community. Our students feel the need of knowing better and appreciate the European values, so that they can really be considered European citizens. Our objectives are to develop intercultural relationships and exchanges by using ICT and a shared interactive website. We want our teenagers to become active European citizens. The borders of the European community will be removed; there will be only a free and open space, where we ll be able to travel and meet our own partners. 5.3 OBJECTIVES OF THE PARTNERSHIP - What are the concrete objectives of the partnership? - Explain what subjects or problems you intend to address. - What approach will you take to achieve your objectives? The objectives of the project will be the following ones: to favour a quick communication among geographically distant European partners, within the United Europe, through the use of the new media (internet, video-conferencing etc.); to consolidate the students competence in using foreign languages and their own mother tongue; to let students use not only their computer science abilities but also their creativity; to make the educational context aware of the social problems (in particular racism and xenophobia) and favour the union among peoples with different backgrounds at international level; to let all the educational staff develop the skills of teamwork; to produce a common website; to edit materials on the web: articles, video clips, short stories, fairy tales etc..... The project will be focused on the cross curricular learning and, therefore, as many subjects as possible will be involved, from literature to religious studies. A communicative approach, based on the use of I.C.T. and foreign languages, will be used throughout the whole phases of the project. First of all, teachers will exchange information with the colleagues of the partner schools and work together on common topics and common didactic activities. Students, on the other hand, even the disadvantaged ones, will be encouraged to get in touch with other European penpals, to share common interests and information of various kind. They should be motivated to make research on different topics, to use their creativity, to use foreign languages and their own mother tongue and to improve their abilities in the field of the computer science technologies. The local communities (students parents, other schools, etc..) will be able to find all the final products on the web site, common to all the participant schools. 5.4 PARTNERSHIP AND DISTRIBUTION OF TASKS Please explain the distribution of tasks between participating institutions and the competences required from each of them. Also explain how you will ensure the active involvement of all partners in common partnership activities. The coordinating school will establish the contacts (via e.mail) with the partner schools and will coordinate the various planned activities. It will always give support to any participant in case of 08_PA_COM_

26 difficulty. Finally, it will create, maintain and update the common website with the materials produced by all the partners. The new technologies, such as internet, e.mail, chat, videoconference will be used by all the participants. They are indispensable for a quick communication among partner schools. Together with the necessary software, they will be used to elaborate the common website and the other final products (video, CD Rom, multicultural newspaper, collection of short stories and fairy tales.). 5.5 COOPERATION AND COMMUNICATION Please explain how effective cooperation and communication between participating institutions will be organised. Cooperation and communication between participating institutions will be organized through a clear, detailed, common plan of activities, which will be monitored throughout the different phases of the project in order to test its efficacious results. All the educational staff, in particular teachers and students, will exchange information with the partner schools and work together on common topics and common didactic activities, sharing common values end, above all, the awareness of being European citizens. They will also have the opportunity of taking part in the mobility and enriching their own cultural background with a European dimension. 5.6 EUROPEAN ADDED VALUE What impact and benefits of European cooperation do you expect Partnership activities to have on persons (pupils and staff) and on the participating institutions? The impact will be significant not only on the participant schools but also on their local communities. 28 The coordinating teachers of the partner schools will have the task of monitoring, during all the phases of the project, the different coordinates that will contribute to the elaboration of the final products. Some questionnaires will be prepared and answered by a sample of teachers, students, parents, non-teaching staff of the participant schools ACTIVE INVOLVEMENT If your partnership focuses mainly on pupil involvement, please explain to what extent they will be involved in the planning, implementation and evaluation of project activities. And/or If your partnership mainly deals with pedagogical or management issues, please explain how all relevant staff will be actively involved in planning, implementation and evaluation of project activities. In order to achieve the objectives of this project, it will be necessary to obtain the collaboration of the whole educational staff: teachers of all subjects, heads, non teaching staff, students and their parents. A leading committee will be created in each partner school. In particular, students will be always actively involved in the project. First of all, they will give their contribute in the phase of the planning and the organization of the activities. They will make efforts to improve their linguistic skills and will be encouraged in getting in touch with foreign pen-pals and collaborating with them. They will make research work on specific topics, write articles, short stories, fairy tales and, finally, they will use the I.C.T. (information and communication technologies). At last, in the evaluation phase, students will fill in questionnaires prepared by the teachers involved in the project. The quality of the collaboration among students, the quality of the linguistic preparation and, in the end, the quality of the final products will be essential coordinates subjected to evaluation INTEGRATION INTO LEARNING AND/OR OTHER ONGOING ACTIVITIES If the project focuses on pupil involvement, please explain how the project will be integrated into the curriculum / learning activities of the participating pupils in each of the participating organisations. The project will be integrated into the school curriculum of each participating organization. Teachers will introduce it in their own syllabus and will involve students in group work activities on various subjects, such as: history, geography, civics, foreign languages, economics, science, literacy, arts, ICT, religious studies and national law. Students will get involved in the project at all levels through research, discussion, writing texts, production of multimedia presentations.
