2 A-^ Welcome and Inaugural address by Prof. Bhaskar Ramamurthi, Directorr IIT Madras & Chairman NPTEL PIC. Prof. Bhaskar Ramamurthi welcomed everyone. He summarized, the course status under NPTEL and stated that the first priority was to complete all courses under Phase II. He wanted to make sure that more than 600 courses would be completed and uploaded on the NPTEL website and YouTube by December 2012 and the remaining courses would be completed by March 2013.He requested for a list of courses that would be completed by December 2012 from all participating institutions along with the commitment to complete the remaining by May He requested all PIC members to continue to urge the SMEs in their institution to complete their allotted courses at the earliest and submit them not later than April/May Prof. Bhaskar Ramamurthi also emphasized the need to discuss future plans leading to a possible NPTEL Phase III. TEL coordinators from all partner Institutions agreed to complete and submit/upload NPTEL Phase II courses at the earliest and also get the course proposals for Phase III ready. Approval of last PIC meeting minutes & summary of progress of NPTEL courses Presentation by Prof. K. Mangala Sunder followed by other coordinators Minutes of the last PIC meeting were approved since there were no comments from the members. Summary of Prof. K. Mangala Sunder's presentation: Phase I : Web courses -125, Video courses - I37 Phase II (Ongoing) Courses proposed 600 Course titles received 1245 Courses assigned 990 Courses unassigned 255 NPTEL website and Youtube statistics were presented. NPTEL channel had the largest number of channel views on YouTube among academic channels throughout the world. Prof. Mangala Sunder said that by December 600 courses are expected to be completed and the remaining 350 plus courses are expected to be completed by March/April, He requested the other PIC members to assist in completing this task. The committee decided to accept new course
3 proposals from SMEs only if they can commit to completing the course by April/May,2013, and send for review and upload by June Ratification of payments made to SMEs and reviewers and Collection of Utilization Certificate' All payments made to SMEs and Reviewers, after the last PIC meeting held on June 28,2012, were approved. The members were requested to submit Utilization Certificates (UC) up to November 30, 2012, which is required by MHRD for the release of balance of funds. Prof. K. Mangala Sunder requested all PIC members to commit all honorarium payments to SMEs and Reviewers for the courses that are expected to be completed and submit request for additional funding at the earliest, if needed, to complete the project. Massive Open Online Courses (MOOCs) and other NPTEL online initiatives Dr. Andrew Thangaraj in his presentation spoke about Massive Open Online Courses (MOOCs). Several leading-tiniversities worldwide are currently offering MOOCs on different subjects through popular online portals such as Coursera, Udacity and EdX. A typical MOOC consists of lecture videos, interactive content, web portal for social learning, quizzes, machine-gradable assignments and exams. The university or the portal gives accomplishment certificates for some courses. MOOCs and other similar online initiatives appear to be attractive for the consideration of NPTEL in Phase III. He explained about the sample live course offered by IIT Madras, on trial basis, in the Jul-Nov 2OL2 semester on Design and Analysis of Algorithms by Prof. C. Pandu Rangan, Department of Computer Science and Engineering, IIT Madras. Details regarding this sample live course: The course was advertised on the NPTEL website and about 8 institutions participated by video conference. Vidyo platform provided by the National Informatics Centre through National Knowledge Network project was used for live webcast and the course duration was from 4h September,2}Izto 30ft October, z}l2,timings: Tue, Thu pm Observations: The course was received well, and technology was found to be good but the interest level of students seemed to drop towards the end. A
4 ,n. agreed to host some more live online courses, on a trial basis, and suggested "o*-ittee to try offering course credits (in coordination with some private institutions) for students so as to sustain their interest levels. These courses may include assignments and exams prepared by the SMEs and conducted at respective participating institutions and all grading done by the nominated faculty from the participating institutions. Several committee members made positive comments about MOOCs, particularly in the Indian context and suggested that this be implemented at the earliest. Massive Open Online Course (MOOC) and online certification programme in three Computer Science subjects for undergraduate students Prof. Bhaskar Ramamurthi said that Information Technology (IT) industries are hiring on an average 250,000 students per year, and, by the year 2020, the numbers are expected to jump to between 500,000 to 800,000 students. He pointed out that the recent trend in the world was towards online education and online certification prograrnmes, and emphasized the importance of starting the certification prograrnmes in collaboration with the industry for creation of targetoriented courses that will improve the employability of students. He also said that NPTEL is around 8 years old and currently has more than 600 courses available and 300 additional courses expected to be completed by Dec., 2012, in various Engineering disciplines including Humanities and Management. With this existing large repository of courses under NPTEL, the logical next step would be to undertake the huge experiment/project of designing and implementing certification prograrnmes leading to a Virtual University. He said that initial meetings were conducted along with IT industry representatives to explore the possibility of target-oriented certification programmes and more meetings/workshops would be conducted to fine-tune the details. Methodology ' Basic courses in Computer Science: Programming, Algorithms, Data Structures ' Model: Interactive content, online portal with mentors from academics I industry, social leaming, quizzes, machine-gradable assignments. This can be accompanied by synchronous delivery of course contents and problem solving at regular intervals. 4
5 IT industry support. Provide volunteers from among their senior employees to assist IITs in Next step preparation of courses. Provide mentors from among their employees for answering questions and clarifying doubts of registered students through web portal. Conduct certification exams at IT company premises The Chairman requested NPTEL to organize a workshop with participants from IITs /IISc /IIITs A.{ITs and IT industry to evolve course structure and syllabus for the three CS courses: Programming, Algorithms, Data Structures. The workshop is to be held at IIT Madras at the earliest possible date. Proposals for NPTEL Phase III The online certification model in computer science could be replicated in other areas. The following suggestions were made in this regard. o Start with a few courses - particularly courses in which industry might be interested and will assist in student placement, as well as of cofllmon interest to a large number of science and engineering students and teachers. r Open to 3d year engineering undergraduates, gtaduates in sciences o Course credit to be given by AICTE or Private Institution/s wherever possible o Discuss with NASSCOM and other industry representatives and come up with course proposals and provide course maps o Request industry to assist in conducting exams, provide mentors, facilitate automatic grading for assignments, exams etc. o Centre for Continuing Education (CCEs) at IITs / CCEs jointly with the industry to issue certificates - Certification from industry to help students with their placement in their industry o Implement scaled up versions o Reach a large pool of various types of students o Create course material that is compatible to students and industry o Get commitment from colleges for participation by students Other proposals;
6 r.d&9.,.-ri"*l o Online M.Tech progralnmes for Engineering college teachers under QIP or online M.Tech based on industry needs o Revitalize existing NPTEL courses or add new courses Proposals for a possible NPTEL Phase III should be ready by February 20L3 for timely submission to MHRD for consideration. Update on Storage server purchase & audio / video equipment purchase Prof. Mangala Sunder updated everyone about the audio/video equipment tender and said that they could expect video equipments to be delivered to their respective institutions within two weeks. Update of transfer of courses from CDEEP, IIT Bombay, to I\PTEL Prof. R. K. Shevgaonkar had informed that two of the CDEEP recorded courses have already been identified for transfer to NPTEL prograrnme with necessary changes in style and format compatible with current NPTEL requirements. The SME concemed will be paid the honorarium less what they received from CDEEP already after completing all remaining additional quadrants. Both he and the TEL Coordinator for IIT Bombay Prof. Chandorkar had suggested earlier that the course videos would be sent to IITM for a quick check on mastering for broadcast and for compression quality for both audio and video before being added to NPTEL repository. All faculty who had recorded these lectures would complete the remaining quadrants as soon as possible. Mastering for broadcast of I\PTEL Phase 2 videos After discussion by the committee members the Chairman suggested that each participating institution should create a master copy of every course in tape/any other media that is suitable for archiving and broadcasting. The Studios can buy tapes in the interim for backing up or wait for the storage server to be delivered to them for digitally archiving the mater copies.
7 Phase I courses - progress on addition of other quadrants The committee recommended to call for proposals from engineering colleges to provide the other quadrants for NPTEL phase I courses. Ideas on course work coordination in Humanities and Social Sciences Programme by Prof. M. N. Panini, formerly Professor, Jawaharlal Nehru University, New Delhi To emphasize the importance of humanities courses in NPTEL, Prof. Panini spoke about the need to inform and enrich public debates on questions such as global warming and climate change using inputs from social sciences. He also pointed out the need for understanding contemporary India in the global context, and the role of social sciences in gaining such an understanding. He proposed the following methodology for creating courses in Humanities and Social Sciences: Stress on the comparative method. Irssons should offer relevant comparisons of diverse sociaupoliticaveconomic contexts. Insistence on comparison is one method of injecting objectivity. Stress on empirical substantiation of inferences and generalizations. Insistence on mining case studies, ethnographies, media sources and survey research to back up concepts and theories Stress on a 'holistic' approach that removes scientific skepticism by encouraging students to interrogate all altemative viewpoints on a given theme. The committee welcomed Prof. Panini's suggestions, and urged him to form a team with faculty members form IITs and other institutions. The team is to identify fundamental courses that are taught in major Indian Universities and also at IITs in the UG and PG levels, and suggest suitable curriculum for both Engineering and Arts/Science Colleges. Prof. Panini will be given the necessary administrative and infrastructure support and reimbursed expenditure related to the NPTEL programme in Social Sciences.
8 Status on workshops Prof. Mangala Sunder stated that the partner institutions have conducted more than 80 workshops. He said that a tender was issued, via open tender process, for the completion of 300 NPTEL awareness workshops with a minimum of 150 participants for each workshops and is expected to be completed on or before March 31,2013. Prof. K. Mangala Sunder requested all PIC members to conduct more workshops - NPTEL Awareness and Course specific within the next 3-6 months. He also stated that reimbursement of funds can be made to other institutions for hosting NPTEL Awareness workshops in their college and invite at least 50 percent faculty from neighboring institutions. Each workshop can bring between 100 to 200 faculty participants and given directions on how to use the NPTEL contents. The committee also suggested interacting with SMEs via video conferencing for the course specific workshops as an alternative to traveling to various locations. Status on feedback collection by Dr. Jayanti Ravi, IAS, Commissioner, Dept. of Higher Education, Govt. of Gujarat Prof. Mangala Sunder said that three different feedback forms are collected at present. They are online feedback form on NPTEL website (short version), detailed feedback form (long version) and workshop feedback form. He said that Dr. Jayanti Ravi, IAS has offered to collect feedback forms (long version) in five states viz. Tamil Nadu, Andhra Pradesh, Pondicherry, Kamataka and Gujarat by using student volunteers from IIT Madras to start with during December 2012 semester break. Members were requested to provide feedback from their institute students at the earliest. The students will be provided a one-time honorarium for their efforts and also reimbursed their expenses related to data collection at rates approved by the IC & SR, the centre in IIT Madras which administers NPTEL. Already about 15 volunteers have been identified and efforts are on to reach out to academic institutions in the above States through the Secretary for Technical Education in each of them.
9 t lf."nootogy Augmented Learning and Education Environment Management', TALEEM by Prof. K. R. Srivathsan, Director, Chinmaya Institute of Technology, Chalakkunnu, Kerala Prof. Srivathsan explained about the objective of TALEEM which was to provide a comprehensive ICT augmented environment for developing, deploying and conducting formal courses over a distributed environment of affiliating universities and their colleges. He stated that TALEEM methodology can be suitably adapted to various modes of education - regular classroom in colleges, affiliating universities, open universities, online and hybrid modes of education. He stressed that TALEEM's focus is on facilitating the processes of course design, deployment and conduct across a network (or clusters) of institutions / colleges / affiliating universities /communities of practice. NPTEL PIC requested Prof. Srivathsan to provide a detailed academic prograrnme and a budget for educating teachers through various training prografllmes organized under TALEEM. Extension of I\PTEL Phase II until June 2013 without any additional financial commitments and details of activities for NPTEL beyond December,2012 The committee after discussions requested the chairman to request MIIRD for Phase II extension, without any additional financial commitments, until June Conclusion The committee agreed to complete around 600 courses by December 20.12, on a priority basis, and as a pilot project try 2-3 courses, with industry collaboration, for certification prograrnmes.
