5 1. Background to the Proposal The proposed programme is a proposal for the off-site delivery of the level 3 top-up of the B Eng. (Hons) Mechanical Engineering in Singapore with effect from January 2002, in collaboration with Tyndale Education Consultants. This is an extension to the level 3 Mechatronics programme delivered in Singapore since July 1997 and would utilise the same delivery structure in part-time, intensive delivery mode. Both the External Examiner annual reports and SQC monitoring of comparability of standards confirm that the provision is in good academic health, and that the partner, students and external examiner are satisfied with existing provision. However, there is a perceived need to extend provision, particularly due to competition. Following market research, an opportunity has been identified to extend provision to include Mechanical Engineering The Proposal seeks to recruit twenty students to Mechanical Engineering per intake, recruiting a total of fifty students per intake in total, including the Mechatronics students. There are two intakes each academic year. 2. Collaborative Arrangements Delivery of the programme is co-ordinated by Tyndale under arrangements specified and approved at validation in accordance with University structures. Tyndale administer the award in Singapore, involving: advertising; providing physical resources such as lecture/tutorial accommodation and learning resources; liasing between students and local tutorial staff; liasing with the programme manager; secretary to the course management meetings 3. Professional Body Involvement None. 4. Aims and Outcomes 4.1 Aims The aims were considered appropriate by the Panel. 4.2 Outcomes The outcomes were considered appropriate by the Panel 5. Curriculum Design, Content and Organisation Four of the Proposal's seven modules are shared with the existing Mechatronics programme currently delivered in Singapore (module codes: ET3000, EB3001, MA3304, EB3303). That there are no new MVTs to be validated. The three Mechanical Engineering modules new to the Singapore iteration, are currently delivered at Telford, where the programme is now in its second year. The standard MVTs utilised by the seven modules currently delivered in Telford, will be used for the out of country delivery. 6 It was agreed that the curriculum design, content and organisation was satisfactory in relation to the intended learning outcomes and experience. 6. Teaching, Learning and Assessment The use of a wide range of teaching and learning strategies was felt to be appropriate The Tutorial Support Staff conduct tutorial sessions on a regular basis, supporting the material delivered by the University of Wolverhampton staff during the intensive teaching periods. The Tutorial Support Staff also perform initial assessment of assignment work to facilitate prompt feedback to students. Final grading is performed by the module leaders. The Tutorial Support Staff conduct regular tutorial sessions to support the Project module, in order to identify any potential problems which may inhibit progress. 7. Student Progression and Achievement Entry qualifications for Mechanical Engineering will be the same as for Mechatronics; a "C" grade or better from a Singapore polytechnic, at Diploma level in an Engineering subject. The Award Leader will interview applicants outside those criteria. The Panel requested the entry qualifications to be made more explicit in Section 6 of the Memorandum of Co-operation The full selection and admission statement is included in the "Generic Documentation for Off- Site Delivery of SEBE Degree Awards". 8. Student Support and Guidance Additional staffing will be required: one additional UW staff per semester and local tutorial support staff for the three additional modules. Four permanent, full-time SEBE staff will go out to each intake to deliver the intensive delivery period and revision and examination. The students receive twenty contact hours with the University of Wolverhampton staff in each of these two weeks. The students can also contact the University of Wolverhampton staff by in weeks The Panel were satisfied that the local Seminar Support tutors were suitably qualified and underwent appropriate recruitment procedures. The Panel found there currently to be satisfactory arrangements for student support and guidance, at academic and pastoral levels. However the Panel recommended the appointment of a UK-based dedicated administrator to oversee the day-to-day management of the programme and provide a constant point of reference for the increasing number of Singapore students and tutors. 9. Learning Resources Based upon his observations at the April 2000 resource visit to Tyndale, the Chair deemed the facilities adequate for the proposed extension of provision. However there was concern that the large number of students - of up to one hundred - could be accommodated for lectures. A lecture theatre is under construction and the Panel required confirmation of its completion or the identification of a specific and suitable alternative prior to the commencement of the programme. 10. 7 The programme follows usual University quality assurance procedures. The home-based Mechanical engineering external examiner has confirmed that he will oversee the overseas students. The UK and overseas scripts are separated after marking to examine comparability. 11. Issues for further consideration or ongoing monitoring by School Quality Committee Due to the close relationship between the Mechatronics and Mechanical Engineering provision, it is important to ensure that review periods for both programmes are aligned. The Mechatronics provision in Singapore was initially validated in 1997 for three years and reviewed in 2000 when it was validated for a further five years, with the next review due in The Panel proposed to validate Mechanical Engineering provision in Singapore for three years ( ) to bring it into line with the Mechatronics review period. The Panel also proposed that a single validation document should be used from that point onwards referring to both awards. This will need to be reflected in Section 18 of the Memorandum of Co-operation. Panel officer to liase with SQC officer to confirm appropriate date of review of both the Mechatronics and Mechanical Engineering provision. The appointment of a UK-based administrator. Ensure the current delivery structure remains in place for the period of validation. Confirmation of the completion of the lecture theatre prior to the commencement of the programme. SQC to receive the CVs of the new local Support tutors by February / March SQC to receive the "Generic Documentation for Off-Site Delivery of SEBE Degree Awards", with updated Overview and Rationale sections. Ensure Team to amend Section 6 of the Memorandum of Co-operation to provide further detail on entry qualifications. 12. Noted: That the ADP had forwarded the proposal to the Overseas Standing Panel, for the Panel to ensure: (i) That procedures are in place for the recruitment and appointment of local tutors and a statement provided outlining the support role undertaken by these tutors and the level and nature of their involvement. (ii) that the findings of the Resource Visit made April 2000 would deem the facilities adequate for the proposed extension of provision (iii) Key Proposer to provide ADP with outline of the formal arrangements between Tyndale and Ngee Ann Polytechnic in providing access for students to library facilities to assure Panel that arrangement does not have financial implications for these University students. Noted: That the proposed programme would be an extension to the level 3 Mechatronics programme delivered in Singapore since July 1997 and would follow the same format of delivery in part-time, intensive delivery mode. Noted: That the Proposal seeks to recruit 20 students per intake, to recruit 50 in total including the Mechatronics students (current maximum is 30 students per intake). There are two intakes each academic year. Noted: That there could be up to 100 students - where teaching two cohorts - on any shared module. This number can be accommodated in the lecture theatre and there are sufficient rooms for tutorial sessions to be staggered, with 25 students in a group. 9 Noted: That additional staffing will be required: one additional UW staff per semester and tutorial support staff for the three additional modules. There was some confusion over the term "visiting lecturer" used in the Proposal Plan, but this will be clarified as "tutorial support staff" in the validation documentation. Noted: That four permanent, full-time SEBE staff will go out each time to deliver lectures, but that it will not be the same four staff each visit to cover the intensive delivery period week 3 and revision and examination in week 15. Tutorial support staff cover the tutorial sessions in weeks Noted: That Dr Ted Morgan and Ms Fiona Mill of the Overseas Standing Panel undertook a resource visit in April 2000 and reported provision at Tyndale to be satisfactory. Students have access to WOLF and to the library provision at Ngee Ann polytechnic. Noted: That in terms of provision, the number of PCs will be increased and purchase of additional software "ANSYS" to service the "Stress Analysis" module is required. Tyndale s commitment to purchase the equipment will be included in the Memorandum of Co-operation. Noted: That Tyndale holds 6 open membership library tickets for students at Ngee Ann polytechnic. However there is little feedback on the level of usage. Dr Ted Morgan suggested the Team should look at ways of increasing library usage, possibly by holding tutorials at Ngee Ann polytechnic. Noted: That market demand is high. Dr C Morgan confirmed that the only other private provider offering BEng (Hons) Mechanical Engineering - the University of Newcastle - is not operating through Tyndale. Dr Morgan also confirmed that to some extent the Mechatronics and Mechanical Engineering programmes were seeking to recruit from the same pool of potential students, but that there was felt to be a significant market for mechanical engineering. Noted: That the home-based Mechanical Engineering external examiner will oversee the overseas students. Noted: That should interest in the BEng Mechanical Engineering be limited, students would be diverted to the Mechatronics programme. Noted: That reference to "University module assessment forms" in Annex 1 of the Proposal plan, should read " University module evaluation forms" Action: Key Proposer to provide the following: (i) a statement on procedures for the recruitment and appointment of local tutors; (ii) a statement provided outlining the support role undertaken by local tutors and the level and nature of their involvement. (iii) outline of the formal arrangements between Tyndale and Ngee Ann Polytechnic in providing access for students to library facilities to assure Panel that arrangement does not have financial implications for these University students. The students can also contact the University of Wolverhampton staff by in weeks The Team provided a list of the SEBE pool of staff contributing to both the Mechatronics and Mechanical Engineering programmes. Noted: That the Team have a number of contacts in other universities who would be available to deliver the intensive period, should there be a difficulty in supplying UW staff. The Panel recommended that, due to the Singapore provision becoming a significant part of the work of the school, a UK-based dedicated administrator should be appointed to manage the scaling up of the provision and to provide a consistent point of reference for the staff and students in Singapore. 13 The Panel was satisfied that there was sufficient core University of Wolverhampton staff available to deliver the award. 4.0 Staffing - local Seminar Support Tutors Noted: That the Team had provided both a statement on procedures for the recruitment and appointment of local tutors who cover the tutorial sessions in weeks 4-14, and a statement outlining the support role undertaken by local tutors and the level and nature of their involvement. Noted: That a number of local Seminar Support Tutors had been working on the Mechatronics programme since it commenced. Noted: That staff are interviewed in Singapore by the Award leaders and then ratified by the SQC. The new staff then undergo the induction procedure outlined in the validation documentation. The Team confirmed that the modules delivered with effect from January 2002 would be common modules in order to give sufficient time to recruit appropriately qualified staff. Interviews for the local Seminar Support Tutors to cover the new Mechanical Engineering modules would be undertaken in January. The Team foresaw no problems in recruiting staff. Noted: Seminar groups are usually twenty-five students (occasionally thirty) delivered in four groups of twenty-five over two nights each week. Places are allocated in advance. There will thus be four tutorial groups covering two modules at any one time. Noted: Student attendance at tutorials is monitored, although there is flexibility for a student to join another tutorial group should time have been missed. The Panel was satisfied that the local Seminar Support Tutors were adequately qualified and undergo the appropriate recruitment procedures. The Panel was also satisfied with the Team s explanation of the local Seminar Support Tutors' role. The Panel was confident that although there was an increase in the complexity of delivering the programmes, the logistics were in place. 5.0 Learning Resources Noted: That Dr Ted Morgan and Ms Fiona Mill of the Overseas Standing Panel undertook a resource visit in April 2000 and reported provision at Tyndale to be satisfactory. Based upon his observations at the April 2000 resource visit, the Chair deemed the facilities adequate for the proposed extension of provision. Students have access to WOLF and to the library provision at Ngee Ann polytechnic. Noted: The Team outlined the formal arrangements between Tyndale and Ngee Ann Polytechnic to provide access for students to library facilities and assured the Panel that the arrangement Confirmed AAR, B Eng (Hons) Mechanical Engineering (Singapore) January 2002, Overseas Standing Panel 13

14 does not have financial implications for the University students. Tyndale currently hold six tickets (the costs are included as part of the programme) for the Ngee Ann Polytechnic library and monitor use of these to ensure additional tickets are purchased if necessary. However, the Chair indicated that he would like to see an evaluation of the student projects to examine the use that students made of the resources in Ngee Ann Polytechnic library facilities. The Team and Panel discussed the appropriate use of reference material in research projects and concluded that as part of project supervision, students should be guided in how to use different sources of resource material for academic research. Noted: That in terms of provision, the number of PCs will be increased and purchase of additional software "Pro Engineer" to service the "Stress Analysis" module is required. Tyndale will also increase the number of standard texts which they purchase. Tyndale's commitment to purchase the equipment will be included in the confirmed Memorandum of Co-operation. Noted: That there could be up to one hundred students - where teaching two cohorts - on any shared module. The Team confirmed that this number would be able to be accommodated in a lecture theatre currently under construction and there are sufficient rooms for tutorial sessions to be staggered, with twenty-five students in a group. Subject to a condition that the lecture theatre is constructed prior to the commencement of the programme, or an alternative site secured, the Panel was satisfied that Learning Resources were adequate for the proposed extension in provision. 6.0 Award Handbook Noted: That the Award Handbook is made available to students in Singapore via the local administrator. It is not available on WOLF. Noted: With regard to the Regulations, the mode of delivery utilised by the existing programme is appropriate for this iteration and the current delivery structure should remain in place during the period of validation. 7.0 External Examiners Noted: That the home-based Mechanical Engineering external examiner has confirmed that he will oversee the overseas students. Noted: The UK and overseas scripts are not separated for marking, but will be separated to examine comparability after marking. The Award reports are separated for monitoring purposes. Noted: The External examiner reports for home-based Mechanical Engineering provision confirm the subject is in good health 8.0 Memorandum of Co-operation Noted: That the draft Memorandum of Co-operation included in the validation documentation was based on the September 2000 B Eng. 15 Co-operation. It has been forwarded to the Director of Tyndale and Dean of SEBE to reflect the addition of the Mechanical Engineering provision. Noted: That the Overseas Standing Panel had not been asked to revalidate the Mechatronics provision, however, it was very important to ensure that both the Mechatronics and Mechanical Engineering provision were aligned. Noted: That Mechatronics provision in Singapore was initially validated in 1997 for three years, that it was then reviewed in 2000 and validated for a further five years, with the next review due in The Panel proposed to validate Mechanical Engineering provision in Singapore for three years ( ) to bring it into line with Mechatronics. Four of the seven modules in the programme are shared with the existing Mechatronics programme. There were no new modules validated as the three remaining modules are currently delivered on Telford Campus. Discussed: The role of the Tutorial Support Staff in Singapore and their responsibilities and involvement in assessment of students. It was unclear whether the support staff would be involved in the assessment process and participate in the supervision of project work. 18 Appendix 4a Appointment of Local Tutorial Support Staff and their Role in the Programmes Prospective tutorial support staff (TSS) for the existing BEng Mechatronics programme are identified by our agents, Tyndale Education Consultants (Tyndale). Initial screening is performed by the Programme Manager (currently Dr Colin Morgan) with reference to applicants CV s and those shortlisted are interviewed by appropriate University staff. Recommendations on appointments are made to SEBE s SQC. TSS undergo induction by University staff, following guidelines approved by SQC. An induction checklist is completed and signed by the TSS and by the appropriate member of University staff. The role of TSS is to conduct tutorial sessions on a regular basis, supporting the material delivered by University staff during the intensive teaching periods. TSS also perform initial assessment of assignment work in order that students obtain prompt feedback of their performance. Final grading of the assignment work is performed by module leaders. In addition, TSS are required to conduct regular tutorial sessions to support the Project module. These sessions are designed to identify any potential problems which could inhibit progress. TSS s report the results of these sessions to the nominated University Project supervisors so that any necessary corrective action can be taken promptly.
