8 Bruges communique: VET excellence With regard to VET, lists fostering innovation, creativity and entrepreneurship, as well as the use of ICT (in both I-VET and C- VET) as one of its strategic objectives for the period : ICT should be used to maximise access to training and to promote active learning, as well as to develop new methods in both work- and school-based VET "encourage effective and innovative, quality-assured use of technology by all VET providers (including public-private networking and partnerships) supported by the necessary equipment, infrastructure and networks, with continuing improvements that reflect developments in technology and pedagogical understanding

9 Employment Guidelines promote effective incentives for lifelong learning of those within and outside employment, "ensuring every adult the chance to retrain or to move one step up in their qualification" EU2020 Flagship Initiative Agenda for New Skills and Jobs highlights the need for digital competences and again improving access to lifelong learning, especially for disadvantaged groups, e.g. vulnerable workers

10 Recommendation on Validation Have in place arrangements for validation of non-formal and informal learning, no later than 2018, to: facilitate a better match between skills and labour demand, address skills shortages in growing sectors promote better transferability of skills between companies and sectors help citizens move around the EU to study and work Increase motivation for lifelong learning, particularly among economically disadvantaged or low-qualified Recommendation supports validation of knowledge, skills and competences which have been acquired through NFIL including, through open educational resources

11 Rethinking education: investing in skills for better socio-economic outcomes 1. Delivering the right skills for employment 2. New ways of teaching and learning: Easier recognition of skills and qualifications throughout Europe Embed the use of new technologies to increase participation and access - ICT and OER Make sure that teachers have up-to-date training & are well-supported 3. New approaches to Funding and Partnerships Opening up Education Increased use of Open Educational Resources (OER), ensuring that educational materials produced with public funding are available to all Better ICT infrastructure and connectivity in schools

12 Possible activities under this Call Opening up infrastructure, providing suitable offer based on local needs, at convenient location or on digital devices Attention to overcoming obstacles such as low motivation, disability, a lack of care facilities to help women and men combine family and work responsibilities with learning, etc. Support regardless of where he/she learns - at work, at home, in the local community, in voluntary activities, or in education and training institutions Partnership & dialogue with existing stakeholders & potential clients/learners

13 Possible activities under this Call Broader provision in existing institutions Networking between existing providers to extend and open access to greater numbers Flexible provision flexible timetabling, programming, opening hours, etc. Flexible courses, e.g. modularisation, combined with validation of NFIL, etc. Virtual or blended provision elearning, OER, MOOCs.
