1 11. Department of Languages The Council performs varied roles with an overall objective of bringing about qualitative improvement in humanities education in schools. It has been involved in the development of model syllabi and teaching-learning materials in Languages for upper primary, secondary and higher secondary stages The Department of Languages was set up on 1 July Languages provide a bank of memories and symbols inherited from one s fellow speakers and created in one s own lifetime. They are also the medium through which most knowledge is constructed, and hence they are closely tied to the thoughts and identity of the individual. Effective understanding and use of languages enables the child to make connections between ideas, people and things and to relate to the world around. Recognition of the linguistic abilities of learners would encourage them to believe in themselves and their cultural moorings. The department is actively involved in promoting language education through development and evaluation of curricula and instructional materials, professional development of teachers and research in language education in general and in the languages, Hindi, English, Urdu and Sanskrit at all stages of schooling. The department lays emphasis on empowering teachers through its training, face-to-face and teleconferencing mode on issues related to teaching of languages. The Department of Languages advocates: Use of Home language(s) of children as the medium of learning in schools. According to Article 350A of our Constitution, It shall be the endeavour of every State and of every local authority within the State to provide adequate facilities for instructions in the mother tongue at the primary stage of education to children belonging to linguistic minority groups. The linguistic diversity of India poses complex challenges but also a range of opportunities. Multilingualism confers definite cognitive advantages. The three-language formula is an attempt to address the challenges and opportunities of the linguistic situation in India. ANNUAL REPORT
2 In the non-hindi speaking states, children learn Hindi. In the case of Hindi speaking States, children learn a language not spoken in their area. Sanskrit may also be studied as a Modern Indian Language (MIL) in addition to these languages. At later stages, study of classical and foreign languages may be introduced. Major Activities of the Department during RESEARCH A status study on the implementation of Three Language Formula has been taken up by the department. Tools have been developed. The study is in progress. DEVELOPMENT Textbook Development Programme The department is bringing out textbooks in four languages; English, Hindi, Urdu and Sanskrit in a Phased manner. The textbooks have been developed by the Textbook Development Teams set up for each textbook/class involving academicians, practicing teachers and the NCERT faculty. The textbooks are carefully designed and professionally edited and offer interactive spaces for children. Supplementary Readers have been developed in all the four languages, which aim to promote reading among children by providing extensive readers. As a general policy the workbooks, which were focused on grammar, have been integrated into the textbooks. 3 Class XII Hindi (Core) Aaroh-II Vitan-II Hindi (Elective) Antara-II Antaral-II Urdu Gulistan-e-Adab-II Khayaban-e-Urdu-II English (Core) Flamingo Vistas English (Elective) Kaleidoscope Sanskrit (Core) Bhaswati-II Sanskrit (Elective) Shaswati-II Documentary on the Life and Works of Acharya Hazari Prasad Dwivedi The department, in collaboration with CIET, produced a documentary film on Acharya Hazari Prasad Dwivedi on the occasion of his birth centenary. The documentary depicts the life and works of Hazari Prasad Dwivedi and his services to people. TRAINING AND EXTENSION The faculty of the department participated in the training programmes for teachers on NCERT s New Textbooks in Language organised in a face-to-face mode. The faculty of the department was also involved in the training of teachers and teacher-educators on new textbooks in languages through teleconferencing. National Seminar on the Hindi Literature Munshi Premchand A National Seminar on Premchand, Bachchey aur Shiksha was organised at Sarnath, Varanasi, from July 2006 to mark his 125th birthday. It was a journey through his literary works, of understanding Munshiji s works and ideologies. The memories of his era came alive when the participants visited Munshiji s village Lamahi. NATIONAL SANSKRIT PROJECT Competitions for School Students A three-day National Sanskrit Competition was organised by the department at NIE Campus, New Delhi from February 2007 for school students at secondary and senior secondary levels. The competitions conducted included: (i) Shlok Path (ii) Shlok Sangeet (solo) (iii) Shlok Sangeet (group) (iv) Vaad Vivaad (v) Natya (vi) Prashnamanch (vii) Debate (viii) Shlokantakshari. Eight hundred schools from in and around Delhi participated in the competitions. Scholars from Universities, SCERT and practicing teachers acted as judges for the competitions. Professor Ravindra distributed certificates and prizes to the winners. National Seminar on Teaching of Sanskrit through Sanskrit National Seminar on Teaching of Sanskrit through Sanskrit was organised from March 2007 at NIE Campus. School teachers and teacher educators from all over the country participated in the seminar. Papers ANNUAL REPORT
4 Professor Munishankar Jha, Former Education Secretary-cum-DPI Govt. of West Bengal addressing the National Seminar on Teaching of Sanskrit through Sanskrit, Professor G. Ravindra, Joint Director, NCERT at the dias as Chief Guest were presented on various problems, issues and emerging strategies of teaching of Sanskrit through Sanskrit at school level. 5 Training of Teachers at Goa A five-day training programme for Sanskrit teachers of secondary stage was organised by the department at SCERT Goa from February 26 to 2 March 2007 on Guiding Principles of NCF-2005 and the New Syllabi and Textbooks. Language education and emerging issues in teaching of Sanskrit, both as a classical language and as a modern Indian language, in the context of the position paper on Teaching of Indian Languages was discussed. Major Contributions of the Faculty Professor Ram Janam Sharma, Head was Chief Coordinator of the second phase of Textbook Development Programme in Hindi, English, Urdu and Sanskrit. He was the chairman of script committee and a member of a team of audio-visual programmes of phase-i Hindi textbooks for Classes VI, IX and XI. He worked as a member secretary of National Focus Group on teaching of Indian Languages. He coordinated a programme on Pt. Hazari Prasad Dwivedi and contributed in the development of a film on him. He worked as resource person in various training programmes organised by NCERT. He coordinated the programme on developing sample papers in languages (English, Hindi, Urdu and Sanskrit) for CBSE. Professor K.K. Mishra worked as a member coordinator for Sanskrit textbooks for Class XII. He was the coordinator of the National Sanskrit Project and organised National Sanskrit Competitions for school students. He also organised National Seminar on Teaching of Sanskrit through Sanskrit on March 2007 at NIE and Training programme for Sanskrit teachers of Goa. He worked on a training manual for resource persons in Sanskrit in the context of NCF-2005 and a book on Khelvidhina Sanskrit Shishanam (Learning by playing). He attended all India Sanskrit conference held at Bhubaneswar on January He contributed as a resource for the training of Key Resource Persons (KRPs) in developing the question papers for Bihar School Examination Board Patna. Professor Usha Dutta worked as a member coordinator of textbooks in English for Classes II and IV. She participated as a resource person for the training programmes organised by RIEs for teachers on NCERT s new textbooks and NCF She also contributed in the development of source book on evaluation. Shri Nasiruddin Khan, Reader was member coordinator for the textbooks in English for Class VII. He participated in a two week training programme for curriculum development in first language first organised by Mohidol University in Collaboration with UNESCO during June He also acted as a resource person for the training of teachers and teacher educators organised by NCERT through teleconferencing and also face-to-face training programme organised by RIEs departments on NCERT's new textbooks and NCF He also wrote a script for a video programme titled Birthday Party under the series Let s Recite. 6 Dr Chandra Sadayat, Reader coordinated the textbook programme in Hindi (A Course) for Class X. She worked as a resource person for training programmes conducted through teleconferencing for teachers and teacher-educators on new textbooks and NCF-2005 and face to face training programme organised for teachers. She contributed in the preparation of audio video materials in Hindi. Dr K.C. Tripathi, Reader was a member coordinator of textbook writing team for Sanskrit textbook for Class X and was also a member of textbook development team for textbook in Sanskrit for Class VII. He worked as a resource person for the training of teachers in Sanskrit through teleconferencing and face-to-face mode. He published three Articles on Vedic Sahitye Agnih, Vidya Ek Vishleshan and Abhijnanshakuntlam Mein Prem Ke Vividh Roop. He participated as an expert in a teachers training programme at SCERT, Goa organised by the Department. Dr Sneh Lata Prasad, Reader coordinated textbook programme in Hindi for Class X B course. Her articles Yugdrishta Premchand and Shiksha Matr Saksharta Nahi are published in Kala Abhipraya and Aalekh Sambad. Dr Mohammad Nauman Khan, Reader, was a member coordinator of textbook development programme in Urdu for Class XII textbook and a supplementary reader. He worked as a resource person for four workshops conducted in Madhya Pradesh for the development of State Curriculum Framework (SCF) and Urdu syllabi of Rajya Shiksha Kendra. As a resource person he participated in a workshop organised by CIIL, Mysore to finalise University NTS material production in Urdu, and participated in training programmes of KVS Urdu teachers. He contributed in national seminar on Premchand and an International Seminar on Firaq Gorakhpuri organised by Sahitya Academy. Dr Khan s programmes on Urdu textbooks, Urdu literature were broadcast by AIR New Delhi. He has also published two books, Bhopal Mein Urdu and Talash-O-Tajziya during the year. Dr Sandhya Singh, Reader was member coordinator of textbook development team in Hindi core course for Class XII. She is involved in the production of Audio Video programme for Class XI Hindi Course and development of syllabus for creative writing and translation course for Classes XI and XII. She was a resource person for the training programmes conducted through Teleconferencing for teachers and teacher-educators and face to face training programme. She organised national seminar on Premchand, Bachchey aur Shiksha held at Varanasi and her article Taleem Ki Zameen was published in Jansatta. Dr Sanjay Kumar Suman, Lecturer coordinated the textbook development programme in Hindi for Class VII and the supplementary reader. He was a member coordinator of the textbook in Hindi (as a second language) and was a coordinator and editor for the development of supplementary reader in Hindi (mother tongue) of Class VII. He also contributed as a resource person for the training of teachers organised through teleconferencing and face-to-face mode. 96 ANNUAL REPORT
7 Dr Mohd. Moazzamuddin, Lecturer coordinated the textbook development programme in Urdu for Class II. He prepared a programme on NCERT s new Urdu textbooks, which is broadcast by AIR. His article Aizaz Afzal-Sehar Nigar published in an Urdu book Deedawar Phankar. Dr Lal Chand Ram, Lecturer coordinated textbook development programme in Hindi for Class XII Elective course and also a supplementary reader. He published a book titled Shiksha Ke Sarokar. Dr Faruq Ansari, Lecturer was a member coordinator of textbook development programme in Urdu, and a Supplementary Reader for Class X. He attended a workshop on Standardisation of Urdu Script organised by Aligarh Muslim University. Dr Kirti Kapur, Lecturer worked as a member coordinator for Class X supplementary reader, in English. She was also a member of the textbook development team for Classes X and XII. She was a member of the team for the development of the syllabus for 'Creative Writing and Translation' of Classes XI and XII textbooks. She worked as a resource person for teleconferencing programme to orient teachers and teacher educators. She contributed in workshop organised by NCERT for the development of exemplar questions for testing higher mental abilities at secondary stage. Shri R. Meganathan, Lecturer was a member coordinator for the textbook in English for Class X. He worked as a resource person for the training programmes-both teleconferencing and face-to-face mode. He is working on a research study titled Implementation of Three Language Formula in Indian Schools. He published his first collection of poems titled Sounds of Silence and an article, English Language Education in Indian Schools: The Great Indian Divide in the EDUTRACK. He contributed in developing exemplar questions for testing higher order mental abilities for secondary stage in English. He is also one of the team members of a research study Case Studies of School Management of Low Performing Navodaya Vidyalayas. Dr Diwan Hannan Khan, Lecturer coordinated textbook development programme in Urdu for Class IV. He reviewed three Urdu textbooks developed by DPPI Office, SSA Karnataka. He presented radio programme on 'Literacy in Urdu textbooks, which was broadcast by AIR. Dr Pramod Kumar Dubey, Lecturer coordinated the textbook in Hindi for Class VII and Second language for Class VI. He worked as a resource person in training programmes organised by NCERT for teachers through teleconferencing and face-to-face mode. Dr Chaman Ara Khan, Lectrer coordinated textbook development programme in Urdu for Class VII and a Supplementary Reader in Urdu for Class VII. Dr Varada M. Nikalje, Lecturer was member coordinator for Class XII English Elective textbook. She participated in orientation programmes for teachers through teleconferencing. She presented a paper on Evaluation and Multiple Sources of Learning. She presented a paper on Linguistic Human Rights in the seminar on Education and Human ANNUAL REPORT
8 Rights, held at MERI, New Delhi. She participated in national seminars on the Education Commission organised by NUEPA. She also participated in a seminar on National Policy on Education and Bhoti Language, jointly organised by Trans-Himalayan Parliamentary Forum and Himalayan Buddhist Association. Her articles Equality of Languages, and Reading Culture and School Teachers are published in The Primary Teacher and MERI Journal of Education. Smt Meenakshi Khar, Lecturer was a member coordinator of the textbook development team for Class XII English core course and Supplementary Reader. She worked as a Resource Person in training programmes organised by NCERT through teleconferencing and face-toface mode. Dr Ranjit Behera, Lecturer coordinated the textbook development programme in Sanskrit for Class VII. He contributed in a face-to-face training programme for Sanskrit teachers of KVS at Upper Primary stage and orientation of Sanskrit teachers. Shri Naresh Kohli, Lecturer was member coordinator of textbook development programme in Hindi (Second Language).
