2 Dear Participants A warm welcome to the Third Regional Technical Workshop on U-DISE for District MIS Officials jointly organized by UNICEF and NUEPA. This note is to provide you background of the Technical Workshop, Workshop schedule and general administrative information. Part 1: General Administrative Information Venue: The Venue of the Technical Workshop is: Hotel The Lalit 180 Rajiv Gandhi IT Park, Near DLF Commercial Complex, Chandigarh, Timing: 22 November hrs hrs 23 November hrs 1730 hrs Participants are requested to carry their Laptop with Oracle and U-DISE Software installed along with U-DISE data. Arrival: All participants are expected to reach the venue on 22 nd November Departure: The Workshop will conclude on 23 rd November 2015 at 1730 hrs. Participants can plan their departure for 23 rd November 2015 after 1730 hrs. Accommodation Accommodation has been arranged as follows for all participants for Two Nights (21 st November and 22 nd November). However UNICEF may arrange accommodation for some participants for 23 rd November, 2015 night on the written request from state SSA office, if train/bus facility is not available after 5 PM. The negotiated package includes accommodation on single/double occupancy with buffet breakfast, buffet lunch and dinner, two tea/coffee services during the workshop and 24 hours of Wi-Fi services. Bills for expenses viz. room service, laundry, beverages, personal telephone etc not included in the conference package and it should be settled by you directly with the hotel. How to reach hotel Hotel The Lalit : The Lalit Chandigarh hotel is located in Rajiv Gandhi IT Park city s business hub, which is about 7 km from Chandigarh Railway Station, take 15 minutes to reach and 10 km from Inter State Bus Terminal (ISBT), Chandigarh, take 20 minutes to reach. 4 Part 2: Background of the Workshop Review Committee on Educational Statistics constituted by the MHRD recommended adopting unified system for collection and dissemination of educational statistics to overcome difficulties arising from multiple sources of data on education. As sequel to this, an expert group was constituted by the MHRD to prepare road map to evolve unified system for collection of school education statistics. Further, the expert group recommended integration of DISE and SEMIS into one single system from the academic year onwards. In view of the recommendations of the expert group, MHRD issued notification on September 18 th, 2012 informing states that one Data Capture Format (DCF) is to be used for the entire school education, DCF is to be printed from the U-DISE software, data entry to be handled by SSA MIS/DISE Officials and one Nodal Officer to oversee the management of U-DISE during data collection. To share the report of the expert group and Data Capture Format, the Department of EMIS, organized Workshops on Unified System of Collection of School Education Statistics at NUEPA, New Delhi during June 27 & 28, 2012 & August 22 & 23, In view of the MHRD s notification, states made necessary arrangements and launched data collection. Barring a few, states printed DCF from the SW; a few printed at the State level and others decentralized DCF printing at district level. States issued necessary notifications for smooth collection of DISE data. In the following years also, all the states collected U-DISE & data and submitted to the National level agencies. Further, states utilized U-DISE data and formulated district annual plans both under SSA and RMSA. To further strengthen U-DISE activities in with regard to management and software aspects, another National Technical Workshop on Unified-DISE was organized by NUEPA during August 25 th & 26 th, 2015 at New Delhi. Objectives of Workshop The main objectives of the Technical Workshop are as follows: To discuss U-DISE software with emphasis on consistency check and reporter module To introduce concept of Semi-online U-DISE software To familiarize concept of Student Database Management Information System; and To discuss quality, sharing, dissemination and utilization of U-DISE Data. The Ministry of HRD has decided that its forthcoming statistical publications concerning school education from onwards will be based on U-DISE data. It has also been decided that all school-related variables of All India School Education Survey (AISES) would be collected through U-DISE only in view of which all AISES school-related variables not covered in U-DISE were added into U-DISE DCF: , for the first time. No modifications have been proposed in U-DISE Data Capture Format. Methodology The focus of the Workshop would be on semi-online U-DISE SW, Student Database Management Information System and Data Capture Format which is to be used during data collection and management and software aspects in view of which detailed presentations will be made on these and other aspects. 7 U-DISE Toll-Free Number F.No.NUEPA (EMIS-DISE Data)/ July 23, 2015 Subject: Unified DISE: Dear Sir/ Madam, I believe that you have downloaded the U-DISE Data Capture Format posted at You are requested to please initiate the following steps to ensure smooth data collection and complete coordination between all officers involved in U-DISE: (i) All the States/UTs to print the DCF from the U-DISE software only. States may like to explore possibility of using semi-online mode of U-DISE software. (ii) Before DCF is printed, identify and initialise schools which were not covered under U- DISE: Update School Directory w.r.t to up-gradation of schools, closed schools, merged schools etc. Please ensure that DCF also reaches to degree colleges having classes XI & XII during data collection. Please also see list of missing schools reported by users available at (iii) Observe U-DISE Week/Fortnight so that data from across the state is collected during the said period. It is also proposed to observe September 30 th, 2015 as U-DISE-day with focus on data sharing, dissemination, poster-competition, address by SPD and DPC, reward to MIS officers for outstanding work etc. (iv) To share DCF: and other related issues, organize orientation programmes & video conferencing at cluster, block, district and state levels. (v) Special drives may be initiated (advertisement in local newspapers, through SMS, FM Radio etc.) to ensure data collection from all the schools imparting school education including private unaided schools. Please launch media campaigns. (vi) Officers of the mainstream departments (Directorate of Education, Directorate of Economics & Statistics etc) responsible for educational statistics may also be involved in process of U-DISE data collection at all levels. (vii) Please ensure 100 percent checking of filled-in DCF at CRC level, 20 percent at block and 10 percent at district level. MIS Coordinators to ensure use of Consistency Module provided in the software and remove all inconsistencies in data, if any with the help of BRC and CRC Coordinators and school HMs/Principal/Respondents. Please ensure that no modifications are made in filled in DCF received from schools at any level. If be modified only by respondents i.e. School HM/Principal/ HT. Page 7 of 8

8 (viii) Like in previous year, data-entry will be handled by the MIS Coordinators of SSA. RMSA MIS Coordinator may be requested to present with the SSA MIS Coordinator at the time of consistency-check of data in case of Secondary & Higher Secondary schools/sections and also whenever their presence is required. (ix) After data-entry is over, MIS Coordinators will ensure that School Report Cards are printed from the software and the same is sent back to schools for verification. After verification, the same will reach back to data entry point for necessary corrections. (x) SSA MIS Coordinator will ensure that final database (dmp file) of UDISE is shared with RMSA Officer with printed reports. RMSA Officers are advised to install U- DISE Software so that they can generate required reports at their own end. (xi) Final School Report Cards (Flex size 3.5 x 2.5 feet) are to be sent to all schools for display at prominent location in school which may also be discussed with Schools HM and others by the CRC Coordinator. RMSA MIS Officer will ensure that the printed School Report Cards reach all Secondary & Higher Secondary schools/sections. Both SSA and RMSA Officers will ensure sharing of data at block, district and state levels for which they may like to jointly organize data sharing workshops. (xii) States will identify agency for random sample checking of U-DISE: data and shall share the findings with all concerned and send hard & soft copies to NUEPA. This has become important in view of observation by Prime Minister s Office in this regard.
