1 HARDING TOWNSHIP BOARD OF EDUCATION 34 Lee s Hill Road, New Vernon, NJ Monday,, 7:00 p.m. Regular Session Minutes Mission Statement The Harding Township School provides a strong educational foundation which inspires students to achieve academic excellence. Our dedicated faculty stimulates intellectual growth using a challenging curriculum within a supportive learning environment. We encourage students to become self-directed, lifelong learners who are well prepared for the academic and social challenges of the future. District Goal 1: To measure the academic progress of our students through the administration of districtwide assessments in Reading, Math Facts and Writing. a) To administer a district-wide reading assessment to all K-3 students in the spring. Ninety percent (90%) of all students will be reading at grade level or will move up one reading level. b) Ninety percent (90%) of students in each grade K-5 shall pass with 90% accuracy a timed grade level Math Facts Assessment that will be aligned to the Common Core State Standards and will assess students on the four core mathematical functions (addition, subtraction, multiplication, and division). c) Ninety percent (90%) of students in grades K-8 shall improve one point (one quintile) on the District Writing Assessment. This assessment shall be administered in the fall and in the spring. Students scoring a 5 in the spring shall be counted as having met the goal. District Goal 2: Implement the iready assessment program in grades 2-5 in ELA and grades 2-8 in Math. a) Provide necessary Professional Development for teachers. b) Gather and analyze data to be shared with parents and to differentiate instruction. c) Add results to the Data Dashboard. District Goal 3: Improve communication with the school and township community a) The school administrative team will hold informational meetings with the school s parent communities on a rolling monthly basis. b) The district will use technology and other forms of outreach to improve its communication with the Township community-at-large. I. Call to Order The regular session of the Harding Board of Education is called to order by Mr. Gjivoje at 7:02 p.m. in the Library of the Harding Township Middle School, 34 Lee s Hill Road, New Vernon, NJ II. Presiding Officers Statement/Sunshine Statement: In accordance with the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., adequate notification of this meeting has been provided to the Daily Record on January 12, 2017 and the Observer Tribune on January 19, 2017 and posted on the bulletin boards of the New Vernon Post Office, Green Village Post Office, Harding Township Municipal Building, Harding Township Elementary School and Harding Township Middle School on January 12, Pledge of Allegiance ROLL CALL Present: Mr. Davor Gjivoje, Mrs. Kim Macaulay, Mr. Abi Singh, Mr. Richard Bruno, Also Present: Superintendent, Mr. Matthew Spelker, Business Administrator, Ms. Marilyn Cuykendall

2 V. PRESENTATION Mr. Marc H. Zitomer, Esq., Schenck, Price, Smith, and King LLP, gave a Board Ethics Presentation. He reviewed The School Ethics Act, its applicability, relevant code provisions, and proper action to be taken by a Board based on real-life scenarios. Mr. Matthew A. Spelker, Superintendent of Schools, gave the semi-annual HIB/EVVRS (Harassment Intimidation Bullying/Electronic Vandalism Violence Reporting System) mid-year report. First six months of this school year the District has not incidents. VI. HEARING OF PUBLIC REGARDING AGENDA ITEMS (Policy 0167) Mr. Lanzerotti would like to hear a presentation on conflict of interest in the future. Mr. Zitomer left at 8:09 pm. VII. VIII. IX. REPORTS/DISCUSSIONS a. Mr. Spelker updated the Board on Madison/Harding articulation, Science Fair has 130 presenters, Future Cities Competitors will visit at the next board meeting, also the girls basketball team, who lost in the tournament champion game. b. Mr. Singh reported that the Facilities and Finance committee met on January 25, 2017 to discuss the preliminary budget, the air conditioning project, and the building walk thru scheduled for February 7, c. Curriculum and Instruction meeting was January 25, 2017 with Mr. Flynn as chair but he was absent tonight. Minutes of the meeting were distributed. d. Ms. Macaulay discussed the January 25, 2017 meeting of Personnel and Management committee. She discussed the hiring of a Literacy Coach with title I funds, upcoming maternity leaves and salary treatment of two non-tenured personnel. e. Mr. Singh reported on yesterday s Madison Board of Education meeting. They have scheduled a retreat for tomorrow evening to set goals. f. Morris County School Boards Association-Mr. Bruno will attend their February 8 th meeting at Dover HS. g. Morris County Educational Services Commission- Mr. Bruno will begin to receive packets as the Harding representative for the next meeting. h. District Curriculum Council- Mr. Gjivoje discussed the Mindset and Grit initiative implemented in the elementary school. Plan is to include parents the second year and incorporate middle school in the third. Teachers a doing public relations for the schools writing articles on what s happening in the classroom. i. Culture and Climate Committee is busy raising funds for the Day of Service. j. Policy Committee met to review the recommended and mandatory changes to the policy manual from Strauss Esmay. P/M-09 RESOLVED, that the Harding Township Board of Education, upon the recommendation of the Superintendent of Schools, approves the following substitute teacher: Mrs. Carole Ethridge, as needed, for the school year. P/M-10 RESOLVED, that the Harding Township Board of Education, upon the recommendation of the Superintendent, authorizes the Superintendent of Schools to submit to the Executive County Superintendent of Schools a waiver of the requirements of N.J.A.C. 6A:23A-5.3 for the 4

5 2017/18 school year, waiving participation in the Special Education Medicaid Initiative (SEMI) Program, pursuant to the district s projection of having fewer than 40 eligible classified students. Laurel, NJ February 23-24, 2017, registration $225 plus educational manuals $64, lodging at $127.44, mileage at $0.31. Mrs. Holly Rosenfeld, Phy.
