1 NOTICE FOR EXPRESSION OF INTEREST Expression of interest is invited for consultancy services from well experienced consultant personals to participate for carrying out consultancy works related to Preparation of Documents and other formalities, management of affiliation process for creation of a Society for administration and management of Adarsha Vidyalayas (Model Schools) of RMSA, Assam under Central Board of Secondary Education (CBSE) in the line of Kendriya Vidyalaya Sangathan or Novodaya Vidyalaya Societies. 2 INTRODUCTION: Rashtriya Madhyamik Siksha Abhijan (RMSA), Assam has been running 15 Nos of Adarsha Vidyalayas (Model School) from January 2015 under affiliation of SEBA and another 33 Nos are under construction in different Educationally Backward Blocks of Assam. Now as per the instruction of the Government of Assam, Adarsha Vidyalayas will be affiliated under Central Board of Secondary Education (CBSE) to achieve the desired benchmark with National Standard. THE CONCEPT ON MODEL SCHOOL: Basically a model school have infrastructure and facilities of the same standard as in a Kendriya Vidyalaya and with stipulations on pupil -teacher ratio, ICT usage, holistic educational environment, appropriate curriculum and emphasis on output and outcome. Some of the key features of a model school are: (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) (xi) (xii) Education provided in a Model school should be holistic and integral touching upon physical, emotional and aesthetic development in addition to academics. Either brand new schools may be established or existing schools may be converted in to Model schools. Necessary infrastructure will be provided in such schools not only for satisfying teaching needs, but also for sports and co-curricular activities. There will be sufficient scope for sports, recreation and outdoor activities. Facilities like play ground, gardens, auditorium etc. will be provided in Model schools. The curriculum should cast the local culture and environment and learning should be activity based. These schools will have adequate ICT infrastructure, Internet connectivity and full time computer teachers. The Teacher Pupil Ratio should not exceed 1:25 and the classrooms will be spacious enough to accommodate at least 30 students. However, classroom-students ratio will not exceed 1:40. These schools will be provided with Arts and Music Teachers besides subject specific teachers as per the usual norms. These schools will also create facility for activities emphasizing Indian heritage and art & craft. Special emphasis may be given on teaching of Science, Maths and English with remedial teaching for slow learners. The school curricula should include the material/items that inculcate leadership qualities, team spirit, participation abilities, development of soft skills and ability to deal with real life situations. Health Education and health check up will be introduced in these schools. A good library with books and magazines for students and teachers will be provided. Field trips and educational tours will be an integral part of the curriculum. Model schools have classes 1 to X at present and overwhelming response has been received from the community.
3 NEED OF THE SERVICE AND SCOPE OF WORK: The consultancy service will be required with expertise on preparation of framework of an Educational society in the line of Navodaya Vidyalaya Sanghathan/Kendriya Vidyalaya Sanghathan for management of Model Schools in the Educationally Backward Blocks (EBB) of Assam. The policy and bye laws of the society shall govern the underlying objective of providing quality education and access to all children in the age group of 5 to 16 years. While formulating the framework all areas are to be taken into the zone of consideration for achieving the desired objectives which will also include integrated education for the disabled, girls, education through provision of hostel facilities, use of ICT in schools, vocationalisation of higher secondary education and open and distance learning. Also emphasizing a strong synergy of academics and of culture, inculcation of values, awareness of the environment, adventure activities and physical education to the talented children. On the basis of the above mentioned objectives, the framework of the society need to be coined with the following broad parameters: 1. Administrative jurisdiction of the Samiti and its functions. 2. Functions and responsibilities of several sub committees like infrastructure committee, academic committee, disciplinary committee, student welfare committee etc. 3. Memorandum of Association of the Society and By Laws of the Society etc. 4. Preparation of Human Resource Manual for effective management. 5. The recruitment and transfer policy of teaching and non teaching staff. Duties and responsibilities within school hour and beyond. Managing teachers performance and development. 6. Financial guidelines and rules, procurement policy. 7. Admission policy, continuous and comprehensive evaluation of students. 8. Safety and security parameters/grievance redressal. 9. Preparation of all documents for formation of the Society and maintain official paper works and networking with CBSE Officials for affiliation 10. All works for completion of affiliation process. a) Communicate with Adarsha Vidyalayas for update of documents for affiliation. b) To fulfill the requisite norms of CBSE for affiliation of Adarsha Vidyalayas. c) To make the affiliation process smooth and successful. 11. Formulation of guidelines for Self assessment of school performance and strategy for monitoring and mentoring students all round development. 12. Legal advisory for school heads.
4 ELIGIBILITY CRITERIA: We are looking for the right person who should possess the required skills to guide us in this endeavour: a) The Consultant must have a comprehensive knowledge of Education policy of Assam, State specific issues, extensive work experience in Educational field. b) Detail knowledge of CBSE/Navoday Vidylaya s registration, affiliation process. c) Strong communication, writing and networking skills. d) IT Proficiency with proper managerial skill. e) Well acquainted with the procedure of society formation and it s underlying rules. f) Have the flair and dedication to work in a Mission mode. g) Have a good knowledge on school accreditation and assessment parameters. h) Good hold on legal matters for providing legal advice whenever required. i) Should be ready to work for two years initially.the extension of contract period will defend upon his/her expertise and satisfactory performance. SELECTION CRITERIA: a) Selection will be done as per the mentioned eligibility criteria. b) Preference will be given on past performance in relevant fields. c) Working experience in reputed organizations with related responsibilities will be one of the preferable norms. d) Mission Director, RMSA, Assam reserved the right to accept or reject anyone or all the EOI without giving any reasons thereof.
