1 of the School District of Lee County The mission statement of the School District of Lee County is To provide a quality education in a safe and well-managed environment. Lee County County Profile Lee County is located on Southwest Florida s Gulf Coast between Naples and Sarasota. Its beaches stretch for 50 miles in a primarily resort and retirement community atmosphere. It was named in 1887 for the Civil War General Robert E. Lee. Lee County includes the city of Ft. Myers, the county seat and the cities of Sanibel and Captiva Islands, Ft. Myers Beach, Cape Coral, Bonita Springs and Estero, North Ft. Myers, Pine Island and Boca Grande, and Lehigh Acres. Its 2001 population was 454,918, continuing a 32% growth trend since The county s primary sources of employment are retail trades, healthcare industries, and government sectors. The School District of Lee County, Lee Memorial Health System, Publix Supermarkets, Wal-Mart Corporation, Lee County Government, and the Southwest Florida Regional Medical Center are the principal employers. As shown in Exhibit 2-1, the per capita income of residents averaged $1,300 below the state average in Fiscal Years 1999 and 2000, primarily due to the large number of retirees living in the county. As shown in Exhibit 2-2, the unemployment rate in Lee County was lower than the state s rate during the Fiscal Year This year, Lee County s unemployment rate was 1.3% lower than the state s rate of unemployment. About 25% of Lee County residents were 65 years or older in Exhibit 2-3 compares the ranges between the age groups for Lee County and the state. The majority of the school district buildings are located in the city of Ft. Myers. The following section provides a profile of the School District of Lee County in comparison with five peers the Brevard, Pasco, Polk, Seminole, and Volusia school districts. The peer districts were selected based on their similarities with the School District of Lee County across a number of categories, including the size of the student population, student demographic information, and county size. Information in this section is presented across four main areas. District Information Student Performance Student Characteristics Staff Characteristics School district general information The School District of Lee County (the district) operates 37 elementary, 12 middle, 10 high school and 8 other educational facilities. The district employs over 6,300 persons of which approximately 3,400 are instructional staff. According to district records as of 2001, the district served 58,384 students, grades pre-kindergarten through twelfth of which: 28,640 are elementary students, 14,204 are middle school students, 15,540 are high school students. Exhibit 2-4 shows the fall 2000 student population of Lee and its peer districts. As illustrated in Exhibit 2-4, Lee s growth rate has been higher than most of its peers over a five-year period. Since the school year, Lee has grown by about 6,000 students (approximately 10 %) from 52,319 in fall 1996 to 58,384 in fall The growth rate in Lee County is also higher than the state s by about 2%. The school district receives revenue from federal, state, and local sources, as well as monies transferred in. Almost half of the state revenue is from the Florida Education Finance Program (FEFP). This funding source, established by the Legislature annually, prescribes state revenues for education as well as the level of ad valorem taxes (property taxes), which may be levied by each school district in the state. It also includes restricted funding called categoricals, which are funds specified by the Legislature for selected district services, such as instructional materials (textbooks). Facilities acquisition and construction is the second largest expenditure category, followed by central services. The expenditures include funds from the General and Special Revenue Funds. Profile of Florida School Districts, Financial Data. Student Performance The effective delivery of educational services is the first and most important aspect of all school district missions. Critical to the delivery of these services is how districts can maximize student performance while keeping within current budget constraints. Indicators of how well the district is accomplishing this include test scores, graduation rates, and dropout rates. This section profiles student achievement of the School District of Lee County, as well as performance information about its peer districts. Student test scores The Florida Comprehensive Assessment test measures student performance on selected benchmarks in reading and mathematics that are defined by the Sunshine State Standards. The standards articulate challenging content that Florida students are expected to know. The standards were developed in seven content areas and were adopted by the State Board of Education in May All public schools are expected to teach students the content found in the Sunshine State Standards. Students proficiency in reading and mathematics in grades 4, 5, 8, and 10 is measured by the FCAT and is scored on levels 1 through 5, with 5 being the most accomplished. Exhibit 2-11 provides results for the FCAT Reading and Mathematics exam. Lee County s reading scores ranged from 299 to 304. Lee County s mathematics scores ranged from 293 to 318. Lee students scored at a higher level than the state on three out of the six tests. When compared to the average of its peer districts, Lee generally scored below the average. District FCAT Reading and Mathematics Results The FCAT Writing exam is also administered throughout each of the state s 67 districts. The FCAT Writing test is an assessment that measures student writing proficiency in Grades 4, 8, and 10. The test requires students to write responses to assigned topics in a single testing period. Beginning in 2000, the Florida Writing Assessment Program (FWAP), also known as Florida Writes!, was called FCAT Writing. Prior to that year, writing was assessed separately through a test called Florida Writes! The FCAT exam scoring ranges from 1, the lowest score, to 6, the highest score. Exhibit 2-12 provides FCAT Writing results. Lee s mean scores ranged from 3.5 to 3.8. Lee s results are comparable to the state average and to its peer districts. ValienteHernandez P.A. 2-7

The 1976 Legislature created a competency test used as part of the requirements for a regular high school diploma. All eleventh graders must take the High School Competency Test (HSCT) and must pass both parts of the test (reading and mathematics) to qualify for a diploma. Exhibit 2-13 compares the percentage passing rate for the School District of Lee County and its five peers for the HSCT exam. Lee County students had passing rates generally lower than its peers and below the state average. Another indicator of performance of its students is the results of the college placement tests taken by twelfth graders. Students are likely to take either the SAT (Scholastic Aptitude Test) or the ACT (American College Test) tests as they prepare to graduate high school. Exhibit 2-14 compares Lee s results with its peers. The mean SAT score for Lee students was lower than four of its peer districts mean SAT scores. The graduation rates for Lee County s peers have generally increased over the past three school years, while Lee s rates have decreased. The size and demographics of a school district s student population is an important consideration in understanding the challenges it faces. For instance, a different set of challenges exists for a district that is growing versus one that has a declining student enrollment, high poverty or high rates of non-english speaking students. Exhibit 2-17 shows a history of pre-kindergarten through twelfth grade membership from fall 1996 to fall 2000 for Lee and its peers. Student population has grown consistently in Lee County over the last five years. This is consistent with the statewide trend as well as the average for the peer districts. The School District of Lee County s percentage of white students was generally lower than its peers, but higher than the state average. The percentage of black students in Lee County was higher than four of its peers, but lower than the state s percentage of black students. Lee s percentage of Hispanic students was higher than all of its peers, but lower than the state s percentage. Lee has similar percentages of Asian/Pacific Islander, American Indian, and multi-racial students to those percentages reported by the peer districts and the state.
