2 Background & Purposes Strategic Long Range Planning Process Strategic planning is a formal process designed to help an organization identify and maintain optimal alignment with the most important elements of its environment. (Rowley, Lujan, & Dolence, 1997.) The purpose of strategic long range planning at Jefferson College is to provide the governing board, administration, faculty and staff with a blueprint for maximizing the delivery of higher education services to students and the community in a predictable, programmatic, and fiscally sound manner. The Strategic Long Range Plan is closely linked to the College's Mission and Vision and reflects its stated values. The institution wide planning process resides in the Program and Facilities Planning standing committee, reporting to the Deans Council and with linkages to the constituent groups, and other standing committees. Annually, institutional needs, derived from campus wide participation, provide the immediate operating priorities for decision making and institutional budgeting. All employees and the student senate, through htheir respective constituent groups and standing committees, have the opportunity to participate in this planning. The community is also represented through established advisory and ad hoc committees. The College continually self assesses its strengths, needs, external opportunities and constraints as well as projecting future activities, operations, and finances. The benefits that accrue from thoughtful planning include a shared sense of mission and expected accomplishments, enhanced accountability to constituents, prudent fiscal management, and superior learning for students. Jefferson College espouses the proposition that an institution that plans, implements, assesses, and documents its accomplishments also benefits through public, professional, and political recognition as an accredited institution providing high quality services. The paradigm utilized for planning, budgeting, and decisionmaking process is presented on the following page. 2

4 Overview of Plan Management A system is in place to monitor the plan's activities, document progress, and make reasoned adjustments as needed. The strategic long range planning process specifies the College's strategic aims, goals, and objectives. The Program and Facilities Planning Committee annually reviews and analyzes data from internal and external sources including institutional and committee reports, fact books, program reviews, and student outcomes assessments, to assess the extent to which the planning goals are being accomplished. The Program and Facilities Planning Committee makes recommendations regarding plan modification and institutional needs to the Deans Council for consideration and adoption. The College's Board of Trustees annually considers the operating priorities submitted from the campus community and reviews and adopts the five year Strategic Long Range Plan. This process allows administrative decision makers the opportunity to modify existing, or incorporate new, plan components as needed and in a timely manner. The annual timeline for the planning process is on the following page. 4

Superior teaching and services foster a supportive learning environment, which promotes intellectual, social, and personal growth. A strong general education curriculum, college transfer and technical programs, personal enrichment courses, and on campus experiences prepare students to succeed in their careers, further their education, and prosper in a diverse world. Jefferson College s ongoing assessment of students, programs and services assures that it is a responsive and progressive community college.
