Beginning in Fall 2008, TSTC West Texas began shifting it's focus away from the old contact-hour driven funding model and began implementing changes in accordance with TSTC's new paradigm and proposed funding model which focuses on successful student completions and placements in the workforce as opposed to contact hour reimbursement. As a result of these changes, TSTC West Texas transitioned a major portion of these continuing education programs to area community colleges, thereby experiencing a significant decrease of CE student enrollments as evidenced by a reduction of greater than 75% in CE enrollment across the two-year period, while credit side enrollments actually increased over the two year period.
