1 DELAWARE COUNTY INTERMEDIATE UNIT BOARD MEETING April 6, 2016 AGENDA 1. Call to Order, Salute to the Flag, and Moment of Silence 2. Accept the resignation of Dr. Richard Sonntag, Board Representative for the Wallingford Swarthmore School District effective April 7, Appoint Dr. Allison Karpyn, Wallingford Swarthmore School District, to fulfill the term April 8, 2016 through June 30, 2018, vacated by Dr. Richard Sonntag. 4. Roll Call 5. Minutes of March 2, 2016 Meeting 6. Financial Items a. Request approval of the Special Education Financial Report found on page 25 listing total disbursements in the amount of $2,522, and funds available in the amount of $7,438, b. Request approval of the Intermediate Unit Financial Report found on page 47 listing total disbursements in the amount of $944, and funds available in the amount of $16,666, c. Request approval of the Federal Projects Financial Report found on page 68 listing total disbursements in the amount of $3,8281,72.11 and funds available in the amount of $<648,475.59>. d. Comments from the Audience Members of the DCIU Board of Directors receive the agenda and supporting materials in advance of the meeting. They have reviewed the agenda and supporting materials, and have had opportunity to seek clarification on any and all items so that they are fully prepared to vote on the agenda items at the Board of Directors meeting.

EARLY INTERVENTION (1) Contract with independent certified school psychologist, Carol Foster, to complete educational assessments from April 7 - June 30, 2016 at a rate of $50 per hour. (2) Amend contract with Elwyn Seeds to include audiological services per EI student s IEPs at a rate of $ per hour. (3) Amend contract with CADES, originally Board approved May 6, 2015, to add additional Reverse Mainstreaming slots at a rate of rate $8,268 per student, total projected cost not to exceed $66,144 including related services. (4) Amend contract with EBS Healthcare, West Chester, originally Board approved May 6, 20 15, to reflect the addition of Special Education Teacher services for the remainder of the school year at a rate of $55 per hour. (5) Amend contract with Easter Seals, originally Board approved June 10, 2015, to provide additional Reverse Mainstreaming slots for Early Intervention students at the rate of $2,057 per student, exclusive of related services which would be provided by DCIU from April 7 through June 30, (6) Settlement Agreement E. I (7) Gina Ragonese, occupational therapy student from Salus University, to complete her Level II fieldwork assignment towards her OT degree from April 7- June 17, 2016 at no cost to DCIU. (8) Middle school student Elizabeth DeStefano to volunteer with occupational and physical therapy department from July 11 - August 8, 2016 at no cost to DCIU. B. EARLY HEAD START/HEAD START (1) Approval for classroom 7 from Chester Township Regional Center to take a Field Trip to the Delaware Children s Museum in Wilmington, DE on April 22, 2016 at a total cost of $360. (2) Approval for six staff members to attend the ChildPlus Scramble in Atlantic City, NJ June 8-9, 2016 at a cost of $399 per person. (3) Approval to submit the DCIU Early Head Start/Head Start continuation funding application for fiscal year July 1, June 30, 2017.

EARLY HEAD START/HEAD START (continued) (4) Approval of the Early Head Start/Early Head Start Child Care Partnership and Head Start calendar for the program year. (5) Approval to adjust Head Start calendars to include June 20 and/or 21, 2016 as an additional professional day due to a snow day. (6) Approval of the agreement with Jacqueline Harker, assigned to support the EHS/HS program as the Disabilities Consultant for no more than 35 hours per week at rate of $28.80 per hour from January 27 - June 30, C. CURRICULUM, INSTRUCTION AND PROFESSIONAL LEARNING (1) Approve agreement with Garnet Valley School District for consortium pricing for Schoology, Inc. during the school year for 4,600 users at $5 per user and a one-time implementation fee of $4,800 for a total cost to Garnet Valley School District not to exceed $27,800. (2) Approve agreement with PD Campus to offer courses at DCIU from April 6, 2016 through April 6, 2017 at no cost to DCIU. (3) Approve agreement with Bucks County Intermediate Unit to offer an online PDE Gifted endorsement program beginning July 1, 2016 at a cost of $4,000 to Bucks IU and $4,000 to DCIU. (4) Approve agreement with Radnor Township School District to provide customized professional learning services on June 21, 2016 at a cost to the District of $1,200. (5) Approve agreement with Springfield School District to provide customized professional learning services on March 28, 2016 at a cost to the District of $600. (6) Agreement with the Jack Barrack Hebrew Academy to provide 450 users in Canvas LMS and manage billing for guided implementation for the remainder of the school year at a cost of $3,250 and at cost of $5,727 for a total cost to the school of $8,977. D. SPECIAL PROGRAMS (1) Approval for Title III after-school tutoring for English Language Learners in the DCIU ELL Consortium from March through June Four DCIU ELL teachers will provide the tutoring and will provide about two hours per week and will be paid through Title III funding as per the collective bargaining unit. (2) Approval to continue to contract with Chester Community Charter School to provide special education services for two students per their IEPs from February to June 30, 2016 at a total tuition cost to the school of $49,

Reeves for a two-day workshop on May 19-20, 2016 to present Train the Trainer on Crisis Prevention and Preparedness Comprehensive School Safety Planning and Crisis Intervention and Recovery: The Roles of School- Based Mental Health Professionals at DCIU Morton at a cost of $4, (4) Approve DCIU OPTIONS Enhanced Employment to be a provider for the Office of Vocational Rehabilitation, providing services for the Pre-Employment Transitions Services (PETS) at the following rates: Work readiness training $7.50per ½ hour, per student Job shadowing $58 per hour Work based learning experience $58 per hour Student stipends when approved $7.25 per hour or higher (5) Permission for a Philadelphia College of Osteopathic Medicine student, Kaitlin Licciardone, a MS Psychology Practicum Student, to complete her practicum at the Pennington Education Center from April 1 through June 1, 2016 at no cost to DCIU. (6) Approval for twenty five students and six adults from the Community School and New Pathways Program to go on a field trip April 22, 2016 to Brandywine Zoo, Wilmington, DE at a total estimated expense of $ (7) Issue a professional contract to Jessica Ryan, a counselor, who has achieved her sixth satisfactory evaluation. E. MULTI-DEPARTMENT CONTRACTS AND SERVICES (1) Contract with Kensington Management Services, Inc., of Philadelphia to provide Personal Care Assistant services for both Early Intervention and School-Age programs for the remainder of the school year at a rate of $21 per hour. (2) Eight West Chester University students to complete 18 hours of observational field experience at DCIU locations from April 7 - May 26, 2016 at no cost to DCIU. F. BUSINESS (1) Approval of the DCIU Fee Schedule Addendum1 with the Delaware County Public Schools Healthcare Trust effective July 1, 2016, this includes PBM services fee of $0.30 per employee per month and the healthcare fee of $0.27 per employee per month, a $0.02 increase over the current healthcare fee. G. FACILITIES There are no items. H. HUMAN RESOURCES There are no items.

OFFICE OF EXECUTIVE DIRECTOR (1) Contract with Pennsylvania School Board Association for Administrative Manual Templates Service at a one-time cost of $4,000. (2) Contract with 21 st Century Cyber Charter School for DCIU to provide Supervisor of Special Program services at a cost to the school of $600 per day. (3) Approve Access Settlement Agreement. (4) Approve the total sum of $21,912 to be distributed among certain non-bargaining unit employees as salary adjustments, where those individuals have not received salary increases for several years. (5) Approve Act 93 Agreement (6) Approve the Lease Agreement between the Garnet Valley School District and the Delaware County Intermediate Unit to lease the premises known as Pennington for a term of 3 years with the option of cancelation with 180 days prior notice as of June 30, 2018 or June 30, 2019 at an annual rate in accordance with the Delaware County Special Education Fair Share Agreement, revised November 18, Legislation 12.
