1 CSN Policy Number: FAC X.1 Post-Tenure Advancement Faculty Policy #X, Version 1 Effective Date: mm/dd/yyyy MOST RECENT CHANGES Version 1: New Policy I. POLICY PURPOSE To develop a system designed to encourage tenured faculty members to pursue continued excellence, and reward their accomplishments though both monetary and title recognition, this document shall govern the terms and process under which Post-Tenure Advancement can be conferred upon tenured faculty members at CSN. II. POLICY STATEMENT A. In keeping with NSHE Code (Title 2 Section and Section ), which declares tenured faculty members will be encouraged to realize the academic community's expectations to excellence in their future service and performance, eligible faculty members shall have the option to apply for post-tenure advancement. B. Whereas application for tenure for tenure-tracked faculty members is a requirement, application for posttenure advancement is an option. Should a tenured faculty member choose not to apply, that decision will, in no way, affect his/her job security. C. Eligibility: 1. There shall be two designators after CC Professor 1 (i.e. tenured community college professor). CC Professor 2 and CC Professor 3 may be awarded to tenured academic faculty members based on demonstrated achievement and professional excellence. 2. Application for post-tenure advancement is an optional path for further recognition and reward above the title of CC Professor Faculty members who have applied, but not received post-tenure advancement will be able re-apply in subsequent years as long as the appropriate eligibility requirements are met. 4. Qualifying Years are those in which the faculty member performed no more than 50% of their responsibilities with administrative duties. D. CC Professor 2: The minimum requirements for application for this recognition will be: 1. Tenured Academic Faculty member. 2. Must have earned at least four "Commendable" or Excellent Overall ratings for Qualifying Years, after being awarded tenure. E. CC Professor 3: The minimum requirements for application for this recognition will be: 1. Must hold the rank of CC Professor Must have earned at least six "Commendable" or Excellent Overall ratings for Qualifying Years, after being awarded the designation of CC Professor 2. III. PROCEDURE A. Timeline: 1. Due Dates and Times: Should any listed due date fall on a non-college workday; the due date shall be extended to the next college workday. All submissions are due by 5PM on the corresponding date. Page 1

2 2. Notice of Intent: Notice of Intent for rank advancement must be submitted by the applicant to the VP of Academic Affairs (VPAA) and the Faculty Senate Salary & Benefits Committee (S&BC) after July 1, but no later than September 1 of the application year. If the Notice of Intent is not submitted by September 1, the applicant relinquishes the opportunity to apply for advancement that year. 3. Confirmation: HR will confirm eligibility of all candidates by October 1, and will notify the candidates and the S&BC Chair of eligibility, accordingly. 4. Committee Membership: The applicant will submit the membership list of his/her Post-Tenure Advancement Committee (PTAC) to the S&BC and VPAA by October Application Submission: The applicant must submit the Application for Post-Tenure Advancement to the PTAC by November Committee Recommendation: The PTAC will forward the Application and corresponding recommendation to the VPAA by January VPAA Recommendation: The VPAA forwards recommendations to President by March Notification: The President shall notify the applicant of the final decision by June 15. B. Application: 1. All application materials must be submitted electronically. 2. Application Portfolio Guidelines: Eligible faculty members applying for either level of Post-Tenure Advancement will submit a Portfolio documenting excellence in their primary function (teaching or service as a counselor or librarian) and worthy contributions in their secondary activities within the institution or their professional community. The Portfolio shall consist of the following four components. a. Application Form (fillable PDF): This form must be completed and submitted with appropriate signatures. b. Evaluation Records: This section must include copies of the Commendable and/or Excellent Overall Evaluations received since the last promotion. c. Summary of Primary Professional Activities: Applicant will provide a 1-2 page summary of the significant achievements in the primary job responsibilities since the last promotion. These activities will include teaching, service as a counselor, or service as a librarian, as appropriate to the faculty member's contract. Supporting documents may be provided at the applicant s discretion. d. Summary of Secondary Professional Activities. Applicant will provide a 1-2 page summary of the contributions in the secondary job responsibilities since the last promotion. This section should document activities (a) in the Profession, and (b) at the College, System, and/or in the community. 3. Failure to abide by the Application Portfolio Guidelines shall result in the disqualification of the applicant for that year. C. Post-Tenure Advancement Committee: 1. Committee Membership: The PTAC for each applicant shall consist of three members. a. The supervisor will select one member of the PTAC. b. The applicant will select a one member of the PTAC. c. The supervisor and applicant will mutually agree upon the third member of the PTAC. d. All PTAC members must be academic faculty members. i. At least two of the PTAC members must be tenured faculty members. ii. At least two of the PTAC members must be faculty members from the same School as the applicant. e. PTAC members may not be applicants for post-tenure advancement that year. 2. Criteria: Each committee member will evaluate and rate the applicant as Excellent, Commendable, Satisfactory, or Unsatisfactory in terms of the Post-Tenure Advancement. The applicant must receive at least two Commendable or higher ratings, and no Unsatisfactory rating from committee members to be recommended for advancement. D. Post-Tenure Advancement Awards: If approved for Post-Tenure Advancement: 1. The new title (rank) will be conferred the following contract year. 2. A concomitant salary increase will occur in the following contract year. a. The increase will be 2.5% percentage of the individual s base salary during the year they applied for the rank, and will be added to the faculty member s base salary. b. The salary increase will be in addition to merit, COLA or other salary advancements. Page 2

3 3. There may be a ceiling on the number of Post-Tenure Advancement salary awards depending upon the funding available for the next contract year. E. Start-Up: This special section will cover faculty members who are immediately eligible and wish to apply for Post-Tenure Advancement upon implementation of this policy. 1. Due to the associated costs, the implementation of this policy will occur in four phases, with the first phase commencing upon approval of the President. 2. Phase I: a. Faculty members who have been at CSN at least 10 years post-tenure (at least 14 total) will be the first faculty members eligible to apply for advancement, provided they have earned a minimum Overall Rating of Commendable on their annual evaluation(s) since the implementation of the Faculty Evaluation Policy, and have received a minimum of Satisfactory on evaluations from prior Qualifying Years. Faculty members who subsequently become eligible during year two and three of this phase are eligible to apply at that time i. If awarded advancement, the applicant will be given the title CC Professor 3 and will be given a 2.5% salary increase. b. If funds are not available for all faculty members who are to be awarded the rank of CC Professor 3, raises will be distributed according to length of service with those serving at CSN the longest receiving raises first. i. Faculty members approved for advancement, but do not receive the raise due to limited funds, will receive the title and will be eligible for the raise the next contract year in which funds are available. These faculty members will be placed on an ordered list based on application year, and then seniority, to determine the order in which the next available funds will be distributed. c. Eligible faculty members who do not apply for advancement within the first three years of the implementation of Phase I will not be allowed to apply for advancement until the implementation of Phase II. 3. Phase II: a. This phase will begin once all faculty members approved for advancement during Phase I have all received the corresponding salary increase. b. Faculty members who have been at CSN 7-9 years post tenure are eligible to apply for CC Professor 2, provided they have earned a minimum Overall Rating of Commendable on their annual evaluation(s) since the implementation of the Faculty Evaluation Policy, and have received a minimum of Satisfactory on evaluations from prior Qualifying Years. Faculty members who subsequently become eligible during year two and three of this phase are eligible to apply at that time. i. If awarded advancement, faculty will be given the title CC Professor 2 and will receive a 2.5% salary increase. c. Faculty members who have been at CSN at least 10 years post-tenure (at least 14 total) at the implementation of Phase II will be eligible to apply for advancement to CC Professor 3, provided they have earned a minimum Overall Rating of Commendable on their annual evaluation(s) since the implementation of the Faculty Evaluation Policy, and have received a minimum of Satisfactory on evaluations from prior Qualifying Years. 4 4. Phase III: a. This phase will begin once all faculty members approved for advancement during Phase II have all received the corresponding salary increase. b. Faculty members who have been at CSN 4-6 years post tenure (8-10 years total) at the implementation of Phase III are eligible to apply for CC Professor 2, provided they have earned a minimum Overall Rating of Commendable on their annual evaluation(s) since the implementation of the Faculty Evaluation Policy, and have received a minimum of Satisfactory on evaluations from prior Qualifying Years. Faculty members who subsequently become eligible during year two and three of this phase are eligible to apply at that time. i. If awarded advancement, the faculty member will be given the title CC Professor 2 and will receive a 2.5% salary increase. c. If funds are not available for all faculty members who apply and are granted advancement, raises will be distributed according to length of service with those serving at CSN the longest receiving raises first. i. Faculty members approved for advancement, but do not receive the raise due to limited funds, will receive the corresponding title and will be eligible for the applicable raise the next contract year in which funds are available. Phase IV: a. This phase will begin once all faculty members approved for advancement during Phase III have all received the corresponding salary increase. b. Faculty members who become eligible for a rank advancement during Phase IV and beyond will follow the procedure outlined in Section III.A-D of this policy. IV.
