2 RESIDENCE AND MIGRATION OF FIRST-TIME FRESHMEN THE STATE OF HAWAI I, FALL 1998 Introduction and Source This report presents information on the residence and migration of first-time freshmen for the State of Hawai i for the Fall 1998 semester. The data for the report are taken from the National Center for Education Statistics enrollment survey files. Data on first-time freshmen by state of residence are collected every two years as a part of the IPEDS enrollment survey. The raw data files are readily available over the internet. Description of the Tables The first-time freshmen population discussed in this report may be divided into two broad groups: first-time freshmen enrolled in higher education institutions in the State of Hawai i regardless of where they come from, and first-time freshmen who are residents of Hawai i regardless of where they are enrolled. The first-group may be further sub-divided into two groups: those first-time freshmen who are residents of Hawai i and those who come from outside the state (in-migrants). The second group may be further sub-divided into two groups: those Hawai i residents who choose to remain in the State and attend either a Public (UH) institution or a private college, and those who choose to leave Hawai i and attend colleges on the U.S. mainland (out-migrants). Note that the source data include foreign in-migrants but do not include foreign institutions (i.e. no information is available on Hawai i residents who choose to attend an institution of higher education in a foreign country). The report presents information on all first-time freshmen as well as recent high school graduates. Recent high school graduates are a subset of the total first-time freshmen population for any given year; specifically, those first-time freshmen who enter college in the fall semester immediately following graduation from high school. (This group of students comprises the traditional core of first-time freshmen.) Information is further broken down by type of institution: public versus private and four-year versus two-year. Table 1 summarizes information on Fall 1998 first-time freshmen enrolled in higher education institutions in the State of Hawai i, and includes both Hawai i residents and inmigrants. The in-migrants are broken down by those from the U.S. mainland and those from foreign countries. The Hawai i institutions are grouped into public and private, with each institution listed separately. (Note that only institutions reporting to IPEDS will be included in the source data.) Table 2 provides information on Fall 1998 first-time freshmen who were residents of the State of Hawai i, and includes both students who chose to remain in Hawai i as well as those who attended institutions on the U.S. mainland. Hawai i institutions are listed individually, while U.S. mainland institutions are grouped into public and private.

3 Table 3 summarizes the residence and migration information for the State of Hawai i for Fall Total First-Time Freshmen in Hawai i is the sum of Hawai i residents remaining in the state (non-migrants) and in-migrants. Total Hawai i Residents is the sum of Hawai i residents remaining in the state (non-migrants) and out-migrants. (Note that Hawai i residents remaining in the state are included in both groups.) The far righthand column shows net-migration (in-migrants less out-migrants). Table 4 provides historical information on first-time freshmen enrolled in Hawai i for the Fall 1992 to Fall 1998 semesters. Data are provided for both the total first-time freshmen population enrolled in the State as well as recent high school graduates. Table 5 presents the same kind of information for Hawai i resident first-time freshmen. Table 6 provides historical data on Hawai i resident first-time freshmen, recent high school graduates, for the Fall 1992 to Fall 1998 semesters. In this table, going rates are calculated for the recent high school graduates. Going rates show the percentage of Hawai i high school graduates entering higher education institutions in the fall semester immediately following graduation from high school. Rates are shown for each Hawai i institution, as well as for the U.S. mainland institutions, by public and private. Appendix A lists the 50 states and Washington D.C. with the number of Hawai i resident first-time freshmen enrolled in each, while Appendix B lists the U.S. mainland institutions with ten or more Hawai i resident first-time freshmen enrolled in Fall Migration of First-Time Freshmen - Highlights! In Fall 1998, 9,401 first-time freshmen enrolled in institutions of higher education in the State of Hawai i (Table 1). The majority (56.5%) of these students were enrolled in the UH Community College system (Figure 1). In aggregate, the UH campuses captured 76.1% of the first-time freshmen enrolled in the State. In contrast, Hawai i private colleges enrolled 23.9%.! Of the 9,401 first-time freshmen enrolled in Hawai i in Fall 1998, 8,075 (85.9%) were Hawai i residents, 970 (10.3%) were from the U.S. mainland and 356 (3.8%) were from foreign countries (Table 1 & Figure 2). The Hawai i resident percentage in Fall 1998 was the highest of the four semesters measured, while both the number and percentage of in-migrants was the lowest (Table 4).! In Fall 1998, 10,556 Hawai i resident first-time freshmen enrolled in higher education institutions in the United States (Table 2). Of these, 8,075 (76.5%) chose to remain in Hawai i, while 2,481 (23.5%) chose to attend college on the U.S. mainland. The percentage of Hawai i residents remaining in the State has declined somewhat since the early 1990s, while the percentage of out-migrants has increased (Table 5 & Figure 4).

4 ! In Fall 1998, the vast majority (85.0%) of Hawai i resident first-time freshmen who remained in the State chose to enroll at a UH campus (Table 3). The percentage for recent high school graduates was slightly higher (89.4%). In contrast, the majority of both the out-migrating students (53.8%) and the in-migrating students (78.3%) chose to attend private colleges.! In Fall 1998, 1,155 more first-time freshmen chose to leave Hawai i than to enter the State (Table 3). Since Fall 1992, the first semester for which migration data are available, the net migration for Hawai i has been consistently negative.! Whereas in-migration of first-time freshmen declined in Fall 1998 (Table 4 & Figure 5), out-migration has increased in each of the four semesters measured (Table 5 & Figure 6). The out-migrating Hawai i residents were overwhelmingly recent high school graduates (2,169 out of 2,481 or 87.4%). In contrast, 61.2% of in-migrating students (812 out of 1,326) were recent high school graduates.! The State of Hawai i going rate of recent high school graduates into all U.S. degree-granting institutions in Fall 1998 was 56.8% (Table 6 and Figure 9). The going rate for Hawai i public institutions (UH) was 35.7%, while the going rate for Hawai i private institutions was 4.2%. The going rate for mainland institutions was 16.8%. These rates are comparable to those measured for prior semesters.! Enrollment of first-time freshmen at Hawai i private colleges is increasing. More importantly, Hawai i private colleges are capturing an increasing share of the Hawai i resident first-time freshmen who choose to remain in the State (Table 4 and Figure 8), while at the same time retaining the lion s share of in-migrants. Summary and Conclusion The University of Hawai i is the still the first choice of Hawai i resident first-time freshmen. Of the 10,556 Hawai i resident first-time freshmen in Fall 1998, 65% chose to attend a UH campus (Table 2 & Figure 4). For those Hawai i resident first-time freshmen remaining in the State in Fall 1998, 85% chose to enroll at UH. The higher education environment in Hawai i is becoming increasingly competitive. The percentage of Hawai i resident first-time freshmen choosing to remain in the State and enroll in a private college has increased from 9.9% in Fall 1992 to 15.0% in Fall 1998 (Table 5). Moreover, although the number of in-migrating first-time freshmen entering UH campuses increased in Fall 1998, the vast majority of freshmen entering the State from the U.S. mainland and foreign countries enroll at Hawai i private colleges. Net migration of first-time freshmen has been negative for Hawai i for all four semesters for which data are available. Net out-migration in Fall 1998 exceeded 1,100 students. Furthermore, out-migration has consistently increased (Table 5). However, the migration data currently available (Fall 1998) do not as yet reflect more recent changes in University policies and practices on recruitment and admissions.
