5 Page 5 To: Members of the School Board BOYERTOWN AREA SCHOOL DISTRICT Boyertown, Pennsylvania SUPER INTENDENT S REPORT ITEMIZED AGENDA Administration respectfully submits the following information and recommendations: 1. APPROVAL OF THE BERYL M. KIEFER TRUST SCHOLARSHIP Beryl M. Kiefer was a long-time teacher for the Boyertown Area School District. Mrs. Kiefer included in her Last Will and Testament provisions for a one-time scholarship. The scholarship essentially provides for a Trust of three years in duration during which the Trust would pay for the college expenses of a deserving member of the senior class. The Will further provides that: the selection of this student shall be made by my Trustees from a list of at least three names nominated by the senior high school principal in consultation with the guidance counselors, which nominations shall be based on financial need and academic aptitude. Eligible to Boyertown Area Senior High School Seniors who will be attending college and pursuing a four year degree. The total scholarship, approximately $62,000, will be awarded to the college or university for the benefit of the selected student. Students applying for this scholarship should have a high honors Cumulative GPA and must submit a letter of application and essay to the Scholarship Committee. The Scholarship Committee will submit at least three finalists application letters to Mrs. Richard Faust for the final determination of the selected student. The School Board must approve and authorize the establishment of the Beryl M Kiefer Trust Scholarship. RECOMMENDATION: The Board of School Directors approves and authorizes the establishment of the Beryl M. Kiefer Trust Scholarship. 2. BOYERTOWN SENIOR HIGH SCHOOL LEARNING ACADEMIES PRESENTATION Administration will provide an overview of the Boyertown Area Senior High School Learning Academies.

AUTHORIZATION TO BID ELEMENTARY AIR CONDITIONING The Board of School Directors met on October 25, 2016, and approved the plan for the District to add classroom air-conditioning to Colebrookdale Elementary, Earl Elementary, Pine Forge Elementary, and Washington Elementary. Administration requests Board authorization to solicit bids for the proposed projects at an estimated cost of $3.25 million. This approval authorizes the administration to work with the construction management firm Fidevia to advertise and collect the bids for the air-conditioning work. The bids, when received, will be presented to the School Board for approval. This project will be funded through the Elementary HVAC Fund. RECOMMENDATION: That the Board of School Directors authorizes administration to solicit bids to add classroom air-conditioning to Colebrookdale Elementary, Earl Elementary, Pine Forge Elementary, and Washington Elementary. Funding of the projects is through the Elementary HVAC Fund. 4. APPROVAL OF BOYERTOWN AREA SENIOR HIGH CHANGE ORDER The following change orders are submitted for Board approval: Pagoda Electric Electrical Contractor ECCO-026- This change order includes problems related to existing conditions, code requirements, and owner requests. The work to be done includes: Replacing missing speakers, adding a weatherproof box for the electrical components of the Monroe Street extension gate, HVAC work, adding fire alarm systems, adding data in a selection of locations, demolition of floor boxes. In addition, work includes the improvements of six electrical panels to remove the shared neutral and to provide new branch conductors to each panel. Finally, included is the electric needed for an automated handicap accessibly entrance to the old section of the high school. $361, ECCO-027- Work to be done includes: Hardware, wiring and installation costs associated with camera systems, lighting, data runs, fire alarm systems, clocks, exit signs, speakers, elevator work, data closets and lights. Snyder Hoffman will be reimbursing the district $33, of the total. $224,553.29
7 Page 7 ECCO-028- Costs associated with lighting ballasts in Music Suite. Total cost will be reimbursed to BASD by Snyder Hoffman. $ 9, TOTAL $ 595, Reimbursed Amount $42, Total Cost to BASD $552, RECOMMENDATION: That the Board of School Directors approve the change orders as submitted above at the stated costs. 5. TAX COLLECTORS COMPENSATION In compliance with the legal requirements for taxing authorities to establish compensation rates for elected tax collectors every four years for the period to commence in terms beginning in 2018 through 2021, Administration recommends that the tax collectors of the following Townships and Boroughs be compensated at the rate of $2.00 per Real Estate property tax bill collected and $1.35 per collected Per Capita tax bill with an additional $.05 per bill paid on each tax bill collected if the tax collector utilizes the District s primary bank depository. Each tax collector will also receive an additional $500 stipend payable annually in June of each year. Notice is hereby given that the Boyertown Area School District intends to eliminate the Per Capita Tax effective July 1, With the elimination of this tax bill, therefore no compensation will be paid to the tax collector pertaining to the per capita tax. The School Board requested the following choices of additional compensation to the tax collectors regarding the mandated Act 1 option to allow installment payments to taxpayers. A. For each real estate bill installment payment processed, the tax collector will receive $2.00 to process the collection of the installment. B. For each real estate bill installment payment processed, the tax collector will receive $1.00 to process the collection of the installment. C. For each real estate bill installment payment processed, the tax collector will receive no additional compensation (current compensation plan). 8 Page 8 RECOMMENDATION That the Board of School Directors approve the rate of compensation to the elected tax collectors of the entities presented above at a rate of $2.00 per collected Real Estate tax bill and $1.35 per collected Per Capita tax bill plus an additional $.05 per bill if the District s main depository is utilized by the collector. Tax collectors processing mandated Act 1 installment payments will be compensated at a rate of $ per installment and each tax collector will receive an annual $500 stipend in June of each year commencing in June BCIU BOARD OF DIRECTORS APPOINTMENT In accordance with Act 316, passed December 21, 1982, it is necessary for a director to be appointed by a majority vote of the Board of School Directors of the Boyertown School District to fill the three year term as a Board member at the Berks County Intermediate Unit from July 1, 2017 ending June 30, RECOMMENDATION: That the Board of School Directors nominate and appoint a representative for the Berks County Intermediate Unit Joint Operating Committee for a three year term from July 1, 2017 ending June 30, PERSONNEL A.
