2 Background and Context The Education Authority (EA) wants every child to have an outstanding education. The EA was established under the Education Act (Northern Ireland) 2014 and became operational on 1 April It is a non-departmental public body sponsored by the Department of Education and the Department for the Economy. The EA is responsible for ensuring that high quality primary and secondary education services are available to meet the needs of children and young people, and for support for the provision of efficient and effective youth services. These services were previously delivered by five Education and Library Boards (ELBs). The organisation employs over 39,000 people across Northern Ireland in a wide variety of roles including teachers in controlled schools, school-based support staff and staff in administrative headquarters. The work we do impacts the lives of tens of thousands of children, young people and their families every day. The services we provide are essential in supporting, encouraging and facilitating learning within our communities to develop generations of young people who are equipped to succeed in life and work in the modern world. As a public sector organisation, we must continue to deliver these vital services in a challenging environment of increasing financial pressure and under intense public scrutiny. Future Challenges and Opportunities Recent focus has been on transition from the former ELBs to a single authority. Looking forward, this focus moves from transition to transformation. Emerging from the five ELBs our aim is to build a new organisation which is focused on meeting the needs of all our young people equally, removing barriers to learning and ensuring equality of access to excellent education services so that every child can develop to his or her full potential. Work is underway to develop a strategic plan for the period This will provide a framework for the authority s activities and will guide the organisation through its transformation journey. The EA in all its activities will endeavour to support the Programme for Government to improve educational outcomes; reduce educational inequality; improve the quality of education and the skills profile of the population. The EA also recognises the fundamental role it has in other NI Executive priorities such as the economy and the wider success of Northern Ireland. These are exciting and challenging times for EA as we continue the process of transformation and seek fundamentally to transform education administration for the benefit of future generations of children and young people.
3 CAMBRIDGE HOUSE GRAMMAR SCHOOL Job Description POST TITLE: LOCATION: RESPONSIBLE TO: ACCOUNTABLE TO: Sixth Form Mentor & Supervisor with Administrative Duties Cambridge House Grammar School Head of Sixth Form Board of Governors/Principal 1 JOB PURPOSE The school seeks to appoint a Sixth Form Study Mentor who will supervise and mentor Year 13 and 14 pupils in the Sixth Form Study Room and ensure that conditions are conducive to study. The post holder will also carry out a number of key administrative tasks at the direction of the Head of Sixth Form. 2 PRINCIPLE ACCOUNTABILITIES Pupil Mentoring Supervise senior pupils within Sixth Form Centre throughout the day Supervise senior pupils during their study periods and examinations as required and maintain a quiet academic environment in the school study rooms Use SIMS to register pupils into the Sixth Form Study area Maintain a record of pupils leaving school to participate in collaborative classes or to represent the school in sport, drama, etc In consultation with the Principal, Head of Sixth Form and Head of Year, set challenging targets for attendance Pursue pupil absence by informing home and follow up notes of explanation of absence Liaise with appropriate teachers regarding work that pupils should be completing and ensure pupils are engaged with same Provide updates to class teachers with regard to pupil engagement and progress when requested or when deemed necessary Administer pupil EMA Oversee and maintain Sixth Form laptops including issuing to pupils and return of same, ensuring security and notifying ICT technician of any issues Liaise with Head of Year and Head of Sixth Form regarding any issues arising with the well-being of any Sixth Form pupils Liaise with Head of Sixth Form to implement and oversee the school s leadership activities where Sixth Form pupils work with junior school students Facilitate group work where appropriate and tutor pupils in areas of personal expertise Maintain and advise on mechanisms to improve the study environment for the pupils Communicate with appropriate teaching staff regarding behaviour of pupils In consultation with teaching staff, provide guidance to pupils on portfolio management and submission including time management In consultation with teaching staff, provide guidance to pupils on study and examination technique Inform appropriate teaching staff of absenteeism of pupils from study periods without permission Ensure pupils maintain a safe and tidy work environment and report any damage Consider opportunities for pupil enrichment and bring same to Head of Sixth Form for consideration
4 Administration Operate manual and/or computerised information systems in connection with pupils Complete and submit all returns/records as required Assist with daily administrative tasks Assist as an invigilator when required Assist with Careers administration and provision Supervision of Sixth Form at key points during the day, such as the beginning and end of school Maintain stock of reference books in sixth form study Assist in school administration, as required and Maintain and update noticeboards in the Sixth Form Centre on a regular basis Other duties Participate in any relevant training as required Implement all school policies and procedures and Other duties as may be assigned within the level of the post Planning and Organising The post holder is expected to plan, co-ordinate and prioritise the above activities to support the smooth and efficient running of the school and the Sixth Form at all times, referring to the Principal and/or other staff only as required. Internal and External Relationships The post holder reports to the Head of Sixth Form. The post holder is expected to develop effective relationships with other Cambridge House Grammar School staff, parents and pupils to ensure a co-ordinated approach to achieving the school s aims and objectives.
5 EDUCATION AUTHORITY NORTH EASTERN - PERSONNEL SPECIFICATION POST: Permanent Sixth Form Mentor & Supervisor with Administrative Duties (Term Time Only) SCHOOL: Cambridge House Grammar School QUALIFICATIONS & EXPERIENCE (will be assessed from the application form) ESSENTIAL CRITERIA 1 GCSE English and Mathematics or equivalent 2 Have worked with children or young adults in a similar environment for at least one year in the last three 3 Good communication and IT literacy skills 4 The ability to maintain positive working relationships with pupils, staff and external agencies. 5 Ability to prioritise tasks and to work on a number of projects simultaneously DESIRABLE CRITERIA (will be assessed from the application form) (in order of priority) 1 Have a third level educational qualification 2 Have worked with children or young adults in an educational environment for at least five years in the last ten 3 Experience of working with SIMS
6 POSTS WITH FLEXIBLE WORKING OPTIONS SUMMARY OF TERMS AND CONDITIONS OF SERVICE The Conditions of Service are determined by the National Joint Council (NJC) for Local Government Services. HOURS Please refer to the Candidate Information Pack for hours relating to the post. The full-time hours for an EA employee is 36 hours per week. Employees are required to work such hours as are necessary for the efficient discharge of the duties of the post. FLEXIBLE WORKING OPTIONS Detailed below are the specific conditions relating to the flexible working options available: OPTION 1 - To work during school term plus up to two weeks annually. The timing of the additional two weeks is at the discretion of the Principal of the school. Payment will be for hours worked. OPTION 2 - To work 52 weeks which will require you to be on duty for the contracted weekly hours, working during periods of school closure except when on annual leave or other authorised absence. Duties will normally be provided by the school. However, where necessary, alternative work and/or training will be provided by the Education Authority at any other such place of employment as may be reasonably required. OPTION 3 - To work as for Option 2 with a further option to request periods of unpaid leave during extended school holidays or closures. REMUNERATION Details relating to the salary scale/rate of pay are in accordance with the agreement relating to your grade. Your hours of work exclude meal breaks. The Candidate Information Pack provides the salary scale/rate of pay relating to the post. EA employees are paid by Bankers Automatic Clearing System (BACS) on a monthly basis. Employees must have a current bank account and provide details prior to the first date of commencement of employment.
7 ANNUAL LEAVE, PUBLIC HOLIDAYS AND EXTRA-STATUTORY HOLIDAYS In accordance with the Working Time Regulations (Northern Ireland) 1998 (as amended), all employees have a statutory entitlement to a minimum of 5.6 weeks paid holiday. In addition, there are normally 12 public and extra-statutory holidays in any leave year. The basic annual leave entitlement is increased after 5 years service in accordance with existing agreements. Employees who work less than a 5 day/36 hour week, and/or fewer than 52 weeks per annum, will have an entitlement to leave that is pro rata to the hours, days and weeks worked. New entrants will be entitled to leave proportionate to the completed months of service during the first year of entry. School based employees are not permitted to take annual leave during term-time or scheduled work periods. Please see details below of annual leave entitlement in relation to flexible working option chosen: Option 1 Your annual leave entitlement for the full leave year will be paid annually as a supplement to the July salary. The timing of this payment is currently under review and may be subject to change. Option 2/3 You are required to take your annual leave entitlement during periods of school closure at a mutually agreed time between yourself and the Principal/Line Manager. For those who have chosen option 3, unpaid leave in excess of 20 days in any leave year will result in an proportionate reduction in annual leave entitlement. The approval of the Principal/Line Manager must be obtained in advance of taking annual or unpaid leave.
8 In the event that the location, at which you are based, closes over a holiday period, you will be required to take annual leave accordingly. Alternatively, where it is possible to work from another loaction, you may request to do so; though any such arrangement must be approved, in advance, by your Line Manager. OCCUPATIONAL SICK PAY Occupational sick pay is paid in accordance with NJC Conditions of Service. Employees who work less than a 5 day/36 hour week, and/or fewer than 52 weeks per annum, will have an entitlement that is pro rata to the hours, days and weeks worked. MATERNITY, ADOPTION, PATERNITY AND PARENTAL LEAVE The Education Authority has Schemes in operation for the provision of Maternity, Adoption, Paternity and Parental leave. Further information is available from Human Resource Services. PROBATIONARY PERIOD The first 26 weeks of service is defined as the probationary period, at the end of which, subject to a satisfactory report compiled by the appropriate Line Manager, an appointment is confirmed. SUPERANNUATION The Pension Scheme provided by the Education Authority is the LGPS (NI) which is administered by the Northern Ireland Local Government Officer s Superannuation Committee (NILGOSC). NILGOSC operates a qualifying pension scheme which meets or exceeds the Government s standards. The Education Authority currently operates automatic enrolment, whereby eligible employees are brought into the pension scheme but have the option to opt out if desired. Auto enrolment was introduced by the government to encourage people to save for their retirement. RETIREMENT Employees who contribute to the Local Government Pension Scheme, can retire and receive benefits in full once retirement age is reached. 9 NOTICE PERIOD The minimum period of notice employees are required to give to terminate employment is not less than 1 calendar month/4 weeks. Employees on salary NJC Pt. 42 and above (or equivalent) are required to give 3 calendar months notice. CODE OF CONDUCT Failure to comply with the Code of Employment may be considered a disciplinary offence and/or could result in the offer of employment being withdrawn and/or could result in dismissal. A copy of the current Code of is available from the Education Authority Human Resources Services. UNDERTAKING WORK IN ADDITION TO THIS POST Employees intending to undertake any other paid employment or work should, prior to undertaking the other work, notify the Education Authority of their intention to do so. Other employment can only be undertaken where the Education Authority has granted written approval. CHILD PROTECTION The Safeguarding Vulnerable Groups (Northern Ireland) Order 2007 defines working directly with children or young people or in specified places as regulated activity. Appointment to a post defined as regulated activity is subject to a satisfactory outcome of the vetting procedure, including receipt of a satisfactory Enhanced Disclosure Certificate from AccessNI.
