1 REGULAR MEETING June 17, 2013 The Board of Education of Community Unit School District No. 7 Madison County, Edwardsville, Illinois met in regular session at 7:32 p.m. at Hadley House, 708 St. Louis Street, Edwardsville, IL on June 17, President Jill Bertels presided over the meeting. The following members answered roll call: Brad Hewitt, Monica Laurent, Paul Pitts, Dorothy Hummel, Lelan Olsen, Jeff Miller, and Jill Bertels. Also in attendance were: Ed Hightower, Superintendent; Dave Courtney, Assistant Superintendent of Business Operations; Lynda Andre, Assistant Superintendent for Curriculum & Instruction; Nancy Spina, Assistant Superintendent of Personnel; Becky Kolda, Director of Special Education; Bill Miener, Director of Technology; Julia Biggs, Reporter for the Intelligencer; Channel 10 Camera Technician; Craig Bosomworth, Technology; and Diane Walkenbach, Secretary to the Superintendent. Other administrators present were: Ryan Ketchum, Hillary Stanifer, Cindy Steele, Joe McNamara, Steve Stuart, John Martin, and Steve Morrison. Welcome to Visitors President Jill Bertels welcomed visitors and guests. Recognition of Those Wishing to Make Brief Statements Minutes approved: Dorothy Hummel moved for approval of the minutes from the regular meeting held on May 28, 2013 and Paul Pitts seconded the motion. Ayes Hummel, Pitts, Hewitt, Laurent, Olsen, Miller, Bertels Carried 7 0 Board Committees, Special Committees Paul Pitts, Personnel Committee Member, reported that the Personnel Committee met earlier this evening in open session to approve the action items on the agenda which will be presented later to the full board for approval. 1

2 Superintendent s Announcements: Edwardsville Ranked #1 in Best Cities in Illinois for Young Families: On Monday, June 10, NerdWallet, a website focused on empowering consumers to make better decisions about their personal finances, travel plans, or higher education, ranked Edwardsville #1 in the Best Cities in Illinois for Young Families. The website is a recommendation site that is dedicated to user welfare. The website ranked cities based on three criteria: 1)Does the town have good public schools? 2) Can you afford to live there? 3) Is the town growing and prospering? According to NerdWallet, Edwardsville is consistently cited among the best places for families in both statewide and national studies and for good reason. The town s public schools at every level, from elementary to high school, have a near-perfect rating from Great Schools. Given Edwardsville s proximity to St. Louis, quality jobs are plentiful, providing a high median household income while the town s suburban location keeps home costs low. This bustling community also boasts 86 miles of bike paths maintained by Madison County Transit. As the third-oldest town in Illinois, Edwardsville continues to attract families even two centuries later. It is gratifying to be recognized for what has become the hallmark of District 7 s philosophy regarding education. Families can move to District 7 and be assured that their children will receive the same excellent quality of education regardless of which school they attend. This recognition further validates that individuals and organizations from outside of the District 7 community respect and recognize the wonderful work that is occurring in District 7. In 2010, District 7 was recognized as a Class Act by Education Executive and Family Circle named Edwardsville as one of the Ten Best Towns for Families. In 2009, Glen Carbon was recognized in One Hundred Best Places to Live America s Best Small Towns by Money Magazine. And, in 1996, District 7 received recognition from Money Magazine as one of the Top 100 Schools in Towns You Can Afford. We believe that this recent recognition as the number one city in Best Cities in Illinois for Young Families will further attract new families to the District 7 community. A quality school district is key to quality communities, and the District will continue to work to improve the quality of education for our children. By focusing on that goal, the District will continue to attract new families to the District 7 community. Summer School High School: The high school summer school program began June 5 and will conclude on July 16. Fifteen (15) different courses are offered this summer with multiple sections of each course. Five hundred forty-five (545) students are enrolled in the high school summer school program. 2

3 Middle School and Elementary General Education: The middle school and elementary summer school program began today, June 17, and will conclude on July 18. Classes are scheduled from Monday Thursday from 12:45 3:45 p.m. The program is open to students who received Tier 3 reading instruction during the school year or those who received special education services for reading but did not qualify for the extended school year program. Seventy-nine (79) students are enrolled. Intensive Therapeutic-Communications Disorders Extended School Year Program: Seven (7) primary students are attending the intensive extended school year program. It began on June 10 and will last until July 25. The children in this program were either part of the CASTLE program last year or are projected to be part of the program next year due to their diagnosis of autism or other significant communication disability. Extended School Year: Eighty-Six (86) students began their extended school programming today, June 17, The classes meet Monday-Thursday from 8:30-11:30 a.m. until July 18. Summer Zone District 7 Summer Zone is in full swing and entering its fifth week of enrollment. The program, which is housed at Woodland Elementary, is averaging 100+ students each week and continues to add new registrations. 5Essentials Survey In recent days, some misinformation was disseminated regarding District 7 s participation in the Illinois State Board of Education 5Essentials Survey. Specifically, it was claimed that the District was not in compliance with state requirements. This spring, the Illinois State Board of Education piloted the survey, which identifies five indicators that lead to important student outcomes, including improved attendance and larger test score gains. Beginning in , all Illinois schools are mandated to participate. This spring, school districts had a choice whether or not to participate in the pilot, which included a student and teacher survey. The pilot survey that was implemented this year by the State did not require a parent participation component. District 7 did not participate in the pilot this year. The District will participate in , when the survey is required. Next year s survey will include a student, teacher, and parent component. According to research, the five indicators that positively affect school success are: o Effective Leaders o o o o Collaborative Teachers Involved Families Supportive Environments Ambitious Instruction 3

4 Research derived from the 5Essentials for School Success has proven that schools strong on at least 3 of the 5Essentials are 10 times more likely to improve student outcomes. Illinois state law requires that public entities (which include school districts) essentially determine and demonstrate compliance with the Prevailing Wage Act annually in the month of June. The Prevailing Wage Act establishes rates of compensation for employees of construction contractors working for a school district, exclusive of maintenance. Further, the wage rates do not pertain to school district employees. As the resolution states, we do make these wages available for public inspection. In addition, a certified copy of the adopted resolution is filed with the Secretary of State and the Illinois Department of Labor. It is also published in the Edwardsville Intelligencer and the Telegraph. Ayes Hewitt, Laurent, Pitts, Hummel, Olsen, Miller, Bertels Carried 7-0 A.C Approval of Resolution for Permanent Working Cash Transfer A motion was made by Brad Hewitt and seconded by Monica Laurent to approve and sign a resolution to authorize the permanent transfer of working cash in an amount not to exceed $2,025,000 for the school year. As previously discussed, the District expected the budget would be extremely tight due to the dire financial condition of the State, continued funding reductions and payment delays from the State and the decline in local property tax revenues. 6

7 The final unfunded balance will not be determined until after all audit-adjusting entries are posted in July. However, the District must anticipate that the worst case scenario might occur. On September 24, 2012, the original budget adopted by the District anticipated additional revenue shortfalls and not receiving some payments from the State. By approving this resolution, the Board is granting its authorization to permanently transfer working cash anticipating these funding shortfalls. In addition, in order to fund the remaining expenditures, the district is requesting authorization to permanently transfer from working cash an amount not to exceed $2,025,000. The original budget for was adopted by the Board of Education on September 24, The reasons for amending the budget are as follows: 1. To reflect changes in revenue and grant allocations from the Illinois State Board of Education, to reflect changes in revenue and grant allocations from Federal sources and to adjust local revenues received during the fiscal year 2. To adjust the budget for minor changes in dollar allocations between various budget accounts Amending the budget is an annual process. To meet Illinois School Code requirements, the budget has been on public display since May 17, Two public hearings on the amended budget were held as follows: Monday, June 17, 2013 at 10:00 a.m. in the Hadley House Board Room Monday, June 17, 2013 at 6:00 p.m. in the Hadley House Board Room Ayes Hewitt, Hummel, Laurent, Pitts, Olsen, Miller, Bertels Carried 7-0 A.C Approval of School Bus Diesel Fuel Bid A motion was made by Brad Hewitt and seconded by Dorothy Hummel to approve the school bus diesel fuel bid from Energy Petroleum effective from July 1, 2013 through June 30, Last November, the District began the direct purchase of diesel fuel for its school buses in an effort to reduce costs. 7

8 The District made available and advertised for the school bus diesel fuel bid in the Edwardsville Intelligencer on Thursday, May 30, The District received bids from three prospective providers: Energy Petroleum, M&M Service Company and Petroleum Traders Corporation. Energy Petroleum has the lowest responsive bid. Ayes Hewitt, Hummel, Laurent, Pitts, Olsen, Miller, Bertels Carried 7 0 A.C Approval of Resolution for Emergency Roof Repairs A motion was made by Brad Hewitt and seconded by Paul Pitts to approve a resolution authorizing emergency roof repairs at Woodland and LeClaire Elementary Schools be awarded to D.E. Martin Roofing Company in the amount of $142,230. The District has recently discovered some leaks in the roofs of both Woodland and LeClaire Elementary Schools. Some of the leaks at Woodland and LeClaire Elementary Schools being caused by the recent storm that impacted District facilities on May 31, The necessary repair work to these facilities constitutes an emergency and must be immediately addressed in order to prevent further substantial damage to each facility and to assure said facilities are prepared for the start of the upcoming school year. The District obtained quotes from several reputable and qualified roofing contractors for the roof repairs. Quotes were received from D.E. Martin Roofing Company, Lakeside Roofing Company and Kehrer Brothers Construction. The quotes ranged from $142,230 to $173,100. The emergency roof repairs will be paid from the Operations and Maintenance Fund. A portion of the emergency roof repairs will be reimbursed by the District s insurance carrier.
