A quorum was present. Facilitation Committee Members Present: Dr. Linda Tomlinson, Chair Designee (Representing Chairman Christopher Koch) Ms. Vicki Phillips, Secretary Denise Albrecht Eric Brown (Replacement for Vickie Mahrt on Facilitation Committee) Janet Pierce-Ritter Approval of Meeting Minutes: Janet Pierce-Ritter moved that the State Teacher Certification Board Facilitation Committee accept the minutes of the May 13, 2011 Facilitation Committee meeting as written. Denise Albrecht seconded the motion. Vicki Phillips called for discussion, but none followed. The motion passed by unanimous vote. Review of Business Meeting Agenda: Vicki Phillips provided a brief overview of the business meeting agenda. No changes were made to the agenda. Facilitation Committee : Members representing the Facilitation Committee will be recognized at the next meeting of the State Teacher Certification Board. The State Teacher Certification Board Facilitation Committee meeting adjourned at 9:40 a.m. Call to Order / Roll Call: Business Meeting M I N U T E S Linda Tomlinson, Chair Designee, Representing Chairman Christopher Koch, called the Illinois State Teacher Certification Board meeting to order at 10:00 a.m. Dr. Tomlinson asked members of the State Teacher Certification Board to introduce themselves and indicate who they represent. It was noted that Doug Bower and Rainy Kaplan are present as observers since their nominations will not be confirmed until the State Board of Education meets later in August. Dr. Tomlinson introduced Vicki Phillips, Secretary, Illinois State Teacher Certification Board. Vicki Phillips was appointed by State Superintendent of Education Christopher Koch as Secretary replacing Patrick Murphy. Ms. Phillips asked Joy Taylor-Ankenbrandt (Recorder) to call the roll. A quorum was present. 3 Approval of Meeting Minutes: The minutes of the June 9 and 10, 2011, Illinois State Teacher Certification Board business meeting were presented for consideration. Janet Pierce-Ritter moved that the State Teacher Certification Board accept the minutes of the June 9 and 10, 2011, business meeting as written. Gloria Walsh seconded the motion. Vicki Phillips called for discussion. Michael Engfer asked that a member of the audience Daryl Morrison, Illinois Education Association, be added to the attendance list for both days June 9 and 10, The addition will be made to the minutes. The motion passed by unanimous vote. Public Participation: There was no public participation. Facilitation Committee s Report: Denise Albrecht reported the Facilitation Committee met at 9:30 a.m. prior to the business meeting. There were no changes made to the agenda. Linda Tomlinson reminded organizations that they will need to meet and decide who will be replacing members on the Facilitation Committee: Teacher, Illinois Federation of Teachers (Chair) Teacher, Illinois Education Association Administrators Higher Education, Public Higher Education, Private Item(s) for Immediate Action: Laurie Pechauer Legal Case Vicki Phillips stated that a Notice of Opportunity for Hearing was sent to Laurie Pechauer. Ms. Pechauer failed to request a hearing in a timely manner; therefore, a default judgment is being entered. Eric Brown moved that the State Teacher Certification Board hereby accept the findings and proposed Order as presented and suspend for one year the Administrative Certificate # (Type 75) of Laurie Pechauer effective September 1, And, at this time we ask the Secretary of the State Teacher Certification Board to advise the parties in writing of our decision. Michael Engfer seconded the motion. Vicki Phillips called for discussion, but none followed. The motion passed by unanimous vote. 3

4 New Program Proposals Governors State University Master of Arts in Teaching in Urban Teacher Education (Alternative Route Initial Program) The following representatives were present from Governors State University: Dr. Deborah Bordelon, Dean, College of Education; Karen Peterson, Coordinator of the Alternative Certification Program; and Pamela Guimond, Secondary Education Biology and Chemistry, and Teacher Quality Partnership Co-Director. Linda Tomlinson reminded representatives of Governors State University that the Illinois Professional Teaching Standards were revised and will take effect in the near future. Any new programs will need to meet the new standards or demonstrate how individuals graduating as of 2013 would be meeting these standards. Also, Senate Bill 1799 will require revamping alternative certification into a two-year program, and change Phase 1 of the program, as well as have certain requirements for who can be admitted to an elementary program. University representatives explained that the Teacher Quality Partnership grant makes this a timely matter and they fully understand representatives may have to come back with revisions to the State Teacher Certification Board at a later date. There were concerns about not having all of the details as to what candidates are actually going to be taught, and members felt it may be premature to act on the proposal since the syllabi are not fully completed at this time. Denise Albrecht moved that the State Teacher Certification Board recommend to the State Board of Education provisional approval of the Master of Arts in Teaching in Urban Teacher Education (Alternative Route Initial Program) program at Governors State University, authorizing the educational unit to conduct programs and to recommend candidates for certification by entitlement until the time of the institution s next scheduled Accreditation Review [Section (b) (1)]. Francesc Borrull seconded the motion. Vicki Phillips called for discussion. University representatives asked to withdraw the program from consideration at today s meeting and request this item be placed on the October agenda of the Illinois State Teacher Certification Board. Denise Albrecht moved to rescind the original motion and accept the request from Governors State University to withdraw the Master of Arts in Teaching in Urban Teacher Education (Alternative Route Initial Program) program, and to place the item on the October agenda. Francesc Borrull seconded the motion. Vicki Phillips called for discussion, but none followed. The motion passed with three abstentions. Dr. Tomlinson asked that a conference call be scheduled with Governors State University and State Board of Education staff in order to discuss revisions to the program as well as the legislation involved. 4

5 Governors State University Master of Arts and Educational Specialist in School Psychology The following representatives were present from Governors State University: Dr. Deborah Bordelon, Dean, College of Education; and Shannon Dermer, Division Chair. After a lengthy discussion, Denise Albrecht moved that the State Teacher Certification Board recommend to the State Board of Education provisional approval of the Master of Arts and Educational Specialist in School Psychology program at Governors State University, authorizing the educational unit to conduct programs and to recommend candidates for certification by entitlement until the time of the institution s next scheduled Accreditation Review [Section (b) (1)]. Janet Pierce-Ritter seconded the motion. Vicki Phillips called for discussion, but none followed. The motion passed with two abstentions. University of St. Francis Ed.D. in Educational Leadership The following representatives were present from the University of St. Francis: Dr. John Gambro, Dean, College of Education; and Dr. Stephen Midlock, Associate Professor, College of Education. Linda Tomlinson asked for clarification from university representatives because it was unclear in the proposal what was meant by specific certification designations in the degree and that individuals will earn both the doctorate and the endorsement. University representatives indicated it is a joint proposal and a person cannot be recommended for entitlement until completion of the doctorate. Eric Brown moved that the State Teacher Certification Board recommend to the State Board of Education provisional approval of the Ed.D. in Educational Leadership program at the University of St. Francis, authorizing the educational unit to conduct programs and to recommend candidates for certification by entitlement until the time of the institution s next scheduled Accreditation Review [Section (b) (1)]. Michael Engfer seconded the motion. Vicki Phillips called for discussion, but none followed. The motion passed by unanimous vote. Annual Program Reports from Institutions of Higher Education University of Chicago The following representative was present from the University of Chicago: Dr. Kavita Kapadia Matsko, Director, Urban Teacher Education Program, and Assistant Clinical Professor on the Committee of Education. At the June meeting of the Illinois State Teacher Certification Board, members reviewed Fiscal Year 2011 annual program reports submitted by institutions of higher education. Certification Board members passed a motion to require the University of Chicago to appear before the Board to discuss concerns indentified in the Elementary Education program, specifically the annual report was missing subscale scores for the elementary content and APT. Dr. Matsko reported the subscale scores for the APT and elementary content tests have been provided to members of the State Teacher Certification Board. These were not included in the annual report because data was not collected and compiled in a way that could be used and 5

6 reported. Since that time data are being collected and organized in a new manner. She reported there were also many technical issues that arose while completing the online annual program report. There was further discussion of what assessment tools are being used and how data are being reviewed and utilized. Denise Albrecht moved that the State Teacher Certification Board recommend to the State Superintendent of Education that no further action is needed for the University of Chicago with regard to the matter and the State Superintendent or designee shall notify the institution accordingly [Section (b)]. Gloria Walsh seconded the motion. Vicki Phillips called for discussion, but none followed. The motion passed with one abstention. Rules Related to Certification (Various) Part 25 Certification Linda Tomlinson stated that the public comment period has ended. Once adopted by the State Board of Education, the rules will be submitted to the Joint Committee on Administrative Rules (JCAR). Illinois Certification Testing (Various) There were no Illinois Certification Testing items for action. Proposals for Activities that Meet Requirements for Standard Certificate Eligibility Janet Pierce-Ritter moved that the State Teacher Certification Board accept the list of Proposals for Activities that Meet Requirements for Standard Certificate Eligibility dated July 25, Michael Engfer seconded the motion. Vicki Phillips called for discussion, but none followed. The motion passed by unanimous vote. (See Attachment) Item(s) for Information: Renewal of Standard / Master Certificates Vicki Phillips reported that there were 8,537 recommendations for Standard / Master Certificates renewed in Group A for the period of June 1, 2011 through July 31, Moving from Initial to Standard Certificate Vicki Phillips reported that there were 2,701 recommendations for Initial Certificates moving to Standard Certificates for the period of June 1, 2011 through July 31,

7 Secretary s Report: Educator Certification Division Linda Jamali, Division Administrator, Educator Certification Division, was not present to provide a report; however, a document was provided with the following information as of August 5, 2011: General The Division is within a 31-day processing window for 99% of all certificates and endorsements. There are currently 769 certificates/endorsements to be processed. During the period of June 1, 2011 through July 31, 2011: 7,988 certificates were issued through transcript evaluation. 1,731 deficiency letters were sent out regarding certificates evaluated through transcript evaluation. There were 5,038 new certificates issued through entitlement. 98 deficiency letters were sent out regarding entitlement certificates. In addition, 1,903 substitute certificates were processed and 2,242 duplicate certificates were printed. 1,214 approvals/disapprovals were sent out. Educator Testing The May test administration results demonstrate the following: the reading subtest had a pass rate of 53%; language arts subtest a pass rate of 51%; mathematics subtest a pass rate of 60% and the writing subtest a pass rate of 88%. 394 sat for at least one subtest. The June 4 test administration results demonstrate the following: the reading subtest had a pass rate of 46%; language arts subtest 39%; mathematics 48% and writing subtest 83%. 2,377 examinees sat for at least one subtest. We continue to monitor the basic skills test. Test results may be viewed on our website at: Educator and School Development Division Vicki Phillips reported the State Superintendent of Education has suspended these certificates pursuant to Section 21.23a of the School Code, pending resolution of the criminal case. 8 Announcement(s) Discontinuation of Program(s) Ms. Phillips announced that the alternative certification programs in Secondary Mathematics, Science: Biology, Science: Physics, Science: Chemistry, and Science: Earth and Science at the University of Illinois in Urbana-Champaign have been discontinued. No candidates are enrolled and all candidates in the programs completed as of the academic year. [Per July 28, from Chris A.
